Dear Secretary Lew:
A telephonic meeting of the Citizens Coinage Advisory Committee (CCAC) was held on
Tuesday, February 16, 2016 to review proposed obverse and reverse designs for the 2017 Ellis
Island (Statue of Liberty National Monument) and Effigy Mounds National Monument America
the Beautiful Quarters Program.
The 2017 Effigy Mounds designs had two strong contenders, with IA-09 receiving 17 out of 27
possible votes, and IA-02 a strong second with 14 votes. While the realistic Peregrine Falcon
(IA-02) drew the praise of many Committee members, it was felt that the focus of the design
should be on the mounds themselves. Realizing the difficulty of rendering over life-size earthen
mounds, the Committee felt that lA -09, depicting variations on an aerial view of part of the
Marching Bear group best showed the iconic nature of the park.
Several of our Committee members have close family ties to Ellis Island, and in the discussion
of designs it was noted the importance of the American flag to the immigrants as they first
arrived in the United States. Design NJ-05A, encapsulating the past-a mother looking behind
her-the present-a father looking resolutely forward-and the future-a smiling boy carrying the
American flag, all in front of the Hospital Building on Ellis Island, received 19 of a possible 27
votes.
