We now turn to the business of April Stafford, who is the Chief of the Mint’s Office of Design Management, will present the candidate designs for the George H.W. Bush Presidential $1 Coin. April? www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 9 MS. STAFFORD: Thank you. It is Public Law 116-112 that authorizes the Secretary of the Treasury to mint and issue $1 coins honoring President George H.W. Bush. These coins are to be designed in the same manner as the previously issued Presidential $1 Coins, a program that ended in 2016 with the issuance of a coin honoring President Reagan. Like the Native American $1 Coins, these coins will not circulate but will be available to collectors in a variety of products. The obverse of these coins must feature the name and likeness of the President of the United States, the order in which that President served, and the dates or years of the term of service of such President. The reverse design of these coins will continue to feature a dramatic rendition of the Statue of Liberty, the same image used on the previous Presidential $1 Coins. The United States Mint worked with a liaison to the Bush family in the development and review of the design portfolio, and the family's www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 10 design preference will be indicated. So we will be reviewing the obverse designs for this. All obverse designs feature portraits of President Bush. I'd like to call the Committee's attention, they should be referencing the portfolio of designs that were sent to you via email by Jennifer Warren. through those nine designs. We'll be moving And I'd like to point out that after review, the Bush family prefers Design 1. The CFA, The Commission of Fine Arts, also reviewed the designs on February 20th, and they have recommended Design 1 also. So going to the candidate designs, we'll move through them. We have Design 1, again, the preference of the Bush family, as well as the recommendation of the CFA. We also have Design 2, 3, 4, 5, 6, 7, 8 and 9, a total of nine candidate designs. Mr. Chairman? CHAIRMAN URAM: very much. Okay, April. Thank you So as we begin our consideration, I'd like to -- as we have heard, the Bush family recommends Design Number 1, and the CFA recommends Design Number www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 11 1. So I'd like to have our focus begin there, and I think mainly what we would want to know, and I think many of the members would want to know, is some of the minting techniques and what we would have to make sure that this comes out the way it would be, should we choose this design. So I'd like to call on Joe Menna, who is the Chief Engraver, to make some comments as we begin. MR. MENNA: Joe Menna speaking. Thank you, Tom. This is I mean, just from an aesthetic point of view, I see a bust which indicates nobility tempered by a very genteel expression. So there is this humanity too, and that's really cool from an artist's point of view. I understand that there's been comments in the past made about teeth. agree with those. I don't necessarily In the Ronald Reagan portrait, why I see that they were problematic is because it was a front-on portrait. Front-on portraits are the worst choice that one can make in relief. This is a three- quarter portrait, and the teeth could be very easily www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 12 sculpted. When I was in school in Russia, they would say sculpted teapot like a person and a person like a teapot, where it didn't matter what you sculpted; it mattered how you sculpted it, was an even more pertinent expression. So we can sculpt anything you need or anything that's present, anything the design necessitates. It's a question of can we sculpted good enough, and in this case, I think the team can. CHAIRMAN URAM: Okay, Joe. Are there any comments from our Committee at this point? Okay, I'd like to begin our discussion then and I'll start with Donald Scarinci. Donald? MR. SCARINCI: I think we should go with the family's recommendation. selection. I think the family put the time into this. They know what they like. good. I think it's a good They know how he looks They know how they'd like to remember him. And they know how they would like him to be remembered for all time. MORAN: You caught me by surprise there, so I'm going to have to get it unmuted. agree with Donald. I happen to like it myself. I When I looked through all of these, it was my favorite. Then I went back and saw it was the family's, and it was a done deal for me. else to say. I don't really have anything I think the family deserves their choice this time. CHAIRMAN URAM: Thank you, Michael. Robert? MR. HOGE: Thank you, Tom. In looking over these, I thought there was a great variety of presentations of the same person's features, and I thought this was really quite interesting. Number one, the family's preference, which I would agree with, is the only one that shows his teeth, which is, as Joe mentioned, something more of a challenge than other types of portraits. I particularly like the sculpting, or the design, for Number 4 and of Number 9. Number 4 is www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 14 a nice serious-looking expression, and Number 9 is the classical profile, which is generally more effective than a facing image on coins and medals. But I think all of these are kind of handsome. And really, the differences, I thought, were really quite interesting too, as President Bush can be seen in many different ways by different artists, obviously. Number 1. image. So at any rate, I'm not against I think this is a fine, friendly-looking Thank you. CHAIRMAN URAM: for the comments. Thanks, Robert. Thanks Mary? MS. LANNIN: I tend to like Number 1. I believe that that's my favorite because he seems so hopeful. He seems happy. I agree with the difficulty that we might have with the teeth, but I think that Joe can overcome that. But to me, this is the most hopeful of the portraits. I also like a rather pensive one, which is Number 7. But on the whole, I like the dark suit with the dark hair, which seems to me his face pops out a lot more. So I will be putting my votes behind www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 15 the family's choice, which is Number 1. CHAIRMAN URAM: Thank you. Thank you, Mary. Robin? MS. SALMON: myself. I really prefer Number 1 To me that is the portrait that is most like the way I remember President Bush. And as Mary says, it's hopeful, and I think that's always a good quality to have. The dark suit does to seem to add dimensions that some of the other portraits might not have. so my vote is for Number 1. Thank you. CHAIRMAN URAM: MR. GILL: And Thank you, Robin. Sam? Thank you, Mr. Chairman. I too chose Number 1 without even knowing what the family's recommendation was going to be. I remember him, as very positive. attitude. I see it as It's got a can-do As Mary was saying, it's forward-looking, as he always did. And it shows good cheer. totally support Number 1. So I Thank you. CHAIRMAN URAM: Thank you, Sam. Dennis? MR. TUCKER: agree with these comments. Thanks, Mr. Chair. I I think Number 1 is a www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 16 wonderful portrait. emotion. It's warm, it's engaging, it has I think some of the other ones have emotion, but more stoic. Numbers 4 and 5 are almost tinged with sadness, when I first saw them, was my opinion. And this is the only one, I think, that really captures a bit of motion as well. He could be talking to us. He could be cracking a joke, as he was known to do. Certainly inspiring, and I think it's an excellent choice, and I'd agree with the family's choice of Number 1. CHAIRMAN URAM:Thank MR. WEINMAN: you. Mr. Chairman? CHAIRMAN URAM:Yes, go ahead. MR. WEINMAN: This is Greg Weinman. Because there's been some comment about the dark suit, would you mind asking Joe Menna to comment on how that might be translated? CHAIRMAN URAM: Sure. Joe, would you like to address that now, or do you want to wait until the end? MR. MENNA: Yes. Well, I'll make it www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 17 real quick. We can't sculpt colors, you know? can't sculpt tone. We But what we could do, if this is a Congressional Gold Medal, it would be incused, and therefore it would be dark. In this case, the features of the face will be emphasized and the suit itself will be minimized so that the face is prominent in a sculptural rather than painterly way. That's my answer. CHAIRMAN URAM: Thanks, Joe, and thanks, Greg, for bringing that up. Good point. Dr. Brown? DR. BROWN: Thank you, Mr. Chairman. want to thank all my colleagues on the CCAC. I Their comments are so superb that it's kind of difficult for me to try to even match them. I did have a wonderful opportunity to review all the designs. all, quite frankly. I was impressed with them But I must also say that the Number 1 was the one that really captured my attention, partly because of the fact, I think that much of the public, those who are of age, certainly will recognize him, and those who are not, have a www.CapitalReportingCompany.com 202-857-3376 Meeting April 14, 2020 18 different portrait that is different than what is classically on our circulating coins. So for that reason, Mr. Chair, I vote for Number 1. CHAIRMAN URAM: Dr. Kotlowski? Dr. Dean? DR. KOTLOWSKI: with me. Thank you, Dr. Brown. Number 1 is Number 1 It depicts -- you get a good sense of George H. W. Bush's optimism and his friendliness, and it's also got a good sense of realism. You get a little bit of the shag in the hair in the back. And again, the hopeful, positive, somewhat (sound drop) offers a really nice contrast with the stoicism that he is portrayed with on the commemorative postage stamp. And I think that this is a nice complement to that. And I'm thinking of how we can think of when a president passes away, the commemorative stamp and the commemorative coin can present either the same or different perspectives of the same person. So I'm glad the family picked Number 1. I was always for Number 1. Thank you, Mr. Chairman. CHAIRMAN URAM: Thank you, Dr. Dean. Thank you. CHAIRMAN URAM: Thank you, Jeanne. I'll just wrap up a comment that I have, and that is to thank Congress and the Mint and however it came about to extend the program. I think that it means a lot that we continue the Presidential series. Legislation didn't require that, but I appreciate whatever and whomever the Mint went on to ask Congress to extend this. It's really important. And with that, are there any other thoughts or questions, or any further discussion? there any motions before us at this point?
