December 15, 2023 The Honorable Janet Yellen Secretary of the Treasury Department of the Treasury 1500 Pennsylvania Avenue, NW Washington, DC 20220 Dear Madam Secretary: The Citizens Coinage Advisory Committee (CCAC) held a public meeting on November 28, 2023, during which the CCAC reviewed candidate designs and made recommendations for the obverse and reverse of the WW II Army Rangers Congressional Gold Medal. As background information regarding this program will accompany this communication, this letter details the CCAC’s recommendations. The CCAC was fortunate to have the participation of Mr. Ron Hudnell, Congressional Gold Medal Project Manager of the Descendants of WWII Rangers, Inc. and Mr. Jimmie Spencer, Senior Fellow of the Association of the United States Army. Both gentlemen joined the CCAC remotely. The CCAC reviewed a portfolio of four obverse candidate designs and the eight reverse candidate designs presented by the United States Mint. The CCAC voted unanimously to recommend obverse candidate design ARV-O-04 and reverse candidate design ARV-R-07A. The Committee also recommended listing the geographic landing locations on one side and the Presidential unit citations on the other side of the medal while removing the inscription “World War II” from the reverse as it appears on the obverse. ARV-O-04 features a group of Rangers bravely charging a beach and leading the way as they disembark an LCA. The locations where Rangers led operations in North Africa, Europe, and the Pacific, and earned eight Presidential Unit Citations, “SALERNO, POINTE DU HOC, CABANATUAN, SAAR RIVER, OMAHA BEACH, and EL GUETTAR” surround the border as additional inscriptions. ARV-R-07A feature both the Ranger scroll and the 29th Rangers’ scroll displayed atop the Fairbairn-Sykes commando knife. The doubleedged knife was given to the first Rangers after the completion of their training with the British Commandos in Scotland. The additional inscription is “WORLD WAR II RANGERS.” The seven Ranger Landings encircle the upper border. Both of these candidate designs are favored by the liaisons and the US Commission of Fine Arts. On behalf of the CCAC, we are thankful to continue our participation in the process of recommending designs that will reveal for many Americans the patriotic efforts in the history of the United States. As background information regarding this program will accompany this communication, this letter details the CCAC’s recommendations. The Committee recommended design LA28-01 for the obverse and design LA28-14 as the reverse, by a vote of eight members in favor and one in opposition. Design LA28-01, which was one of the designs favored by the stakeholders, features The Winged Victory of Samothrace as its major element and the inscription of “Paris 2024” and “Los Angeles 2028”. Design LA28-14, featuring the Arc de Triomphe and the Los Angeles Memorial Coliseum, was among the designs favored by the stakeholders and the Commission of Fine Arts. Once again and on behalf of the CCAC, it was a unique honor and privilege to participate in this momentous program, especially as it relates to an international event returning to the United States since the nation last hosted the 2002 Winter Olympics. From a personal experience of having participated as a volunteer in the 1996 Atlanta Summer Olympics, I am confident that publicizing the role of the United States in this matter will add to the excitement of Americans and the support of our athletes. Pukui is the first Native Hawaiian to be honored with a Native American $1 Coin . As background information regarding this program will accompany this communication, this letter details the CCAC’s recommendations. Joining the CCAC in discussing these designs were Pelehonuamea “Pele” Harman, great-granddaughter of Mary Kawena Pukui; La'akea Suganuma; grandson of Mary Kawena Pukui; Dodie Browne, granddaughter of Mary Kawena Puki; and Halena Kapuni-Reynolds, Associate Curator at the Smithsonian’s National Museum of the American Indian with a focus on Native Hawaiian History and Culture. The discussion with the liaisons was extensive. Based upon their input, the CCAC voted unanimously to recommend reverse candidate design 2025-MKP-01B, which shows stylized depictions of water as a background element and depicts Mary Kawena Pukui wearing an aloha print garment and a kukui nut lei and holding a kukui nut lei. This design was one of those favored by at least one of the liaisons. Like many other members of the CCAC and collectors of the Native American $1 Coins since the inception of the program in 2009, we are enthusiastic about the addition of the 2025 coin, honoring the first Native Hawaiian. As background information regarding this program will accompany this communication, this letter details the CCAC’s recommendations. Arkansas The state of Arkansas has proposed honoring the innovator Raye Jean Montague, an American Naval Engineer and innovator of computer-aided design of naval ships. She is credited with developing the first computer-generated rough draft of a naval ship for the United States Navy. For the state of Arkansas, the Committee was joined by Montague’s son, Dr. David Montague, who is the Associate Vice Chancellor for Academic Affairs and Professor of Criminal Justice and Criminology at the University of Arkansas at Little Rock, along with Dr. Blake Wintory, Services Director at the Arkansas Heritage Museum, part of the Arkansas Department of Parks, Heritage, and Tourism. The Committee, by a vote of nine members in favor and one abstaining, recommended reverse design AR02, with the portrait adjusted for accuracy as noted by the US Mint staff, and adding a delimitator between the inscriptions “Arkansas” and “Raye Montague.” Reverse design AR-02 features Raye Montague visualizing a United States Navy Oliver Hazard Perry-class frigate, a ship she designed by computer. The grid pattern over the sea evokes the engineering and drafting techniques she digitized to accomplish her design. The additional inscription “RAYE MONTAGUE” rounds out the design. This design candidate was also favored by the Commission of Fine Arts. Michigan The state of Michigan has proposed honoring the innovation of the automobile assembly line. The assembly line, driven by conveyor belts, reduced production time and a reduction in injuries to workers and the financial cost of production. This cost savings reduced the price of automobiles, increased pay for workers, and played an integral part in America’s adoption of the automobile in everyday life. For the state of Michigan, Judge Steven Bieda, Chairman of the Michigan Tax Tribunal participated in the discussion with the Committee. Established by an Act of Congress, Public Law 108-15 https://www.ccac.gov The CCAC reviewed six reverse candidate designs, from which the Committee unanimously recommended reverse candidate design MI-06, which was the preferred design of the liaison. This design features a 1930sera assembly line where a team of auto workers lower an automobile cab into place. The additional inscription “AUTO ASSEMBLY LINE” rounds out the design. As a collector of this series, I am confident that the addition of the 2025 Arkansas and Michigan coins will enhance the interest of numismatists in the American Innovation Dollar program. As background information regarding this program will accompany this communication, this letter will provide the recommendations of the CCAC. After discussing the merits and limitations of the original versus the revised obverse and reverse candidate designs, the Committee recommended the original candidate designs with nine members voting in favor and one member abstaining. The basis for this recommendation includes the following: 1) The CCAC has advocated over many years the resurrecting of discontinued designs and pattern pieces that feature 18th and 19th century images of Liberty, many of which would be ideal for a distinct silver medal program. 2) While there is an intense appetite for these classic designs expressed by many collectors, the proposed relief designs are unlikely to be embraced by numismatists with expertise in these classic coins. 3) While the CCAC supports the use of modern technology to bring back these classics, some members cautioned correcting some of the idiosyncrasies of the classic coins that make them the true originals as even the original designs provided to Committee are not replicas of these numismatic classics.
