1. Chairperson Lannin opened meeting at 9:30 am.
2. Minutes and letters of March 9 and March 10, 2015 unanimously approved.
3. April Stafford of the United States Mint presented the candidate designs in order of voting for
the 2016 National Park Service American Commemorative Coin Program. Contributing to the
discussion was Donald Ledbetter, the Partnership Coordinator with the Centennial Office.
4. Committee members discussed designs for the three coins commemorative series. After each
member of the Committee had commented, they rated the designs by assigning 0, 1, 2 or 3 points
to each, with higher points reflecting more favorable evaluations. With ten (10) members voting,
the maximum possible score was thirty (30). By Committee rule, a majority of the maximum
possible point total (i.e. 16) was required for the Committee’s recommendation.
The Committee’s scores for the designs of the 2016 National Park Service 100th Anniversary
Commemorative Coin Program were as follows, reflecting both the voting process for the gold
and clad coins, and the motion made regarding the silver coin.

$1 Silver Obverse and Reverse
In the case of the $1 Silver Obverse and Reverse, the Committee discussed the designs presented
and made an interesting pairing. The MOTION made by Gary Marks and SECONDED by
Michael Bugeja suggested pairing two reverses. The Committee voted 6-4 to choose REVERSE
design NPS-S-R-02 as the OBVERSE, and voted for REVERSE NSP-S-R-05 for the REVERSE.
This inspired combination featured a Latino Folklorico dancer whose swirling skirts matched the
chosen reverse comprised of a trumpet, an upright bass headstock and a banjo, typical of
instruments used for traditional jazz music heard in the New Orleans Jazz National Park.

Half-Dollar Clad
A MOTION was made by Mr. Marks and SECONDED by Mr. Jansen that NPS-S-O-02 be
added to the list of obverse designs being considered for the half-dollar clad coin obverse. The
motion was APPROVED.

A MOTION was made by Mr. Uram and SECONDED by Mr. Marks that the stick figures on the
chosen reverse, NPS-C-R-03 be removed. The motion was APPROVED.
5. April Stafford of the United States Mint reviewed and discussed candidate designs for the
Foot Soldiers of the 1965 Selma to Montgomery Voting Rights March Congressional Gold
Medal. Dr. Barbara Tagger, site manager from the Selma to Montgomery National Historic Trail
National Park Service, attended as a guest.

After voting was completed, a MOTION was made by Mr. Marks and SECONDED by Ms.
Lannin that the ring be removed encircling the chosen obverse FSSM-CGM-O-6-A and people
added on either side bleeding out to the edge. The motion was unanimously APPROVED.
The designs chosen were the ones favored by the stakeholder.
6. April Stafford of the United States Mint reviewed and discussed candidate designs for the 65th
Infantry Regiment “Borinqueneers” Congressional Gold Medal. The congressionally-appointed

liaisons, Mr. Javier Gonzalez Morales and Mr. Sam Rodriguez attended as guests. It was noted
that the stakeholders favored BOR-O-06 and BOR-R-05.

After additional telephonic comments from members and relatives of Borinqueneers in Chicago
and Miami, the votes were read aloud, noting that BOR-O-06 received a perfect score of 30 and
that BOR-R-05 received 28.

The meeting was adjourned at 3:30 pm.

1. Chairperson Lannin opened the meeting at 9:30 am.
2. April Stafford from the United States Mint reviewed and discussed the candidate designs
for the Nancy Reagan First Spouse Gold Coin and Medal Program. She indicated that this
would be only the second time in recent history that a living person would be depicted on a
coin.
It was noted by Ms. Stafford that the Reagan Foundation wanted “Just Say No” to be her
legacy for the reverse, and that the Mint artists had added two additional reverses from which
to choose in the portfolio, and that these were rough ideas that would be further refined after
the Committee discussion.
Melissa Giller, Chief Marketing Officer of the Ronald Reagan Presidential Foundation,
participated in the meeting via telephone, and indicated that Mrs. Reagan’s choice for the
obverse is FS-NR-O-01.
3. After beginning discussion of the obverses and reverses, a MOTION was made by Ms.
Wastweet and SECONDED by Mr. Uram that we forego our traditional voting system and
adopt FS-NR-O-01 as the obverse and ask the Mint artists to rework the Reagan
Foundation’s preferred reverses FS-NR-R-08 and FS-NR-R-09. The motion was
APPROVED.

4. Mr. Bugeja made a MOTION, seconded by Ms. Lannin, for the reverse designs FS-NR-R04 and FS-NR-R-05 be reworked and be included in a future meeting. The motion was
APPROVED 8 – 1.
5. April Stafford of the U S Mint introduced the artwork for the 2016 Special 100th
Anniversary coins. Additional Mint sales and marketing personnel Jack Zebin, Jason Laure
and Nannette Evans attended.
The iconic coins are the Adolph Weinman-designed “Mercury” dime, weighing one-tenth of
an ounce in 2016; the Herman MacNeil-designed Standing Liberty, weighing one-quarter
ounce in 2016; and the Adolph Weinman-designed Walking Liberty, weighing one-half
ounce in 2016.
Each of these coins will be struck in 24-karat gold, and the dies will be digitally scanned
from original assets, which could include plasters, galvanos and original tooling.
The design modifications will include changing the dates from 1916 to 2016, adding
necessary inscriptions to identify metal content, fineness and weight.
A discussion among Committee members followed, including hand-sculpting additional
lettering with thoughts from Ms. Wastweet and Ms. Stevens-Sollman; and the placing of
mint marks brought up by Mr. Bugeja and further refined by Mr. Hoge.
6. A telephonic meeting is to be announced to vote on the Nancy Reagan First Spouse
amended designs.
7. The next meeting is schooled for Thursday, October 8, 2015 at U S Mint headquarters.
