Chairperson Marks called the meeting to order at 9:33 A.M. 2. Chairperson Marks announced that the Committee would hold a special telephonic meeting on April 8th to consider a recommendation to change the reverse of the $1 Silver Eagle coin. 3. April Stafford of the United States Mint presented the candidate designs for the 2015 United States Marshals Service 225th Anniversary Commemorative Coin Program, inclusive or a $5 gold coin, $1 silver coin and a clad half dollar. 4. After each member of the Committee had commented on the candidate designs, members rated the designs by assigning 0, 1, 2, or 3 points to each, with higher points reflecting more favorable evaluations. With nine (9) members voting, the maximum possible point total was twenty-four (27). By Committee rule, a majority of the maximum possible point total (i.e. 14) was required to garner the Committee’s recommendation. A design was subsequently recommended through a simple majority vote. See motion below in paragraph 5. 5. The following motions were acted upon by the Committee: Motion by Ms. Wastweet, seconded by Vice Chair Olson, to recommend obverse design USM-S-O-05 be paired with reverse design USM-S-R-08 for the $1 silver coin and to further recommend that the words “FT. SMITH” be added to the poster shown in the hand of the Marshal in USMS-R-08. The motion passed with six (6) ayes and one (1) nay. Motion by Ms. Wastweet, seconded by Chair Marks, to recommend the removal of the horse post and rail shown in design USM-S-R-08 to help clarify and focus on the central figure of the Marshal. The motion failed on a vote of three (3) ayes, four (4) nays and one (1) abstention. Motion by Mr. Uram, seconded by Vice Chair Olson, to recommend that, at the artist’s discretion, the horse rail and post shown in design USM-SR-08 be modified such that the natural stance of the Marshal be retained. The motion was approved on a vote of seven (7) ayes and one (1) abstention. Motion by Mr. Jansen, seconded by Vice Chair Olson, to recommend obverse design USM-G-O-02 be paired with reverse design USM-G-R-02 for the $5 gold coin. The motion failed on a vote of two (2) ayes, five (5) nays and one (1) abstention. Motion by Ms. Stevens-Sollman, seconded by Mr. Uram, to recommend obverse design USM-G-O-02 be paired with reverse design USM-G-R-09 for the $5 gold coin. The motion was passed with four (4) ayes, three (3) nays and one (1) abstention. Motion by Vice Chair Olson, seconded by Mr. Uram, to recommend reverse design USM-C-R-07 for the clad half dollar coin and to further recommend that the handcuffs shown in the design be removed. The motion passed with six (6) ayes, one (1) nay and one (1) abstention. Motion by Mr. Uram, seconded by Ms. Wastweet, to recommend that, at the artist’s discretion, the appearance of the female officer shown in design USM-C-O-02 be modified to improve the overall design. The motion passed with seven (7) ayes and one (1) abstention. 6. Deputy Director Richard Peterson and Chairperson Marks provided remarks recognizing and thanking Michael Ross and Vice Chairperson Michael Olson for their service on the Committee upon the completion of their respective terms of office. Deputy Director Peterson presented Distinguished Public Service Awards to both of the departing members. (Mr. Ross departed the meeting at the conclusion of this presentation.) 7. Chairperson Marks relinquished the gavel to Vice Chairperson Olson to conduct the balance of the meetings proceedings. (Chairperson Marks continued to participate in the meeting.) 8. April Stafford of the United States Mint presented the candidate designs for the First Special Service Force Congressional Gold Medal. 9. After each member of the Committee had commented on the candidate designs, members rated the designs by assigning 0, 1, 2, or 3 points to each, with higher points reflecting more favorable evaluations. Motion by Ms. Stevens-Sollman, seconded by Mr. Uram, to recommend design FSSF-CGM-R-02 that the raised objects of the design be provided with a frosted texture to improve contrast and eye appeal for the design. The motion was approved unanimously. 11. There being no further business, Vice Chairperson Olson adjourned the meeting at 2:35 p.m.
