II. Minutes
a. Business Matters:
1. Chairperson van Alfen called the meeting to order at approximately 11:01 am.
Chairperson van Alfen conducted roll call and determined that quorum was met.
Attendance of media and Mint staff were recognized.
2. The first order of business was to approve the minutes and letters to the Secretary from
November 19, 2024 and November 19, 2024 public meeting. Art Bernstein made motion
to approve. Kellen Hoard seconded, and it passed unanimously by voice vote.

b. 2026 American Innovation $1 honoring Iowa
1. Chairperson van Alfen introduced the first portfolio to be reviewed in the meeting that of
2026 American Innovation $1 honoring innovation in Iowa.
2. Roger Vasquez, Senior Design Specialist, provided background on the American
Innovation program and the portfolio honoring Dr. Norman Borlaug who was a Nobel
Peace Prize winner and World Food Prize founder. As a native Iowan, Dr. Borlaug was
an early advocate and research of sustainable agriculture.
3. The CCAC, the Mint staff, and stakeholders were then asked if there were any legal,
technical, or other considerations. There were none.
4. Chairperson van Alfen then invited each CCAC member to provide comments on the
portfolio.
5. Following each member’s comments, Chairperson van Alfen invited Eric Baker to
comment on the portfolio. Eric Baker spoke about the preference of designs being IA01A which the State and Iowa felt depicted Dr. Borlaug and his work the best.

6. The CCAC then scored the reverse candidate designs and IA-01A received 18 points out
of a score of 27.
7. Kellen Hoard moved that the CCAC recommend IA-01A candidate designs. Arthur
Bernstein seconded the motion, which passed with eight in favor and one opposed.
8. Chairperson van Alfen then thanked Eric Baker for his comments and participation.
c. 2026 American Innovation $1 honoring Minnesota
1. Chairperson van Alfen introduced the next portfolio to be reviewed in the meeting that of
2026 American Innovation $1 honoring innovation in Minnesota.
2. Roger Vasquez, Senior Design Specialist, provided background on the portfolio honoring
the innovation of the refrigerated truck, the first successful system of mobile
refrigeration. This invention from Minnesota has had a profound global impact including
the pivotal role in delivering COVID-19 vaccines during the pandemic.
3. The CCAC, the Mint staff, and stakeholders were then asked if there were any legal,
technical, or other considerations. There was a brief discussion about the representation
of the truck in MN-03.
4. Chairperson van Alfen then invited each CCAC member to provide comments on the
portfolio.
5. Following each member’s comments, Chairperson van Alfen invited David Kelliher and
Nicauris Heredia-Rosario to comment on the portfolio. Both spoke on the importance of
the innovation and the preferences of the State.
6. The CCAC then scored the reverse candidate designs and MN-03 received 23 points out
of a score of 27.
7. Kellen Hoard moved that the CCAC recommend MN-03 candidate designs. Sam Gelberd
seconded the motion, which passed with unanimous voice vote. MN-03 was also one of
the designs preferred by the Office of the Governor of Minnesota.
8. Chairperson van Alfen then thanked David Kelliher and Nicauris Heredia-Rosario for
their comments and participation. Chairperson van Alfen called for a short recess to
return in approximately 15 minutes.
d. 2026 American Innovation $1 honoring Wisconsin
1. After the recess, Chairperson van Alfen introduced the third portfolio to be reviewed in
the meeting that of 2026 American Innovation $1 honoring innovation in Wisconsin.
2. Roger Vasquez, Senior Design Specialist, provided background on the portfolio honoring
the innovation of the Cray-1 Supercomputer, which at its inception was the pinnacle of
supercomputing achievement, operating ten times faster than competing machines of its
era.

3. The CCAC, the Mint staff, and stakeholders were then asked if there were any legal,
technical, or other considerations. There was discussion of potential changes in designs
that have been asked for by the subject matter experts to ensure the images are accurate.
4. Chairperson van Alfen then invited each CCAC member to provide comments on the
portfolio.
5. Following each member’s comments, Chairperson van Alfen invited the liaison Derek
Campbell, and subject matter experts, Paul Rosien, and Stacey Allen to comment on the
portfolio.
6. The CCAC then scored the reverse candidate designs and WI-05 received 18 points out
of a score of 27.
7. Arthur Bernstein moved that the CCAC recommend WI-05 candidate designs. Michael
Moran seconded the motion, which passed with 8 votes in favor and one opposed. The
CCAC’s recommendation included that WI-05 be modified with the recommended
changes indicated by the subject matter experts.
8. Chairperson van Alfen then thanked Derek Campbell, Paul Rosien, and Stacey Allen for
their comments and participation.
e. 2026 American Innovation $1 honoring California
1. Chairperson van Alfen introduced the fourth portfolio to be reviewed in the meeting that
of 2026 American Innovation $1 honoring innovation in California.
2. Roger Vasquez, Senior Design Specialist, provided background on the portfolio honoring
California native, Steve Jobs, who transformed society’s relationship with technology by
integrating it into our daily lives through user-friendly, accessible, and aesthetically
pleasing design.
3. Dee Dee Myers was then invited to discuss the preference of the Governor’s Office of the
State of California, indicating that the design CA-07C of Steve Jobs sitting with Northern
California landscape of oak-covered rolling hills in the background was preferred.
4. The CCAC, the Mint staff, and stakeholders were then asked if there were any legal,
technical, or other considerations. There were none.
5. Chairperson van Alfen then invited each CCAC member to provide comments on the
portfolio.
6. Following each member’s comments, Chairperson van Alfen again invited Dee Dee
Myers to comment on the portfolio.
7. The CCAC then scored the reverse candidate designs and CA-10A received 18 points out
of a score of 27. Members of the CCAC indicated that this design is a more powerful and
iconic representation of Steve Jobs and one more readily recognizable.

8. Arthur Bernstein moved that the CCAC recommend CA-10A. Kellen Hoard seconded the
motion, which passed with eight in favor and one abstaining.
9. Chairperson van Alfen then thanked Dee Dee Myers for her comments and participation.
f. 2027-2028 Platinum Proof Coins
1. Chairperson van Alfen introduced the next portfolio to be reviewed in the meeting that of
the designs for the 2026-2028 Platinum Proof Coins. During the October 2024 public
meeting, the CCAC had already recommended the obverse design for the 2026 coin in
the series. At the same time the CCAC made a motion of preference for the rest of the
set, Set-01 but asked for alterations.
2. Roger Vasquez, Senior Design Specialist, provided background on the program and
portfolio regarding the updated designs for 2027 and 2028. The 2026-2028 program will
be the “Charters of Freedom” series that will include depicting one of the essential
documents to the founding of the United States each year: the Declaration of
Independence, the United States Constitution, and the Bill of Rights.
3. The CCAC, the Mint staff, and stakeholders were then asked if there were any legal,
technical, or other considerations. There was brief discussion about the placement of the
inscription “Bill of Rights” on PTP-01-B-01.
4. Chairperson van Alfen then invited each CCAC member to provide comments on the
portfolio.
5. As the CCAC had scored the designs for PTP-01-C-01 and PTP-01-B-01 at the October
2024 meeting, no scoring took place on the revised designs.
6. Arthur Bernstein moved that the CCAC recommend PTP-01-C-01 and PTP-01-B-01 as
revised. Jeanne Stevens-Sollman seconded the motion, which passed unanimously.
g. 2025 Sacagawea 25th Anniversary Coins
1. Chairperson van Alfen introduced the last portfolio to be reviewed in the meeting that of
2025 Sacagawea 25th Anniversary Coins.
2. Roger Vasquez, Senior Design Specialist, provided background on the original
Sacagawea Golden Dollar first released in 2000. The CCAC was asked in the meeting to
review the design and potential of a 25th anniversary release of the Sacagawea Golden
Dollar in 24K half ounce gold coins featuring the design and inscriptions featured on the
original coin but no weight and fineness inscriptions added.
3. The CCAC, the Mint staff, and stakeholders were then asked if there were any legal,
technical, or other considerations. Discussion ensued concerning the need and placement
of inscriptions indicating the weight and fineness of the coins.
4. Chairperson van Alfen then invited each CCAC member to provide comments on the
portfolio.

5. The CCAC by a voice vote with seven in favor and two abstaining recommended the
production of this anniversary issue of Sacagawea Golden Dollar.
h. Review and Discussion of Potential Concepts and Themes for Future Native American $1
Coin Program
1. Chairperson van Alfen introduced the last order of business regarding the potential
concepts and themes for future Native American $1 Coin Program that was authorized by
Public Law 110-82.
2. Roger Vasquez presents the background on the program and that the Mint had sent
proposed concepts to the CCAC Member in December 2024 for discussion in the
February 18, 2025 meeting.
3. For 2027, the proposed design concept is to honor Dr. Susan La Flesche Picotte of the
Omaha Tribe. She is widely acknowledged as the first Native American woman to earn a
medal degree in the United States, graduating at the top of her class in 1889.
4. For 2028, the proposed design concept is to honor He’e Nalu, also known as “surfing,” a
water sport deeply rooted in Native Hawaiian culture and history in which a person
performs maneuvers on a wave while standing on a board.
5. Chairperson van Alfen asked if any members had comments on these or other themes.
6. Dr. Capozzola asked if surfing would appear on the Native American $1 and youth
American sports quarter in same year, and then presented additional themes to be
considered including Native American transportation, religious expression and liberty in
Native communities, capitalism and economic innovation in Native American history,
law and Native American History, for 2027 the bicentennial of the Constitution of the
Cherokee Nation, and potentially recognize James McDonald, Elisa or Lyda Conley, and
Margeret Treuer.
7. Kellen Hoard gave support to the suggested themes for 2027 and 2028 and suggested
Billy Frank Jr. The centennial of his birth is in 2031.
8. Sam Gelberd commented that in relation to surfing that Duke Kahanamoku, “the Big
Kahuna” should be honored or Eddie Aikau.
9. Chairperson van Alfen ended discussion and asked for a motion to adjourn at 3:19 p.m.
