March 10, 2023 The Honorable Janet Yellen Secretary of the Treasury Department of the Treasury 1500 Pennsylvania Avenue, NW Washington DC 20220 Dear Madam Secretary: The Citizens Coinage Advisory Committee (CCAC) held a public meeting on February 28, 2023, during which the CCAC reviewed reverse candidate designs for the 2024 American Innovation $1 Coin honoring innovations in Missouri. As background information regarding this program will accompany this communication, this letter details the CCAC’s recommendations. The state of Missouri proposes to honor the innovator George Washington Carver, a renowned scientist responsible for major innovations in agriculture. For the state of Missouri, the CCAC was joined by Mr. Tyler Hobbs, Senior Policy Advisor of the Office of the Governor of Missouri. The CCAC reviewed eleven reverse candidate designs, from which the Committee recommended MO-10 with a score of 29 points out of the 30 maximum score. This design presents a portrait of Mr. Carver gently smiling while examining a sample of his work in his laboratory. The incused inscription is “George Washington Carver.” Reverse candidate design MO-10 was also the preference of the state of Missouri and the Commission of Fine Arts (CFA). Regarding the CFA’s suggested modification of the inscription of “Missouri”, the CCAC recommended that the United States Mint uses its discretion to maintain the artistry of the design. Once again and on behalf of the CCAC, it is an honor and privilege for the CCAC to continue its participation in the design process of this ongoing series, especially as it recognizes the contributions of an African American as the country just concluded its celebration of Black history month. As background information regarding this program will accompany this communication, this letter provides the CCAC’s recommendations. The CCAC reviewed four obverse and eight reverse candidate designs, resulting from a collaboration of the Chief Engravers of the United States Mint and the British Royal Mint. These designs were previously shared with and reviewed by representatives of the US Commission of Fine Arts (CFA), the CCAC, and the Royal Mint Advisory Committee. The CCCAC recommended obverse candidate design LB-O-01 with a score of twenty-three points out of a maximum score of thirty. This design presents a portrait of allegorical Liberty and Britannia presented as complimentary and balancing elements with Liberty holding her torch and Britannia holding her trident. This candidate design was also recommended by the CFA. Of the reverse candidate designs, the Committee recommended LB-R-01 with a score of twenty-seven out of a maximum score of thirty. Also recommended by the CFA, this design pairs the bristlecone pine on the left with an English yew tree on the right, separated by the Atlantic Ocean with the sun rising above it. This collaboration between American and British stakeholders in coin design provides a template for future collaborations of interest to both countries. As such, all participants recognized such a collaboration, in and of itself represented an achievement. As background information regarding this program will accompany this letter, this communication provides the CCAC’s recommendations. For this discussion of the five obverse and five reverse candidate designs, the CCAC was joined by Ms. Chandra O’Ree, daughter of Mr. O’Ree, and Mr. Rob Wooley, Senior Director of Legislative Affairs, Public Policy & Partnership Development of the National Hockey League. After a robust discussion, the CCAC recommended obverse WOR-O-02 with a score of twenty-six points out of a maximum score of thirty. This design features a portrait of a mature Mr. O’Ree, wearing his trademark fedora hat with the Boston Bruins logo in the background. This design was also favored by the family and recommended by the US Commission on Fine Arts (CFA). Reverse candidate design WOR-R-01, which depicts Mr. O’Ree scoring a goal while playing for the Boston Bruins, was recommended by the Committee with a score of twenty-nine points out of a maximum score of thirty. This design was favored by the family and recommended by the CFA. The CCAC recommended unanimously that the inscription on the reverse be changed to “hockey is for everyone” and that the design be modified to include removal of the team logo from all players except Mr. O’Ree to make it more generic with possibly modification of the hair at the discretion of the Mint’s Chief Engraver. Given the challenges incurred by Mr. O’Ree while on and off the ice, I share with other members of the CCAC our pride in reviewing these designs as part of our role and participation in telling the history of this country through the artistry of coins and medals of the United States.
