Dear Secretary Geithner:
A public meeting of the Citizens Coinage Advisory Committee (Committee) was held on
Tuesday, November 29, 2011, at United States Mint Headquarters in Washington, DC. The
Committee reviewed proposed reverse designs for the 2013 America the Beautiful Quarters
Program honoring White Mountain National Forest in New Hampshire, Perry’s Victory and
International Peace Memorial in Ohio, Great Basin National Park in Nevada, Fort McHenry
National Monument and Historic Shrine in Maryland and Mount Rushmore National Memorial
in South Dakota. The Committee also reviewed designs for the reverse of the 2012 American
Eagle Platinum Coin and obverse and reverse designs for the 2012 First Spouse Gold Coin and
Medal Program honoring Alice Paul, Frances Cleveland and Caroline Harrison.
For the quarter dollar reverse design honoring White Mountain National Forest in New
Hampshire, the Committee was unable to provide a recommendation as none of the proposed
designs received the Committee’s 50 percent scoring threshold through the standard scoring
process. However, design NH-02 received the most support with 10 of 21 possible points.
For the quarter dollar honoring Perry’s Victory and International Peace Memorial in Ohio, the
Committee found the three proposed designs to be inadequate and approved a motion to make
no recommendations concerning the subject quarter.
Design NV-01 was recommended by the Committee for the quarter dollar honoring Great
Basin National Park in Nevada. The design garnered 17 of 21 possible points through the
Committee’s scoring process.
For the quarter dollar honoring Fort McHenry National Monument and Historic Shrine in
Maryland, the design receiving the highest point total was MD-01 with 8 of 21 possible points.
However, the design was not recommended as its point total was below the 50 percent scoring
threshold required to be recommended.
Finally, the Committee recommended design SD-01 for the quarter dollar honoring Mount
Rushmore National Memorial in South Dakota. The design shows an aerial view of the
memorial and garnered 11 of 21 points through the scoring process.

For the reverse design for the 2012 American Eagle Platinum Coin Program, the Committee
recommended design AEP-04 showing a colonial minuteman with a musket transposed over a
modern illustration of the American Flag. The design garnered 13 of the 21 possible points
through the Committee’s scoring process.
For the 2011 First Spouse gold coin and medal honoring Alice Paul, the Committee
recommended obverse design AP-O-05. The design received 16 of a possible 21 points.
Reverse design AP-R-04, garnered 20 of a possible 21 points and, therefore, is submitted with
a strong recommendation by the Committee.
Among the proposed designs honoring Frances Cleveland’s first term, the Committee
recommended obverse design FC1-O-07. The design received 16 of 21 possible points.
Reverse design FC1-R-05 tallied 13 of 21 possible points and is forwarded with the
Committee’s recommendation. Committee members recommended that the hair design shown
on FC1-R-05 be changed to reflect the fringed hairstyle that was familiar to Mrs. Cleveland.
For the obverse of the coin honoring Caroline Harrison, the Committee recommended CH-O01. The design received 15 of 21 possible points. Reverse design CH-R-05 earned the
Committee’s recommendation with 18 of 21 possible points prefaced on the further
recommendation that design be modified to replace the proposed floral design with an image of
a plate that was hand painted by Mrs. Harrison and that a four-leaf clover mark that was the
known moniker of the first lady be added to the design. Provided that the forgoing
recommendation to use Mrs. Harrison’s plate design is not approved, the Committee
recommends that the paintbrush shown in the design be altered to be shown over the top of the
illustration of the lily pedal.
For Frances Cleveland’s second term as first lady, the Committee provided its strong
recommendation to design FC2-O-01 by assigning 19 of the possible 21 points. For the
reverse design, the Committee gave 14 of 21 possible points to design FC2-R-02 and,
therefore, forwards the design with its recommendation.
