Dear Secretary Lew:
A public meeting of the Citizens Coinage Advisory Committee (Committee) was held on
Tuesday, February 11, 2014, at United States Mint Headquarters in Washington, DC. The
Committee reviewed proposed reverse designs for the 2015 America the Beautiful Quarters
Program honoring Homestead National Monument of America in Nebraska, Kisatchie National
Forest in Louisiana, Blue Ridge Parkway in North Carolina, Bombay Hook National Wildlife
Refuge in Delaware, and Saratoga National Historical Park in New York.
For the quarter dollar reverse design honoring Homestead National Monument of America in
Nebraska, the Committee recommended design HP-02, bearing a symbolic design representing
the fundamentals of survival common to all homesteaders; including food, shown as two ears
of corn; shelter, represented by an image of a pioneer cabin; and water, portrayed through an
image of a water well hand pump. The design received 19 of the 33 possible points through
the Committee’s scoring process. The Committee approved a motion recommending the U.S.
Mint eliminate the 30 stars surrounding the symbolic elements of the design and that the words
“FREE LAND” be added to the design in a space deemed appropriate by the Mint’s engraving
staff.
For the quarter dollar honoring Kisatchie National Forest in Louisiana, the Committee
recommended design KNF-07, showing a red cockaded woodpecker in flight against a
towering background of long leaf pine trees. The design garnered 21 of the 33 possible points
through the Committee’s scoring process. The Committee approved a motion recommending
that the U.S. Mint eliminate or trim back some of the images of trees shown in the background
so as to bring higher definition to the bird’s image.
For the quarter dollar honoring Blue Ridge Parkway in North Carolina, the design receiving the
highest point total and the Committee’s recommendation was BRP-05 with 27 of 33 possible
points. Members felt the design provided an attractive portrayal of the parkway.
Design BH-01, depicting a great blue heron, was recommended by the Committee for the
quarter dollar honoring Bombay Hook National Wildlife Refuge in Delaware. The design
garnered 20 of 33 possible points through the Committee’s scoring process. The Committee
subsequently approved a motion recommending the U.S. Mint remove the uppermost horizon

line shown in the design’s background. Members commented that elimination of the horizon
line would help increase the visual definition of the bird and produce a more attractive coin.
Finally, by unanimous vote, the Committee recommended design SNHP-03 for the quarter
dollar honoring Saratoga National Historical Park in New York. The design features a closeup of the passing of the sword in the surrender of British General Burgoyne to U.S. General
Gates at the close of the Battle of Saratoga in 1777. In its motion to recommend design SNHP03, the Committee further recommended that the inscription “Surrender 1777” shown on the
design be modified to read, “British Surrender 1777”.
