In that case, I would ask then that these Now, before we begin our first portfolio review today, I would also like to take a 10 moment to make a few comments. 11 national and world events that I remember clearly from 12 my youth, and one of them began just days before I 13 turned 12 years old, and this was the Iran Hostage 14 Crisis. 15 There are a handful of My parents, like most adults in this 16 country, were fixated on the news for months; and 17 their worry and concern for the hostages deeply 18 affected me as well. 19 especially after the catastrophic attempt to rescue 20 them, was a cause for celebration in my household and 21 that of countless others across the country. 22 The hostages' eventual release, What the hostages endured and their www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 14 1 collective unbroken resolve during their 14 months of 2 captivity is deserving of national admiration and 3 respect. 4 The Congressional Gold Medal that has 5 been awarded to them more than 40 years after the 6 nightmare they suffered will -- I hope -- bring some 7 pride and solace to those former hostages who remain 8 and will be a lasting tribute to those who did not 9 live -- live to see this honor. 10 On behalf of myself and my colleagues 11 on the CCAC, I would like to extend an especially warm 12 welcome to the former hostages who are attending this 13 meeting and to any others who may be watching. 14 truly honored to have you with us today and look 15 forward to hearing your thoughts on the designs that 16 we will be reviewing. 17 We are With that, I would like to begin with 18 this first portfolio, which is for us to consider the 19 obverse and reverse candidate designs for the former 20 hostages of the Iran Hostage Crisis, 1979, 1981 21 Congressional Gold Medal. 22 The Congressional Gold Medal was www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 15 1 authorized by Public Law 117-320, and April Stafford 2 and Megan Sullivan will now present the candidate 3 obverse and reverse designs for this Congressional 4 Gold Medal. 5 April, if you would, please? 6 MS. STAFFORD: 7 First, a little background on this Thank you so much. 8 program, it is the Iran Hostages Congressional Gold 9 Medal Act that awards a single Congressional Gold 10 Medal to the former hostages of the Iran Hostage 11 Crisis of 1979 to 1981, highlighting their resilience 12 throughout the unprecedented ordeal and the national 13 unity it produced, marking four decades since their 14 444 days in captivity and recognizing their sacrifice 15 to the United States. 16 On January 20, 1981, United States 17 diplomats, military personnel, and civilians were 18 released after being held hostage for 444 days by 19 militant supporters of Iran's Ayatollah Khomeini in a 20 violation of international law. 21 22 They were taken from the United States Embassy in Tehran, Iran; and the ordeal came to be www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 16 1 known as the Iran Hostage Crisis. 2 subjected to intense physical and psychological 3 torture throughout their captivity and were routinely 4 told to denounce the United States. 5 The hostages were One hostage wrote, "Viva la roja, 6 blanco, y azul," which means, "Long live the red, 7 white, and blue," on the walls of his cell as a 8 reminder of the values he swore to protect. 9 The hostages showed extraordinary 10 courage by continually engaging in acts of resistance 11 against their captors, such as refusing to sign 12 condemnations of the United States in the face of the 13 gross violations of their human rights. 14 When welcoming the hostages home on 15 January 28, 1981, President Ronald Reagan stated the 16 following: 17 days suffered the pain of your imprisonment, prayed 18 for your safety, and most importantly shared your 19 determination that the spirit of free men and women is 20 not a fit subject for barter. 21 22 "You've come home to a people who for 444 You've represented under great stress the highest traditions of public service. www.CapitalReportingCompany.com 202-857-3376 Your Meeting June 18, 2024 Page 17 1 conduct is symbolic of the millions of professional 2 diplomats, military personnel, and others who have 3 rendered service to their country." 4 More than 440 years -- sorry. Excuse 5 me. More than 40 years since their release, the 6 people of the United States acknowledge the endurance, 7 strength, and contributions of these great American 8 heroes. 9 In developing the portfolio, the United 10 States Mint worked closely with our primary liaison, 11 Ezra Friedlander, as well as former hostages and the 12 Department of State. 13 Friedlander and ask if he'd like to say a few words. 14 15 I'd first like to recognize Ezra MS. I'm very 21 grateful for this opportunity. I would like to first 22 acknowledge Brock Pierce, who's the Chairman of the www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 18 1 Iran Committee -- the Iran Congressional Gold Medal 2 Committee, who worked tirelessly throughout this 3 process. 4 I don't know if Brock is on the -- on 5 the videocall; but if he is, I'd like to acknowledge 6 his -- his outstanding leadership. 7 many ways a labor of love. 8 9 I was a young kid. To me, this was in I was born in 1968. I remember coming home every -- every day from school, 10 my grandmother, who helped raise us, asking her about 11 the hostages, whether they were released or not. 12 I still have at home the U.S. News & 13 World Report and -- and Newsweek magazine, the split 14 cover of the inauguration of Ronald Reagan and the 15 famous iconic photo, I think, of Barry Rosen coming 16 down the -- the tarmac with the airplane when he 17 was -- when they were released. 18 was -- I always wanted to do something growing up. 19 So for me, this The -- the image remained etched in my 20 memory; and I said I would like to for the 40th year 21 spearhead a campaign to acknowledge their heroism 22 because these were, in my opinion, the -- they are -- www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 19 1 and they should remain, and God should bless them 2 until 120 with long life. 3 They -- they were the best. They 4 represented the United States under such trying times; 5 and they made us proud; and this is an opportunity to 6 acknowledge their heroism; and as they say, better 7 late than never. 8 9 MS. Obverse 7 1A, again, is the preferred obverse by our designated 8 liaison, the former hostages, and the State 9 Department. This design depicts a group of 10 blindfolded people as if contained within the number 11 444, the amount of time of their captivity. 12 Fifty-three stars representing the 13 number of hostages surround the border, along with the 14 inscription, "Act of Congress 2022." 15 features the additional inscription, "November 4, 16 1979," the date the hostages were captured, along 17 with, "American Embassy" and "Tehran, Iran." 18 This design also Moving on, we have Obverse 2, 2A, 3, 4, 19 4A. 20 by our designated liaison, the former hostages, and 21 the State Department. 22 Again, Obverse 4A is the preferred reverse design This design features an American eagle www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 21 1 in flight after shaking loose a tie that bound its 2 talons, along with the inscriptions, "Welcome Back to 3 Freedom" and "Act of Congress 2022." 4 includes the date of the hostages' release, January 5 20, 1981, as an additional inscription. 6 Obverse 5, 6, and 6A. 7 This design We also have Moving on to the reverse candidate 8 designs, we have Reverses 1, 2, 3, 3A, 4, 5, 6, 7, and 9 7A. 10 11 Chairman, that concludes the candidate designs. 12 13 MR. I 5 have to say I'm very humbled by -- by the presentation 6 and by the -- the idea that we are going to have a 7 gold medal in -- in our honor. 8 9 It's been 45 years actually since we've been taken hostage, and it's still a memory etched in 10 my mind and my soul, and I think this does give us 11 some real comfort in the sense that we are recognized 12 for the period of captivity that we spent in Iran, and 13 I -- I want to thank everyone for what you have done 14 for us. 15 Concerning the -- the design, I -- we 16 had a committee of -- of former hostages, and we felt 17 that the obverse and the reverse were the ones that 18 were most profound and said the most about our -- our 19 captivity and our release. 20 And -- and I -- I want to commend 21 everyone for following up and -- and working on the 22 design that -- that we preferred. I'm a retired Marine Corps major, the 9 young corporal on embassy duty there; and as Barry 10 said, we went through this process and really came up 11 with some very striking images to represent the medal, 12 I thought. 13 And thanks to all of you guys -- guys 14 and girls that are -- that are working on it. 15 certainly do appreciate it. 16 We Thanks again to Ezra and -- and Brock 17 for all that they've done to make this happen. I think, like others, I guess, I -- let me just make one -- one comment, which is that in -- 10 in many ways, a CGM, like other coins, teaches a 11 lesson; and it's an opportunity for a civic 12 conversation; and I think that this can teach a lesson 13 about resilience, endurance, and service. 14 It can also teach a lesson about 15 national unity at a time when that is urgently needed; 16 and I think for that reason, like others, I was drawn 17 in many ways to Reverse 7; and so I will just, you 18 know, sort of flag a kind of shared sense with others 19 that there's a real opportunity to depicting -- you 20 know, depicting the -- the yellow ribbon. 21 22 And obviously, I -- I appreciate the choices of -- of the liaisons and others. www.CapitalReportingCompany.com 202-857-3376 I think 1A Meeting June 18, 2024 Page 33 1 and -- and 4A as the reverse work well together in 2 part because they have the -- the beginning date and 3 the end date. 4 They document -- you know, they 5 document not only with the number 444 days but with 6 the other -- with the front -- with the obverse and 7 the reverse having the beginning and end date of 8 captivity to convey that very effectively. 9 know that 7 could be easily swapped in without causing 10 11 So I don't some date complications. I'm 20 really good with what the liaisons chose. 21 is really the -- by far the most striking design. 22 Everyone was telling their stories of their experience www.CapitalReportingCompany.com 202-857-3376 I think 1A Meeting June 18, 2024 Page 44 1 of that time period. 2 after all of this occurred, so maybe a little bit 3 different perspective on it. 4 I was born a quarter century But my touchstone with it was really 5 coming up through high school and learning about it in 6 school and then now in university, where I'm studying 7 international affairs. 8 And what really -- what students today 9 I think I've seen most glean from learning about this 10 time was that it was people. 11 just abstract geopolitics but that it was people 12 fundamentally, and I think that 1A shows that very 13 well. 14 this far more than the nation states. 15 It wasn't necessarily It communicates the people at the center of So I think it's the best portfolio. 16 I'm happy to support 1A for the obverse. 17 reverse, I'm also, you know, content with 4A. 18 For the I think it really pairs well to have 19 something kind of concrete and tangible on that 20 obverse, the people themselves and the -- and the 21 crisis itself, and on the reverse actually having 22 those kind of underlying principles and values which www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 45 1 maintained throughout their time there, showed their 2 resilience and the motivation to get them home. 3 4 So I'm really quite happy with 1A as well. 5 On kind of the minutiae, I would be 6 inclined to independently keep "2022" for the same 7 reasons that the liaisons mentioned in terms of -- for 8 better or for worse, that's when Congress decided to 9 honor -- honor these folks, and so I think it's 10 important to -- for posterity to have that on there, 11 when they chose to do that. 12 I'd be inclined to remove the T-H on 13 "January 20th" to have consistency between the obverse 14 and reverse. 15 "U.S." 16 17 18 I have no opinion on "American" versus So that's it for me. STAFFORD: 21 Okay. 22 Thank you so much. So a bit of background, every year since 2009, in accordance with the Native www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 64 1 American Dollar Coin Act, the United States Mint has 2 annually minted and issued dollar coins that honor the 3 important contributions made by Indian tribes and 4 individual Native Americans to the United States. 5 The obverse of the coins retain the 6 depiction of the Sacagawea -- of Sacagawea and her 7 infant son, first used in 2000 on the Sacagawea Golden 8 Dollar; and in 2026, the reverse will commemorate the 9 Oneidas at Valley Forge. 10 The portfolio being presented today 11 includes candidate designs revised based on feedback 12 from legislated liaisons, key stakeholders; and that 13 includes meetings of the U.S. Commission of Fine Arts 14 and the Citizens Coinage Advisory Committee in April 15 of 2024. 16 The portfolio only includes preferred 17 designs identified by the Senate Committee on Indian 18 Affairs, the Congressional Native American Caucus of 19 the House of Representatives, and the National 20 Congress of American Indians. 21 22 Tribal consultants representing the Oneida Nation and the Oneida Indian Nation have been www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 65 1 identified as subject-matter experts to this CCAC 2 meeting. 3 And again, thank you, Chairman. You 4 welcomed Lin Cornelius of the Oneida Nation and Denise 5 Desiderio and Celia Bussard of the Oneida Indian 6 Nation. 7 So the Oneida Nation favored Designs 1, 8 3, 6, and 7 for their depiction of Polly Cooper; and 9 the Oneida Indian Nation favored Design 3 for the 10 strong depiction of the relationship between the 11 Oneidas and the United States. 12 Of all of the designs that you'll see 13 here today, Design 3 is the only design that is 14 preferred by a legislated liaison and favored by both 15 the Oneida Nation and the Oneida Indian Nation. 16 So we will tell you a little bit about 17 the theme for 2026. The Oneidas were very early 18 supporters of the American cause, who provided 19 critical information, troops, scouts, and spies to 20 American forces in the Revolutionary War. 21 At the invitation of General George 22 Washington, a contingent of Oneida warriors joined www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 66 1 Americans at Valley Forge, Pennsylvania. 2 traveled hundreds of miles on foot, carrying supplies 3 and bushels of dried white corn, a gift organized by 4 Oneida Chief Shenandoah to feed the starving troops. 5 They Oral tradition credits Polly Cooper, an 6 Oneida woman, with cooking and teaching the soldiers 7 how to prepare the corn, which requires proper 8 preparation to be edible. 9 Oneidas returned home, Cooper remained with the 10 11 After many of her fellow Continental Army to continue aiding them. Thank you. 5 I was -- I'm going -- I was at the tail 6 end of your prior discussion, and I have to say again 7 I'm kind of awed by what you do and the -- and the 8 education that you're providing on some significant 9 stages of -- of United States history and events, and 10 I just really wanted to start with that. 11 That -- that discussion was really very 12 meaningful and -- and kind of took me back to a time 13 that I remember, and I think how you commemorate these 14 occasions is really important, I think, for the 15 education especially, you know, in today's society. 16 So I had the opportunity -- it was 17 actually very fortunate when Nation Representative 18 Halbritter was in D.C. recently. 19 revised versions of the coins came out. 20 had the opportunity to sit down with them hot off the 21 press. 22 start by sharing his appreciation for the redrafting. It was when the So I actually We went through each one, and he wanted to www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 72 1 He thought that it was very thoughtful, 2 that it took a lot of the comments into account; and I 3 also learned that Nation Representative Halbritter is 4 also on the -- is on the board of directors of the 5 Museum of the American Revolution. 6 very keen interest in -- in the coin overall and 7 especially what it means to the Oneida Indian Nation. 8 9 10 So he's taken a When we sat down, again, his -- his clear favorite was 26NA-03, again, for the way that it depicts the burgeoning nation-to-nation relationship. 11 He really appreciated the -- the 12 wording change to "Oneida Allies at Valley Forge" 13 because he's -- he's very interested in making sure 14 that the ally position that the Oneida Indian Nation 15 of New York played at Valley Forge is represented, and 16 he thought that was really a great change. 17 The -- and I don't know how the 18 engraver does this, but the features have really 19 captured on this coin kind of the give and take that 20 happened at Valley Forge -- right -- between -- 21 between the nation members and George Washington and 22 his troops. www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 73 1 And the way that George Washington is 2 holding his hat -- right -- is very with gratitude; 3 and the offering that Polly Cooper is offering up, I 4 think it shows that -- that particular event in the 5 way that the -- the Oneida Indian Nation really 6 appreciated. 7 They did like the other two coins in 8 the 3 series as well but felt like the -- the 9 starburst might detract from the story that -- that 10 you all are telling in the coins. 11 A couple comments they had on the first 12 series, the -- the 01 and 01A, I think when I was -- 13 when I left your meeting, I went -- and I've got a few 14 here. 15 coins, the ones with the eagle staff on and -- so that 16 we would have a better idea of what the coin looks 17 like and the size of the coin. 18 We went and picked up some -- some of the And I think this comment was made by 19 the reviewers last time, but we think it might be too 20 busy for -- for kind of the story that's being told, 21 although I think it -- it really is a lot clearer now. 22 The 02, Nation Representative www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 74 1 Halbritter just felt like it -- it doesn't tell as 2 much about Valley Forge and the nation-to-nation 3 relationship that started at Valley Forge, you know, 4 with that depiction. 5 And then for 6, I -- I think it feels 6 like we weren't sure that the age was kind of 7 appropriate, and I -- I appreciate the comments about 8 the eagle and the meaning for most, you know, tribal 9 nations about the eagle and the gift that that is from 10 11 the creator. MS. STAFFORD: Yes, sir. Actually, 18 I -- I just wanted to once again thank our Oneida 19 Indian Nation and Oneida Nation representatives who we 20 consulted with in this process and obviously also the 21 CCAC and the CFA for the meetings in -- in April. 22 The feedback, again, that we received www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 90 1 about the designs in that -- in those sessions really 2 provided us with clear direction that the designs were 3 not where they needed to be for us to move these 4 designs forward. 5 We -- were clearly getting direction 6 that to do our due diligence we needed to go back and 7 -- and revise the majority of -- of those that were 8 shown to you today. 9 I want to note that in doing so we were 10 really answering what I would term as substantive 11 Oneida concerns in how their nations are being 12 represented on these coins, particularly for the -- 13 for -- for the contribution of the Oneidas at -- at 14 Valley Forge. 15 What -- what I heard and what I believe 16 we -- we tried to bring to this portfolio is a desire 17 to -- to elevate the -- the representation beyond just 18 Cooper simply carrying corn or cooking corn but really 19 representing a nation-to-nation exchange that 20 illustrates those proud Oneida contributions to the 21 United States, the forming United States. 22 So I appreciate so much you -- you www.CapitalReportingCompany.com 202-857-3376 Meeting June 18, 2024 Page 91 1 remarking on how just some -- what I would call 2 important changes, for example, to Design 3 really 3 elevated and answered those -- those calls. 4 to thank Joe Menna, our chief engraver, for working 5 hand in glove with the artists to affect those changes 6 that really altered the way they were received. 7 8 So thank you, Mr. Chairman. Purdie Introduction Hello lovely folks! I hope that everyone is doing well. I would like to apologize to my colleagues and distinguished guests for my absence today; I wish I could be here with everyone in person as this portfolio is one of great interest to me. I am sending my notes which I’ve tried to keep as succinct as possible, and I’m looking forward to hearing everyone’s impressions, too. Iranian Hostage Crisis Commemorative Medals I want to start off by expressing my profound gratitude towards the former hostages, and to thank them for taking the time to be here with us today. Your lives and your stories are a testament to your tenacity and resilience. And your (collective) presence serves as a necessary reminder that the events of the Iranian Hostage Crisis are very recent history. Your sacrifices and your ordeals have not been forgotten, and from my heart I wish you and your families continued peace. I’m so glad that you all made it back. Obverse o I agree one hundred percent with the stated preference for the obverse, IH-O-01A, as this was my favorite in the portfolio, as well. The design is well-proportioned, it’s detailed (shout-out to the design team for the face renderings because they are beautiful) and most importantly it highlights the people, American citizens, who were at the center of the crisis. Framing the former hostages’ faces within the number “444” so starkly also emphasizes just how long they’d been held, which is necessary to understanding this situation. Going back to my earlier point, this Purdie 2 particular design emphasizes that these were/are living breathing folks who endured and survived an ordeal, rather than footnotes or historical abstracts. o The personalization in this design is also the reason why I didn’t choose IH-O-05. While the concepts are similar and both designs are striking, the featureless face in the latter connotes a sense of anonymity that doesn’t have the same level of impact on the viewer. The words and information are there, but it seems a little dour in terms of emotional impact. o It’s also important to emphasize the miracle and relief of the former hostages returning home. While IH-O-05 wasn’t one of my top choices for the obverse design, I do like this concept in abstract, especially with the rays of the sun guiding their long-awaited journey back. I’d love to hear from my fellow committee members about their impressions of this one and how that return element can be worked into the final choice. Reverse I am a simple lady in some respects; I see a floral/arboreal design on a coin, and I start to get excited. Plants have their own varied symbolism and so they work well other elements, especially when trying to convey important messages. o IH-R-07A is my favorite of the reverse designs because it combines elements that I enjoy from the other designs (the ribbon, the rosette, the oak tree, the passage of time) into one. As I mixed and matched different obverse and reverse designs, I kept coming back to this one. The juxtaposition of the oak tree in the United States pairs well with the faces of the former hostages as they were held in Iran, demonstrating how their (the former hostages’) family members were thinking about them and fighting to get them back home. The coin is framed very well; the only adjustment I would make would be the typeface. I like the typeface of IHR—07 with the wider, open letters on this design. But at the same time, that same “444” wording could also be used to talk about the impact of the crisis from the different perspectives (home vs. abroad) so I’m on the fence with this one. o I also wonder whether there’s some way to incorporate the acorn imagery of IHR-01, in with the imagery of the older oak trees as a way of showing the passage of time, as well as the former hostages’ strength.
