1. Chairperson Marks called the meeting to order at 2:30 P.M.
2. Director Edmund C. Moy administered an oath to new member Heidi Wastweet,
presented out going member John Alexander with a certificate of distinguished
public service, read a letter of thanks to former chairperson Mitch Sanders for his
service as chairperson, and congratulated new chairperson Gary Marks.
3. Kaarina Budow of the United States Mint presented candidate reverse designs for
the 2010 American Eagle Platinum Coin Program with the theme: To Establish
Justice.
4. Committee members rated proposed designs by assigning 0, 1, 2, or 3 points to
each, with higher points reflecting more favorable evaluations. With ten members
present and voting, the maximum possible point total is 30 (Ms. Bolger had left
the meeting).
5. The committee recommended design AEP-R-01, which features a blindfolded
justice holding traditional scales and a laurel branch, with 27 points. The
committee’s second most preferred design was AEP-R-08, featuring the torch on
the Statue of Liberty, which received seven points. The point totals for each
design were:
AEP-R-01: 27 points
AEP-R-02: 1 point

On a motion by Mr. Alexander, seconded by Mr. Meier, the committee voted 9-1
to recommend that the inscription “Justice, the Guardian of Liberty” appearing on
the committee’s recommended design, AEP-R-01, be changed to “To Establish
Justice”.
On a motion by Mr. Burdette, seconded by Ms. Wastweet, the committee voted
unanimously to recommend that the scale’s beam appearing in design AEP-R-01
be changed to be mechanically correct and to show the blindfolded justice holding
the scale byway of a loop above the beam. The intent of the motion was to
address concern that the justice is shown holding the beam of the scale without a
pivot.
On a motion by Mr. Meier, seconded by Mr. Olson, the committee voted
unanimously to proceed to drafting the committee’s FY2009 Annual Report.
There being no further business, Chairperson Marks adjourned the meeting at
4:30 p.m.
