In this release and the accompanying "U.S. International Trade in Goods and Services: Annual
Revision for 2005," the U.S. Census Bureau and the U.S. Bureau o f Economic Analysis (BEA) are
jointly publishing revised data on U.S. trade in goods for 2003-2005 and the first three months o f
2006 and revised data on services for 1997-2005 and the first three months o f 2006.

G oods

The 2005 not seasonally adjusted Census-basis goods data were revised to redistribute monthly data
that arrived too late for inclusion in the month o f transaction but that were included, initially, in the
month in which the data were received. In addition, corrections were m ade to previously published
data. Once the redistributions o f data to the proper month o f transaction and corrections were
completed, factors for seasonal adjustments and trading day adjustments were recomputed and the
seasonally adjusted current-dollar series were revised for 2003-2005 and the first three months o f
2006. Similar changes were made to the chain-weighted dollar series.

S e r v ic e s

The services estimates were revised for 1997-2005 and the first three months o f 2006. The revisions
resulted from the incorporation o f results from B EA ’s annual and quarterly surveys. Revisions from
these sources have an impact mostly on receipts and payments for 2003-2005 and the first three
months o f 2006. BEA has instituted a program o f quarterly surveys to better capture movements o f
large and volatile categories o f transactions, as well as to improve the coverage o f transactions. In
addition, this year’s revisions include results from BEA ’s benchmark survey o f foreign direct
investment in the United States for 2002 and from BEA ’s benchmark survey o f financial services
transactions w ith unaffiliated foreigners for 2004.

Islands, and U .S . F oreign Trade Z ones.
T hey include
g o v ern m en t and n o n -governm ent shipm ents o f goods, and
exclude shipm ents betw een th e U nited States and its territories
and possessions, transactions w ith U .S. m ilitary, diplom atic and
consular installations abroad, U .S . goods retu rn ed to th e U nited
States by its A rm ed Forces, personal and ho u seh o ld effects o f
travelers, and in-transit shipm ents. T he G eneral Im ports value
reflects th e total arrival o f m erchandise from fo re ig n countries
th at im m ediately enters consum ption channels, w arehouses, or
Foreign T rade Zones.
F or im ports, th e value rep o rted is the U .S. C ustom s B o rd er and
P rotection appraised v alue o f m erchandise; generally, th e price
p aid for m erchandise for export to th e U nited States. Im port
duties, freight, insurance, and other charges incurred in b rin g in g
m erch an d ise to th e U nited States are excluded.
E xports are v alu ed a t th e f.a.s. - free alongside ship - v alu e o f
m erchandise at the U .S. p o rt o f export, based on th e transaction
price including inland freight, insurance, and other charges
incurred in placin g th e m erchandise alongside th e carrier at the
U .S . po rt o f exportation.
M o n th ly data include actual m onth's transactions as w ell as a
sm all n u m b er o f transactions for previous m onths. E ach m onth
w e rev ise th e aggregate seasonally adjusted (cu rren t an d chainw eighted dollar) and u nadjusted export, im port and trad e balance
figures, as w ell as th e end-use totals fo r th e p rio r m onth. SITC
and country detail data are n o t revised m onthly. T he tim ing
adjustm ent sh o w n in E xhibit 14 is th e difference betw een
m on th ly data as originally reported and as recom piled. Q uarterly
revisions are m ade to th e chain-w eighted dollar series. In th e last

traded. C om bining trad e into approxim ately 140 ex p o rt and 140
im port end-use categories m akes it possible to exam ine goods
according to th eir p rin cip al uses (See E xhibits 7 and 8). T hese
categories are used as th e basis for com puting the seasonal and
w o rk in g -d ay adju sted data. T hese adjusted data are then
sum m ed to th e six end-use aggregates for p u b licatio n (E x h ib it
6). T hese data are p ro v id ed to the U .S. B ureau o f E con o m ic
A nalysis, from the U .S. C ensus B ureau, for use in th e B alance
o f Paym ents and th e N ational Incom e and P roduct A ccounts.

A b o u t 500 o f som e 2 2,000 com m odity classification codes u sed
in rep o rtin g U .S . m erch an d ise trade are id en tified as "advanced
technology" codes and they m eet the fo llo w in g criteria:

T he seasonal adjustm ent procedure is b ased on a m odel th a t
estim ates th e m on th ly m ovem ents as percentages above or below
th e g eneral level o f each end-use com m odity series (unlike other
m eth o d s th a t redistribute the actual series values o ver the
calendar year). B ecause o f th e extrem ely variable m o v em en ts o f
th e data series for aircraft, users studying data trends m ay w ish
to analyze aircraft separately from other trade.

G oods data appearing in E x h ib it 15 are classified in term s o f the
Standard In ternational T rade C lassification (SIT C ) R ev isio n 3.
A gricultural goods consist o f non-m arine food p ro d u cts and
other p roducts o f agricu ltu re w hich have n o t passed th ro u g h
com plex p ro cesses o f m anufacture, such as raw hides and skins,
fats and oils, and w in e. A few goods such as essential oils,
starches, casein, and album in, considered to b e agricultural b y
th e U .S. D epartm ent o f A griculture, have been excluded from
agricultural goods and are included in m anufactured goods
w here they are classified in th e SITC.
M anufactured goods conform to the SITC sections th a t include
chem icals an d related p roducts; m anufactured goods classified
chiefly by m aterial; m achinery and transport equipm ent;
m iscellaneous m an u factu red articles; and goods and transactions
n o t classified elsew here.
R eexports are fo reig n m erchandise entering th e coun try as
im ports, and at th e tim e o f exportation are in substantially the
sam e condition as w hen im ported. R eexports, included in
overall ex p o rt totals, ap p e ar as separate line item s in E x h ib it 15.

E con o m ic A nalysis to goods on a B O P basis to bring th e data in

in ternational and national accounts. B roadly, th e adjustm ents
include changes in ow nership th at o ccu r w ith o u t goods passing
into o r o u t o f the custom s te rrito ry o f th e U n ited States. T hese
adjustm ents are necessary to supplem ent co verage o f the C ensus
basis data, to elim inate d uplication o f tran sa ctio n s recorded
elsew h ere in th e international accounts, and to value transactions
according to a standard definition.
