Citizens Coinage Advisory Committee Public Meeting Tuesday, March 15, 2016 United States Mint 801 9th Street N. W. Chairperson Lannin opened the meeting at 9:32 am. 2. Minutes and Secretary’s letter approved with motion by Erik Jansen and a second by Jeanne StevensSollman. 3. New members Steve Roach and Dennis Tucker formally sworn in by Jon Cameron, Acting Director, Numismatic & Bullion Division, and current Chief, Office of Coin Studies. 4. Congratulations were offered on the reappointment of Michael Moran and Donald Scarinci for another four-year term. 5. April Stafford of the U S Mint reviewed the designs of the 2017 Boys Town Centennial Commemorative Coin program, noting that for the first time in the Committee’s history obverse and reverse designs by the same artist were paired on the worksheets to assist in the selection process. 6. Boys Town liaisons Jerry Davis, Ph.D., Vice President, National Advocacy and Public Policy and Laura Tatten, Senior Vice President, Marketing and Communications Department were again introduced to the Committee. 7. After each member of the Committee had commented on the candidate designs, members rated the designs by assigning 0, 1, 2 or 3 points to each, with higher points reflecting more favorable evaluations. With eleven (11) members voting, the maximum possible point total was thirty-three (33). By Committee rule, a majority of the maximum possible point total (i.e. 17) was required to earn the Committee’s recommendation. Motion passed unanimously. Motion made by Heidi Wastweet and seconded by Robert Hoge that the art department use their best judgment regarding typeface, balance and relief on the recommended design for the $1 Silver Coin (BTCP-13). Motion passed unanimously. Motion by Robert Hoge and seconded by Heidi Wastweet concerning the date on the recommended design for the Half Dollar Coin be changed to “1917-2017” and that the inscription “Boys Town” be removed from the obverse and remain in a vertical position on the reverse pylon. Motion passed unanimously. 8. Between the voting on the Boys Town Commemorative Coin Program and the announcement of the selections, April Stafford of the U S Mint presented the Committee the sole obverse and reverse designs for the 20th Anniversary 2017 Platinum Proof Design Mock-ups. These designs re-use the original 1997 obverse by former Chief Engraver John Mercanti and the reverse by former Mint sculptor-engraver Thomas D. Rogers. Nanette Evans of the Numismatic and Bullion group confirmed that the finish would only be available in Proof. Thomas Uram made a motion, seconded by Herman Viola, that we accept the designs as presented. The motion passed eight to one (8-1). 9. April Stafford of the U S Mint presented and discussed the designs for the 2017 American Liberty High Relief 24 karat Gold Coin which will coincide with the 225th Anniversary of the United States Mint. To make this design more accessible to collectors, the Mint will also produce a silver medal bearing the same design. Chairperson Lannin read a statement about the opportunity offered to the Committee to be inclusive, mindful and sensitive in our choices, recognizing that previous Liberty designs have been in the European classical mold and it is possible to broaden the view of Liberty. Motion was unanimous. A motion was made by Chair Lannin that HR-O-08 and HR-R-01 be accepted. Motion was unanimous. 10. April Stafford of the U S Mint opened a discussion of 3-inch and 1 ½-inch bronze medals designed to be complementary to the 2018 World War I American Veteran Centennial Commemorative Coin concept currently in development. The Army, Navy, Marine Corps and Coast Guard saw duty in that conflict. Chris Isleib, Director of Public Affairs for the World War One Centennial Commission spoke to the Committee about the opportunities to tell the stories and background from both a military and human viewpoint. 11. There was a short discussion among Committee members about future meeting dates, notably the June 27 meeting scheduled at the American Numismatic Association Summer Seminar week in Colorado Springs, Colorado. 12. With no further business, Chairperson Lannin adjourned the meeting at 3:48 pm.
