Lenze Matthew von Kerczek E-mail inquiries: (202) 606−9292 (202) 606−9250 reis.remd@bea.gov BEA 07─29 State Personal Income: First Quarter 2007 U.S. personal income grew 2.2 percent in the first quarter of 2007, up from 1.4 percent growth in the fourth quarter of 2006, according to estimates released today by the U.S. Bureau of Economic Analysis. Growth was strongest in New York which grew 4.7 percent in the first quarter—more than twice as fast as the U.S. and almost three times as fast as the 1.7 percent New York grew in the fourth quarter of 2006. Unusually large bonus payments in the securities industry, more than one third of which is located in New York, account for the state’s performance. Personal Income: Percent Change, 2006:IV–2007:I Personal income in only five states (New York, Connecticut, New Jersey, Illinois, and Delaware) grew faster than the national average. Another four states matched the national growth rate and the rest of the states and the District of Columbia grew slower. This news release is available on BEA’s Web site at www.bea.gov/rels.htm. -- more -- 2 This geographical concentration of personal income growth is attributable to the unusually strong contribution to earnings growth of the finance industry centered in New York (and to a lesser extent in Connecticut, New Jersey, and Illinois). The finance industry alone accounted for 38 percent of the nation’s earnings growth in the first quarter of 2007 and earnings growth in these five states accounted for 36 percent of the nation’s growth. Connecticut and New Jersey also benefited disproportionately because of their commuting flows into New York—personal income represents the income of a state’s residents regardless of where it is earned. Earnings in only three industries (mining, information, and finance) grew faster than the all-industry average of 2.1 percent. Earnings growth in professional services matched that rate and the other twenty industries grew slower. Earnings in the mining industry slowed notably in the first quarter, growing 2.8 percent after growing 5.4 percent in 2006:4. This industry has been one of the primary drivers of growth in the Rocky Mountain and Southwest regions, two of the fastest growing regions last year. In Wyoming, the first quarter’s 1.8 percent growth of mining earnings was its slowest since 2005:2. U.S. farm income fell 7.4 percent in the first quarter. For most states, this had little noticeable effect on total personal income growth. For many of the slowest growing states, however, falling farm income was a major source of weakness. In North and South Dakota, the two states with the slowest first-quarter personal income growth, declining farm income subtracted nearly 2 percentage points from personal income growth. Lower government subsidies (in North Dakota) and crop cash receipts (in South Dakota) account for most of the decline. In contrast, the nonfarm sectors in these states grew only slightly less than the U.S. Note—the national estimate of first-quarter wages and salaries in the securities industry reflects an adjustment of $50 billion (at an annual rate) for unusually large bonus payments and the exercise of stock options. These types of irregular payments are not accounted for in the primary source data for the preliminary estimate of wages and salaries. The adjustment to first-quarter wages was based on data from state governments and other sources. 3 Definitions Personal income is the income received by all persons from all sources. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and personal current transfer receipts. Net earnings is earnings by place of work (the sum of wage and salary disbursements (payrolls), supplements to wages and salaries, and proprietors’ income) less contributions for government social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPAs) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data. BEA groups all 50 states and the District of Columbia into eight distinct regions for purposes of data collecting and analyses: New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont); Mideast (Delaware, District of Columbia, Maryland, New Jersey, New York, and Pennsylvania); Great Lakes (Illinois, Indiana, Michigan, Ohio, and Wisconsin); Plains (Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota); Southeast (Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia); Southwest (Arizona, New Mexico, Oklahoma, and Texas); Rocky Mountain (Colorado, Idaho, Montana, Utah, and Wyoming); and Far West (Alaska, California, Hawaii, Nevada, Oregon, and Washington).
