Definitions and General Table Notes
The capitalization of R&D requires the construction of the investment flows and capital
stocks associated with the R&D asset. The R&DSA’s estimates of R&D assets are
presented in a multiple table format. The appendix includes tables of values of stocks of
R&D capital and the flows of R&D investment and depreciation on an annual basis. This
appendix provides an overview of the terms and methodology used in the construction of
the R&D asset tables.
Asset Valuation
BEA values the net capital stocks and depreciation of fixed assets at historical cost,
current cost and real cost.
Historical cost valuation – Historical cost estimates are based on the acquisition costs of
the assets. It is the value of the R&D at the time of the expenditure.
Current cost valuation – Current cost estimates of net capital stocks and deprecation
reflect the prices of the given period. The current cost net capital stock is the market
value of the stock at the end of the year. It can also be considered the cost of replacing
the capital stock.
Real valuation – Real cost estimates remove the effects of price changes of the assets by
valuing all R&D at the same prices. The R&DSA reports real-cost values using chained
(2000) dollars.

Overview of Estimation Methodology
Investment – The R&D investment represents annual flow of R&D output. Raw
expenditure data are adjusted to calculate historical cost and real cost R&D investment on
both performer and funder bases. The adjustment is described in Table 2. R&D
investment flow is reported on a funder basis in Appendix Tables 3.1 and 3.2 and on a
performer basis in Appendix Tables 5.1 and 5.2.
Net Stock – R&D investment flow is aggregated into an R&D stock. The stock represents
the value of R&D wealth in the economy. The R&D net stock, presented in Tables 3.3,
3.4, and 3.5, estimates the value remaining in the R&D capital stock after depreciation is
deducted. The R&D stock is estimated using perpetual inventory method.

Where Nt is the net stock at the end of period t, It is the R&D investment flow, and δ is
the depreciation rate.

Appendix

Depreciation – The depreciation of the asset is the decline in the value of the stock of
R&D assets due to wear and tear, obsolescence, accidental damage, and aging. The
estimates of depreciation are based on geometric depreciation patterns

Where Dt is the depreciation of the asset over period t. The depreciation of the R&D
stocks is reported in Appendix Tables 3.6, 3.7, and 3.8. In the context of the NIPAs,
depreciation is represented by an income component titled the Consumption of Fixed
Capital (CFC).
