II. Minutes
a. Business Matters:
1. Chairperson van Alfen called the meeting to order at approximately 10:00 am.
Chairperson van Alfen conducted roll call and determined that quorum was met.
Attendance of media and Mint staff were recognized.
2. The CCAC minutes and letters to the Secretary of the Treasury from our public meeting
on June 18, 2024, were approved via a motion from Arthur Bernstein and second by
Kellen Hoard.
3. Before introducing the next order of business, Chairperson van Alfen offered a few
comments about the importance of the Semiquincentennial circulating coinage program,
noting also that the Mint was not seeking recommendations on candidate designs from
this meeting, but rather comments and suggestions on ways to improve the designs before
the designs are formally reviewed during the October meeting of the CCAC.

b. 2026 Semiquincentennial Dime
1. Chairperson van Alfen then introduced the next order of business, reviewing the
preliminary candidate designs for the 2026 Semiquincentennial Dime authorized by Public
Law 116-330.
2. April Stafford, Chief of the Office of Design Management, provided background on the
Semiquincentennial program, before introducing the preliminary candidate designs for the
Dime.
3. With this background, Chairperson van Alfen then invited each CCAC member to provide
comments regarding the obverse and reverse designs.
4. Following these initial comments, Chairperson van Alfen asked April Stafford if she had
any questions concerning the CCAC’s input on the designs. A brief discussion then ensued
between the members of the CCAC and Ms. Stafford.
5. The CCAC then scored the obverse and reverse candidate designs, with Chairperson van
Alfen noting that the scores would not be used to make a design recommendation at this
time, but rather to be used by the Mint staff as a guide, along with the CCAC’s comments on
the designs, to further improve the Dime portfolio ahead of the October 2024 CCAC meeting
when recommendations would be made.
c. 2026 Semiquincentennial Quarter commemorating Declaration of Independence and 2026
American Eagle Platinum Proof Coin

1. Chairperson van Alfen then introduced the next order of business, reviewing the
preliminary candidate designs for the 2026 Semiquincentennial Quarter commemorating the
Declaration of Independence authorized by Public Law 116-330 and the 2026 American
Eagle Platinum Proof Coin also commemorating the Declaration of Independence. He also
noted that because both this Quarter and Platinum Proof Coin share the same theme they
would be considered together. Again, he noted that in both cases the Mint was not seeking
design recommendations, but rather input on ways to improve the designs.
2. April Stafford, Chief of the Office of Design Management, provided background on both
the Semiquincentennial Quarter program comprising of five Quarters each representing an
inflection point in our nation’s history, and the Platinum Proof Coin program for 2026–2028
before introducing the candidate designs for the Declaration of Independence Quarter and the
Platinum Proof Coin.
3. With this background, Chairperson van Alfen then invited each CCAC member to provide
comments regarding the obverse and reverse designs for the Quarter.
4. Following these initial comments, Chairperson van Alfen then called for a lunch break.
5. On return from the lunch break, Chairperson van Alfen then invited each CCAC member
to provide comments regarding the obverse and reverse candidate designs for the Platinum
Proof Coin.
6. Following the individual comments, Chairperson van Alfen then invited CCAC members
and the Mint staff to have a general discussion about both the Quarter and the Platinum Proof
Coin portfolios.
7. Once this general discussion concluded, the CCAC then scored the obverse and reverse
candidate designs, with Chairperson van Alfen again noting that the scores would not be used
to make a design recommendation at this time, but rather to be used by the Mint staff as a
guide, along with the CCAC’s comments on the designs, to further improve the portfolios
ahead of the October 2024 CCAC meeting when recommendations would be made.
d. 2026 Semiquincentennial Quarter commemorating the U.S. Constitution
1. Chairperson van Alfen then introduced the next order of business, reviewing the
preliminary candidate designs for the 2026 Semiquincentennial Quarter commemorating the
U.S. Constitution as authorized by Public Law 116-330.
2. April Stafford, Chief of the Office of Design Management, provided additional
background on the Semiquincentennial Quarter program, before introducing the designs for
the 2026 Quarter commemorating the U.S. Constitution.
3. With this background, Chairperson van Alfen then invited each CCAC member to provide
comments regarding the obverse and reverse designs.

4. The CCAC then scored the obverse and reverse designs, with Chairperson van Alfen once
again noting that the scores would not be used to make a design recommendation at this time,
but rather to be used by the Mint staff as a guide, along with the CCAC’s comments on the
designs, to further improve the portfolio ahead of the October 2024 CCAC meeting when
recommendations would be made.
5. Chairperson van Alfen then gaveled the meeting into recess until Tuesday, July 16, 2024 at
10:00 am. The meeting went into recess at 3:38 pm.

Chairperson van Alfen conducted roll call and determined that quorum was met.

b. 2026 Semiquincentennial Half Dollar
1. Chairperson van Alfen introduced the next order of business, reviewing the preliminary
candidate designs for the 2026 Semiquincentennial Half Dollar authorized by Public Law
116-330.
2. April Stafford, Chief of the Office of Design Management, provided background on the
Semiquincentennial program and the Half Dollar with the program before introducing the
obverse and reverse candidates.
3. The CCAC, the Mint staff, and liaisons were then asked if there were any legal,
technical, or other considerations. A brief discussion occurred between CCAC members
and the liaisons regarding aspects of the circulation of the Half Dollar.
4. Chairperson van Alfen then invited each CCAC member to provide comments regarding
the obverse and reverse candidate designs.
5. The CCAC then scored the obverse and reverse candidate designs.
c. General Discussion of the Semiquincentennial Circulating Coins Portfolios
1. Chairperson van Alfen asked Greg Weinman to provide the scores for the portfolios from
the day before, including the Dime and the two Quarters, as well as the Half Dollar.
2. Noting again that these scores would not be used to make recommendations, but rather
would serve as guidelines for improving the portfolios for review in a future meeting,
Chairperson van Alfen then posed several topics for discussion pertaining to aspects of
the designs, including the treatment of Liberty’s hair, the inclusion of “250” as a design
element, whether Liberty should face right or left, whether the representation of Liberty
across all of the circulating coins should have some sort of progression or shared
common style.
3. Following a robust discussion between members of the CCAC and the Mint staff,
Chairperson van Alfen called for a lunch break.

2026 Semiquincentennial “Best of the Mint” Silver Medals
1. Chairperson van Alfen called the meeting back into order and took roll call.

2. Chairperson van Alfen introduced the last order of business, reviewing candidate designs
for the 2026 Semiquincentennial “Best of the Mint” Silver Medals, noting that this was a
formal public review, and that the Mint would be seeking recommendations from the
candidate designs for the Secretary of the Treasury.
3. April Stafford provided background on the Semiquincentennial “Best of the Mint” Silver
Medals program and then reviewed the candidate designs for all five medals.
4. The CCAC, the Mint staff, and liaisons were then asked if there were any legal, technical,
or other considerations. A brief discussion occurred between CCAC members and the
liaisons regarding aspects of the inscriptions, design elements, and finish of the Medals.
5. Chairperson van Alfen then invited each member of the CCAC to provide comments on
the obverse and reverse candidate designs of all five Medals.
6. Following the discussion, Sam Gelberd made a motion, seconded by Michael Moran, to
recommend that the Medals be produced in high relief. The motion passed unanimously.
7. Chairman van Alfen then asked the CCAC to score the obverse and reverse design
candidates for all five medals.
8. Following a short break, Greg Weinman presented the scores and discussion ensued
amongst the members of the CCAC.
9. Michael Moran made a motion, seconded by Arthur Bernstein to recommend the high
vote getters for four out of the five sets of candidate designs, namely those for the
companion Medals for the 1804 dollar (1804-1-O/1804-1-R), the 1916 Winged Liberty
Dime (Wing-3-O/Wing-3-R), the 1916 Standing Liberty Quarter (STND-2-O/STND-2R), and the 1916 Walking Liberty Half Dollar (WALK-1-O/WALK-1-R). The motion
passed unanimously.
10. Further discussion took place between CCAC members and Mint staff about the
candidate designs for the 1907 Saint-Gaudens High Relief Double Eagle companion
Medal.
11. Arthur Bernstein made a motion, seconded by Michael Moran, to recommend that if
reverse design candidate 1907-3-R be selected for recommendation, that the flag design
element in the eagle’s wing remain as submitted. Following further discussion, the
motion passed 8 to 2.
12. Arthur Bernstein then made a motion, seconded by John Saunders, to recommend the
candidate design set 1907-O-3/1907-R-3 for the companion Medal to the 1907 SaintGaudens High Relief Double Eagle coin. The motion carried unanimously.

13. Chairperson van Alfen asked for a motion to adjourn. John Saunders motioned to
adjourn and Chris Capozzola seconded the motion and it passed by voice vote.
Chairperson van Alfen mentioned the next meeting will be in September and announced
in the Federal Register. Chairperson van Alfen mentioned the upcoming CCAC Public
Forum at the American Numismatic Association’s World’s Fair of Money on August 7,
2024 in Rosemont, Illinois. The meeting was adjourned at 2:05 pm.
