Dear Secretary Geithner:
A public meeting of the Citizens Coinage Advisory Committee (Committee) was held on
March 23, 2010, at United States Mint Headquarters in Washington, DC. The Committee
reviewed proposed reverse designs for the 2010 American Eagle Platinum Coin Program.
The Committee’s recommended design is AEP-R-01, which shows a blindfolded justice
holding traditional scales and a laurel branch. Generally, the Committee felt the design was a
strong, dynamic and modern presentation of the theme of blind justice. The Committee voted
9-1 to recommend that the inscription “Justice, the Guardian of Liberty” be changed to “To
Establish Justice”. The Committee felt the inscription “To Establish Justice”, which is found
in the preamble of the Constitution, would provide a broader context to the concept of justice.
The Committee voted unanimously to recommend the scales be redesigned to be mechanically
correct and to show the justice holding the scales byway of a loop above the beam. This design
change would allow the inclusion of a pivot to the scales (between the loop and beam).
