AVERAGE ANNUAL PAY BY STATE AND INDUSTRY, 1997
The average annual pay of all workers covered by state and federal
unemployment insurance (UI) programs was $30,336 in 1997, a 4.8 percent
gain over the 1996 national average, according to data from the Bureau of
Labor Statistics of the U.S. Department of Labor. The annual pay of
private industry workers, comprising 84.4 percent of the nation's
employment, rose 5.1 percent in 1997, while pay for government workers rose
3.2 percent. In 1996, the increase in pay for private sector employees
was 4.2 percent and for government workers, 3.1 percent.
The 1997 growth in wages represented the largest annual pay gain since
1992, when wages increased 5.4 percent. (See chart 1.) Average annual
pay for U.S. workers grew 45.4 percent ($9,479) from 1987 to 1997. The
attached tables contain pay data for the nation, each of the 50 states, the
District of Columbia, and the Commonwealth of Puerto Rico. Data for Puerto
Rico are not included in the national averages.
Annual pay data are compiled from reports submitted by employers
subject to state and federal unemployment insurance (UI) laws, covering
121.1 million full- and part-time workers. Average annual pay is computed
by dividing total annual payrolls of employees covered by UI programs by
the average monthly number of these employees. (See Technical Note
on page 5.) Pay differences among states reflect the varying composition
of employment by occupation, industry, and hours of work, as well as other
factors. For example, average annual pay levels in retail trade industries
will be reduced by having a large number of part-time workers. Correspond-
ingly, pay levels in construction industries will be reduced by having
part-year employment that is impacted by weather and seasonal factors.
Similarly, over-the-year pay changes may reflect shifts in these charac-
teristics, as well as changes in the level of average pay.
States
The District of Columbia led the nation with an average annual pay level
of $46,775 in 1997. (See table 2.) Among the states, Connecticut had the
highest pay level ($38,895), followed by New York ($38,497), New Jersey
($37,513), and Massachusetts ($35,710). The 1997 pay levels of these five
highest-ranking jurisdictions, which account for 14 percent of the nation's
employment, ranged from 18 to 54 percent higher than the U.S. average of
$30,336. The same 10 states and the District of Columbia have held the top
11 pay level positions every year since 1987, although there have been
shifts in individual rankings. The other six states occupying the top
positions were, in order of 1997 pay levels, California, Alaska, Illinois,
Michigan, Delaware, and Maryland. Washington reported the twelfth highest
pay level in 1997. Average annual pay in Washington surpassed the national
average for the first time since 1984.

Among the states, South Dakota's average annual pay was the lowest
during 1997 ($21,645). The next lowest pay levels occurred in Montana
($21,947), North Dakota ($22,047), Mississippi ($22,772), and Arkansas
($23,268). These states have posted the five lowest average annual pay
figures for the past 10 years, although individual rankings have shifted.
For these states, the 1997 average annual pay figures were 23 to 29 percent
less than the U.S. average. Average annual pay levels for 39 states
registered below the U.S. average in 1997. Combined, workers in these
states account for over 62 percent of the covered employment for the
nation. In Puerto Rico, average annual pay was $16,963, the lowest pay
level in 1997 for all jurisdictions.
Annual pay gains were stronger in 1997 than in 1996 (See chart 2.) In
1997, annual pay grew by at least 4.5 percent in 27 states, whereas only
10 states reached this growth rate in 1996. A total of eight states posted
pay growth rates of 5.5 percent or higher in 1997, compared with only two
states in 1996. In 1997, no state or jurisdiction reported a decline in
average annual pay. Only four states posted pay increases below 3.5 percent
in 1997, compared with 18 states the previous year. Alaska registered the
smallest increase in pay (2.1 percent) from 1996 to 1997, followed by West
Virginia (2.7 percent), Idaho (3.0 percent), and Nevada (3.2 percent). Of
these four states, all achieved a higher annual pay increase in 1997 than in
1996 except for Nevada, where the growth rate dropped by 1.1 percentage
points. (See table 3.)
Washington experienced the largest percentage increase in pay from
1996 to 1997 (6.5 percent), exceeding the pay growth for the nation
(4.8 percent) by 1.7 percentage points. This marks the first year since
1992 that a state reported annual pay growth exceeding 6 percent. Large
gains also were reported in Connecticut (6.3 percent), New Hampshire
(5.8 percent), Georgia and Texas (5.6 percent each), and Illinois, Nebraska,
and Virginia (5.5 percent each). Pay growth in all of these states exceeded
the national growth rate for the second straight year.
Washington posted strong 1997 pay gains in several industries, with the
greatest increase (10.4 percent), occurring in services. The next largest
increase occurred in finance, insurance, and real estate (8.7 percent),
followed closely by mining (8.4 percent) and transportation, communications,
and public utilities (7.7 percent). Significant gains in manufacturing and
wholesale trade contributed to the high pay growth in Connecticut.
Industry
Average annual pay levels for the nation varied widely by industry.
(See table 4.) The highest average annual pay in 1997 occurred in the
mining industry--$49,995. (See chart 3.) Mining pay was 66 percent
greater than the national average for private sector workers in 1997.
Mining, which accounts for less than 1 percent of private sector employment,
has held this top position since 1980 when BLS began publishing industry
average annual pay levels. The next highest pay level was registered in
finance, insurance, and real estate--$44,860, which was 49 percent higher
than average pay for all private industry workers. Retail trade recorded
the lowest pay ($15,877), as it has every year since 1980. The average
annual pay of retail workers was 40 percent lower than private sector average
pay in 1980; by 1997, their relative wages dropped to 47 percent below the
national average pay for private industry. The retail trade industry, which
employs a large proportion of part-time workers, has shown a steady decline
in average weekly hours worked over time. From 1980 to 1997, average weekly
hours of retail workers dropped 1.3 hours compared with a decline of 0.7 hour
for total private industry. (Average weekly hours figures were obtained from
the Current Employment Statistics program.) Average pay in the services
industry, the largest single component of the private sector, reached $28,446
in 1997.

Within the private sector, the largest over-the-year percentage increase
in pay occurred in the finance, insurance, and real estate industry
(7.5 percent) for the third consecutive year. The next largest gain was
posted in manufacturing (5.7 percent), followed by wholesale trade
(5.1 percent). Combined, these three industries account for 32 percent of
private industry employment. The mining industry had the fourth highest pay
increase (5.0 percent). The smallest pay gains among the eight major private
industry divisions occurred in the transportation, communications, and public
utilities industry and in the retail trade industry (4.3 percent each).
The average annual pay level for the public sector, which includes
federal, state, and local government establishments, was $31,864 in 1997;
an increase of 3.2 percent over 1996. (See chart 4.) Average annual pay
gains in the private sector have outpaced those of government workers for
the past three years. Average annual pay in the public sector was 6
percent higher than private sector pay in 1997, declining from 8 percent in
1996 and a high of 10 percent in 1994. Over the previous five years, pay
grew 15 percent in the public sector, 3 percentage points below the 18
percent growth rate in the private sector. Over the past 10 years, average
annual pay for government employees rose 44 percent, while pay for private
industry workers increased 46 percent. The relative difference between
these two sectors tended to average out over this longer period.
Technical Note
These data are the product of a federal-state cooperative program known
as Covered Employment and Wages, or the ES-202 program. The data are
derived from summaries of employment and total pay of workers covered by
unemployment insurance (UI) legislation and provided by State Employment
Security Agencies (SESAs). The summaries are a by-product of the
administration of state unemployment insurance programs that require most
employers to pay quarterly taxes based on the employment and wages of
workers covered by UI. Data for 1997 are preliminary and subject to
revision. Effective with third-quarter 1997 processing, employment and
wage totals were generated using new systems in each of the states and at
the Bureau of Labor Statistics. This transition to new systems may result
in larger differences between preliminary and final 1997 levels. This is
the first year BLS has published annual pay data for Puerto Rico in this
release.
Coverage
Employment and wage data for workers covered by state UI laws and for
federal civilian workers covered by the Unemployment Compensation for
Federal Employees (UCFE) program are compiled from quarterly contribution
reports submitted to the SESAs by employers. In addition to the quarterly
contribution reports, employers who operate multiple establishments within
a state complete a questionnaire, called the "Multiple Worksite Report,"
which provides detailed information on the location and industry of each of
their establishments. Average annual employment and pay data included in
this release are derived from microdata summaries of nearly 7.5 million
employer reports of employment and wages submitted by states to the Bureau
of Labor Statistics. These reports are based on place of employment rather
than place of residence.
UI and UCFE coverage is broad and basically comparable from state to
state. In 1997, UI and UCFE programs covered workers in 121.1 million
jobs. The estimated 115.8 million workers in these jobs (after adjustment
for multiple job holders) represented 97.4 percent of wage and salary
civilian employment. Multiple job holder estimates are produced by the
Current Population Survey (CPS). Covered workers received $3.673 trillion
in pay, representing 94.4 percent of the wage and salary component of
personal income and 45.3 percent of the gross domestic product.
Major exclusions from UI coverage during 1997 included most agricultural
workers on small farms, all members of the Armed Forces, elected officials
in most states, most employees of railroads, some domestic workers, most
student workers at schools, and employees of certain small nonprofit
organizations.
Concepts and methodology
Average annual pay was computed by dividing total annual pay of
employees covered by UI programs by the average monthly number of these
employees. Included in the annual payroll data are bonuses, the cash value
of meals and lodging when supplied, tips and other gratuities, and, in some
states, employer contributions to certain deferred compensation plans such
as 401(k) plans, and stock options. Monthly employment is based on the
number of workers who worked during or received pay for the pay period
including the 12th of the month. With few exceptions, all employees of
covered firms are reported, including production and sales workers,
corporation officials, executives, supervisory personnel, and clerical
workers. Workers on paid vacations and part-time workers also are
included. Percent changes in average annual pay were computed using final
1996 data as the base. These final 1996 data may differ from the
preliminary 1996 data previously published.
Average annual pay is affected by the ratio of full-time to part-time
workers as well as the number of individuals in high-paying and low-paying
occupations. When comparing average annual pay levels between industries
and/or states, these factors should be taken into consideration. Annual
pay data only approximate annual earnings because an individual may not be
employed by the same employer all year or may work for more than one
employer. Also, year-to-year changes in average annual pay can result from
a change in the proportion of employment in high- and low- wage jobs, as
well as from changes in the level of average annual pay.
In order to insure the highest possible quality of data, SESAs verify
with employers and update, if necessary, the industry, location, and
ownership classification of all establishments on a 3-year cycle. Changes
in establishment classification codes resulting from the verification
process are introduced with the data reported for the first quarter of the
year. Changes resulting from improved employer reporting also are
introduced in the first quarter. For these reasons, some data, especially
at more detailed industry levels, may not be strictly comparable with
earlier years. In 1997, effective with first-quarter data, improved
Department of Defense civilian employment and wages were centrally
collected from a new data source.
Data in table 4 are presented separately for the private sector and for
government. Government data include federal, state, and local establishments.
A few covered employers provided insufficient information on the nature
of their businesses to assign a specific SIC classification and therefore
could not be classified by industry division. The wages for these non-
classifiable establishments, along with data for the agricultural division,
are not shown separately, but are included in the averages for state and
national totals.

UCFE programs. A news release on average annual pay for the nation's

Wages, which features information by detailed industry on establishments,
employment, and wages for the nation and all states. Employment and Wages
Annual, 1997 is now available for sale from the BLS Publications Sales
Center, P.O. Box 2145, Chicago, Illinois 60690. The news release for 1997
employment and average annual pay for large counties is scheduled to be
released in the summer of 1999. This release was published for the first
time in November 1998 for 1996 data.
