Trade B alances

The January 2005 to January 2006 change in exports o f goods
reflected increases in c a p ita l go o d s ($4.7 billion); in d u s tria l
s u p p lie s a n d m a te ria ls ($2.6 billion); co n su m e r g o o d s ($1.1
billion); a u to m o tiv e vehicles, p a rts , a n d engines ($0.9 billion);
fo o d s , fe e d s, a n d beverages ($0.7 billion); and o th e r g o o d s ($0.5
billion).
The January 2005 to January 2006 change in im ports o f goods
reflected increases in in d u s tria l s u p p lie s a n d m a te ria ls ($12.0
billion); c a p ita l go o d s ($3.1 billion); a u to m o tiv e veh icle s, p a rts ,
a n d e n g in e s ($2.8 billion); consum er g o o d s ($1.9 billion); fo o d s ,
feed s, a n d beverages ($0.8 billion); and o th e r g o o d s ($0.6 billion).
S ervices

Services exports increased $0.2 billion from D ecem ber to
January. Increases in tra v e l and p a ssen ger fa re s w ere partly offset
by a decrease in tra n sfe rs u n d e r U.S. m ilita ry sales co n tra cts.
C hanges in other categories o f services exports w ere small.
Services im ports increased $0.4 billion from D ecem ber to
January. The increase w as m ostly accounted for b y increases in
o th e r tra n s p o rta tio n , w hich includes freight and po rt services, and
tra v e l. C hanges in other categories o f services im ports w ere small.
From January 2005 to January 2006, services exports increased
$2.0 billion. The largest increases w ere in o th e r p riv a te services,
w hich includes item s such as business, professional, and technical
services, insurance services, and financial services ($0.9 billion),
tra v e l ($0.6 billion), and o th e r tra n s p o rta tio n ($0.5 billion).
From January 2005 to January 2006, services im ports increased
$1.3 billion. The largest increases w ere in o th e r p riv a te services
($1.0 billion) and p a sse n g e r fa re s ($0.3 billion).
G oods a n d Services M oving A verage
F or the three m onths ending in January, exports o f goods and
services averaged $111.7 billion, w hile im ports o f goods and
services averaged $177.7 billion, resulting in an average trade
deficit o f $66.0 billion. For the three m onths ending in D ecem ber,
the average trade deficit was $65.8 billion, reflecting average
exports o f $109.4 billion and average im ports o f $175.2 billion.

The January figures show ed surpluses, in billions o f dollars, w ith
A ustralia $0.9 ($0.7 for D ecem ber), H ong K ong $0.4 ($0.7),
Singapore $0.3 ($0.3), and Egypt $0.1 ($0.1). D eficits w ere
recorded, in billions o f dollars, w ith C hina $17.9 ($16.3), Europe
$ 11.7 ($ 11.8), the E uropean U nion $9.7 ($ 10.1), C anada $8.9 ($8.0),
O PEC $8.4 ($7.6), Japan $6.5 ($6.8), M exico $4.6 ($4.3), Taiw an
$1.6 ($1.1), K orea $1.3 ($1.1), and Brazil $0.6 ($0.6).
A dvanced technology products (A TP) exports w ere $18.3 billion
in January and im ports w ere $21.7 billion, resulting in a deficit o f
$3.4 billion. January exports w ere $2.0 billion less than the $20.3
billion in D ecem ber, w hile im ports w ere $1.9 billion less than the
$23.6 b illion in Decem ber.
R evisions
G oods carry-over in January was $0.5 billion (0.7 percent) for
exports and $1.0 billion (0.7 percent) for im ports. For D ecem ber,
revised export carry-over w as $0.1 billion (0.2 percent), revised dow n
from $0.4 billion (0.5 percent). F or D ecem ber, revised im port carry­
over w as $0.1 billion (0.1 percent), revised dow n from $1.2 billion
(0.9 percent).
G oods and services exports and im ports for all m onths in 2005
w ere revised in order to align the seasonally adjusted m onthly data
w ith the annual totals.
Services exports and im ports for July through D ecem ber 2005
reflect the incorporation o f m ore com prehensive and revised quarterly
and m onthly data. F or services exports, the largest revisions over the
entire p eriod w ere in o th e r p riv a te services and tra v e l. For services
im ports, the largest revisions over the entire period w ere in p a sse n g e r
fa re s and o th e r p riv a te services.
Services exports for D ecem ber w ere virtually unchanged at $32.5
billion. Services im ports for D ecem ber w ere revised dow n $0.2
billion to $27.4 billion; the revision w as m ore than accounted for by
dow nw ard revisions in ro y a ltie s a n d lice n se fe e s and o th e r p riv a te

services.

film, and m ilitary grant-aid. A d d itio n s for sales o f fish in U.S.
territorial waters, exports o f electricity to Mexico, and vessels
and oil rigs that change ownership for which no export
docum ent is filed.

D e d u c tio n s

The im port adjustm ents include:
I n la n d fr e ig h t in C a n a d a - An a d d itio n is m ade for inland
freight in Canada. Imports o f goods from all countries are
valued at the foreign port o f export, including inland freight
charges (“custom s value”). In the case o f Canada, this
should be the cost o f the goods at the U.S. border. However,
the custom s value for im ports for certain Canadian goods is
the point o f origin in Canada. The BEA makes an a d d itio n
for the inland freight charges o f transporting these Canadian
goods to the U.S. border to m ake the value com parable to the
custom s value as reported by all other countries. Insurance
and freight charges for transporting goods to the U nited
States from all other countries to the U.S. border are included
in services by the BEA. (The same procedure is used for
M exico as an O ther Adjustm ent, but is much sm aller.)
G o ld im p o r t s , n o n m o n e ta r y - This a d d itio n is m ade for gold
sold by foreign official agencies to private purchasers out o f
stock held at the Federal Reserve Bank o f New York. The
Census data only include gold that enters the custom s
territory.
I m p o r t s b y U .S . m ilit a r y a g e n c ie s - This d e d u c tio n o f U.S.
m ilitary sales contracts is made because the U.S. Census
Bureau has included these contracts in the goods data, but
BEA includes them in the service category "Direct Defense
Expenditures." BEA's source material is m ore comprehensive,
but has no distinction between goods and services.

Some sm aller adjustm ents are also m ade to imports:
for repairs o f goods and developed m otion

conversion o f vessels for commercial use, repairs to U.S.

The statistics are estimates o f services transactions between
foreign countries and the 50 states, the District o f Columbia,
Puerto Rico, the U.S. Virgin Islands, and other U.S. territories and
possessions. Transactions with U.S. military, diplomatic, and
consular installations abroad are excluded because they are
considered to be part o f the U.S. economy.
Services are shown in seven broad categories. Types o f services
for im ports and exports are the same for six o f the seven
categories. For the seventh, exports is "Transfers U nder U.S.
M ilitary Sales Contracts" while for imports the category is

"D irect Defense Expenditures."
The following is a brief
description o f the types o f services included in each category:
T r a v e l - Purchases o f services and goods by U.S. travelers

abroad and by foreign visitors to the U nited States. A traveler
is defined as a person who stays for a period o f less than 1
year in a country o f which the person is not a resident.
Includes expenditures for food, lodging, recreation, gifts, and
other item s incidental to a foreign visit.
P a s s e n g e r F a r e s - Fares paid by residents o f one country to
residents o f other countries. Receipts consist o f fares received
by U.S. carriers from foreign residents for travel between the
U nited States and foreign countries and between two foreign
points. Paym ents consist o f fares paid by U.S. residents to
foreign carriers for travel between the United States and
foreign countries.
O th e r T r a n s p o r ta tio n - Charges for the transportation o f
goods by ocean, air, waterway, pipeline, and rail carriers to and
from the U nited States. Includes freight charges, operating
expenses that transportation com panies incur in foreign ports,
and payments for vessel charter and aircraft rentals with crew.
R o y a ltie s a n d L ic e n s e F e e s - Transactions with foreign

residents involving intangible assets and proprietary rights,
such as the use o f patents, techniques, processes, formulas,
designs, know-how, trademarks, copyrights, franchises, and
m anufacturing rights. The term "royalties" generally refers to
paym ents for the utilization o f copyrights or trademarks, and
the term "license fees” generally refers to payments for the use
o f patents or industrial processes.
P r iv a t e S e r v ic e s - Transactions with affiliated
foreigners, for which no identification by type is available, and
o f transactions w ith unaffiliated foreigners.
(The term
“affiliated” refers to a direct investm ent relationship, which
exists when a U.S. person has ownership or control, directly or
indirectly, o f 10 percent or m ore o f a foreign business
enterprise’s voting securities or the equivalent, or when a
foreign person has a sim ilar interest in a U.S. enterprise.)
Transactions with unaffiliated foreigners consist o f education
services; financial services (includes commissions and other
transactions fees associated with the purchase and sale o f
securities and noninterest incom e o f banks, and excludes
investm ent income); insurance services; telecomm unications
services (includes transm ission services and value-added
services); and business, professional, and technical services.
Included in the last group are advertising services; com puter
and data processing services; database and other information
services; research, development, and testing services;
managem ent, consulting, and public relations services; legal
services; construction, engineering, architectural, and m ining
services; industrial engineering services; installation,
maintenance, and repair o f equipment; and other services,
including medical services and film and tape rentals.

Services estim ates are based on quarterly, annual, and
benchmark surveys and partial information generated from
m onthly reports. Service transactions are estim ated at
m arket prices. Estim ates are seasonally adjusted when
statistically significant seasonal patterns are present. No
countiy or area detail is available due to the lack o f adequate
source data upon which to base estimates.
I h i e r e v is io n p o li c y is as fo llo w s : Each month, a prelim inary

estimate for the current m onth and a revised estim ate for the
im mediately preceding month are released. After a revised
month is released, no further changes are m ade to that
month until m ore com plete source data becom e available in
M arch, June, September, and December. The releases in
March, June, Septem ber, and December contain revised data
for the previous six m onths. The release in M arch also
contains revisions for all months o f the previous year in
order to align the seasonally adjusted m onthly data with
annual totals.
The release in June contains annual
revisions, which reflect updated source data and changes in
estimating m ethodologies.
