              AVERAGE ANNUAL PAY BY STATE AND INDUSTRY, 1992
 
     The average annual pay of all workers covered by State and Federal
Unemployment Insurance (UI) programs was $25,903 in 1992, a 5.4 percent
increase over 1991, according to preliminary data released today by the
Bureau of Labor Statistics of the U.S. Department of Labor.  The annual pay
of private industry workers, comprising 83 percent of the nation's
employment, rose 5.7 percent, while pay for government workers rose 4.0
percent.
 
     Annual pay data are compiled from reports submitted by employers under
UI programs covering 107.4 million full- and part-time workers.  Average
annual pay is computed by dividing total annual payrolls of employees
covered by UI programs by the average monthly number of these employees.
(See Technical Note.)  The attached tables contain data for the nation,
each of the 50 states, and the District of Columbia.
 
States
 
     Among the 50 states and the District of Columbia, the District of
Columbia led the nation with an average annual pay level of $37,971 in
1992.  (See table 2.)  The District of Columbia has reported the highest
average pay each year since 1987.  Connecticut had the second highest level
($32,587), followed by New York ($32,399), New Jersey ($32,125), and Alaska
($31,825).  The 1992 average pay levels of these five highest ranking
jurisdictions ranged from 23 to 47 percent more than the U.S. average of
$25,903.  A total of 10 states and the District of Columbia reported
average annual pay levels above the nationwide average.  Alaska ranked
fifth in average annual pay in 1992; since 1987, Alaska had ranked second
to the District of Columbia and first among the states.  In 1992, the pay
level in Alaska was exceeded in Connecticut, New York, and New Jersey, as
Alaska's percent increase in average annual pay (3.2 percent) was the
lowest among the top five jurisdictions.
 
     South Dakota's average annual pay was the lowest during 1992--$18,016-
-followed by North Dakota ($18,945), Mississippi ($19,237), Montana
($19,378), and Arkansas ($20,108).  The 1992 average annual pay levels of
the bottom five ranking states were 22 to 30 percent less than the U.S.
average of $25,903.  The rankings for the bottom five states have been
unchanged since 1988.
 
     Three of the five states that reported the highest average annual pay
levels also experienced the highest percent increases in pay between 1991
and 1992.  (See table 3.)  New York's percent increase in pay was the
highest (8.0 percent), followed by Nevada (7.2 percent), New Jersey (7.1
percent), the District of Columbia (6.7 percent), and Washington (6.7
percent).  New York's increase was led by an 8.7 percent rise in private

sector pay, largely attributable to a 24.0 percent gain in the finance,
insurance, and real estate industry.  That industry also experienced large
increases in New Jersey (14.0 percent) and the District of Columbia (12.7
percent).  Nevada's highest industry increase was in manufacturing (13.7
percent), while pay levels for the finance and services industries in
Washington each rose over 10 percent.
 
     Wyoming's 3.0 percent increase in average annual pay was the smallest.
Alaska had the next smallest increase (3.2 percent), followed by Oklahoma
(3.5 percent), Delaware (3.7 percent), and New Mexico and West Virginia,
each at 3.8 percent.  For the 5th straight year, no state reported a
decline in average annual pay.
 
     In general, the average annual pay growth between 1991 and 1992 was
significantly higher than the growth reported the previous year, both for
the nation and many states.  The nation's 5.4 percent increase was 1.3
percentage points greater than the previous year's increase, and the
largest reported since 1982.  Forty-four of the 50 states and the District
of Columbia had higher percent increases in pay during 1992 than in 1991.
The higher average pay levels can be attributed, in part, to early bonus
and lump-sum payments made by employers during the fourth quarter of 1992;
the impact of these payments is particularly noticeable in finance,
insurance, and real estate.
 
Industry
 
     Average annual pay levels for the nation varied widely by sector and
by industry.  (See table 4.)  The mining industry had the highest average
annual pay ($41,535).  The lowest average annual pay ($13,810) was in the
retail trade industry, which employs a large proportion of part-time
workers.
 
     Within the private sector, the finance, insurance, and real estate
industry had the largest percent increase--12.3 percent; the services
industry had had the highest rate of growth in the previous 2 years.  With
this increase, the finance, insurance, and real estate industry surpassed
both the transportation, communications, and public utilities industry and
the wholesale trade industry in level of average annual pay and became
second to mining.  The state posting the largest percent growth within
finance was New York at 24.0 percent.  Sixteen states and the District of
Columbia had increases in this industry of greater than or equal to 10
percent.  The next largest rate of increase by industry--6.9 percent--was
in mining.
 
     For the second consecutive year, the construction industry showed the
smallest percent increase in average annual pay.  From 1991 to 1992, the
construction industry's annual average pay grew just 2.5 percent.  That
increase was, however, larger than in 1991.  In fact, every private major
industry division reported higher percent increases in 1992 than in 1991.
Only government experienced less pay growth in 1992 than in 1991.

Technical Note
 
     These data are the product of a Federal-State cooperative program in
which State Employment Security Agencies (SESAs) prepare summaries of
employment and total pay of workers covered by Unemployment Insurance
legislation.  The summaries are a by-product of the administration of State
Unemployment Insurance (UI) programs that require most employers to pay
quarterly taxes based on the employment and wages of workers covered by UI.
Data for 1992 are preliminary and subject to revision.
 
Coverage
     Employment and wage data for workers covered by State UI laws and for
Federal civilian workers covered by the Unemployment Compensation for
Federal Employees (UCFE) program are compiled from quarterly contribution
reports submitted to the SESAs by employers.  In addition to the quarterly
contribution report, employers who operate multiple establishments within a
state complete a questionnaire, called the "Multiple Worksite Report,"
which provides detailed information on the location and industry of each of
their establishments.  Average annual pay data are derived from summaries
of employment and wages submitted by states to the Bureau of Labor
Statistics.
     UI and UCFE coverage is broad and basically comparable from state to
state.  In 1992, UI and UCFE programs covered workers in 107.4 million jobs
representing 96 percent of wage and salary civilian employment.  Covered
workers received $2.782 trillion in pay representing 95.4 percent of the
wage and salary component of national income and 46.8 percent of the gross
domestic product.
     Major exclusions from UI coverage during 1992 included most
agricultural workers on small farms, all members of the Armed Forces,
elected officials in most states, most employees of railroads, some
domestic workers, most student workers at schools, and employees of certain
small nonprofit organizations.  Other exclusions from UI coverage include
most self-employed individuals and all unpaid family members.
 
Concepts and methodology
     Average annual pay was computed by dividing total annual pay of
employees covered by unemployment insurance programs by the average monthly
number of these employees.  Included in the annual payroll data are
bonuses, the cash value of meals and lodging when supplied, tips and other
gratuities, and, in many states, employer contributions to certain deferred
compensation plans such as 401(k) plans.  Monthly employment is based on
the number of workers who worked during or received pay for the pay period
including the 12th of the month.  With few exceptions, all employees of
covered firms are reported, including production and sales workers,
corporation officials, executives, supervisory personnel, and clerical
workers.  Workers on paid vacation and part-time workers also are included.
Percentage changes in average annual pay were computed using final 1991
data as a base.
     Average annual pay is affected by the ratio of full-time to part-time
workers as well as the number of individuals in high-paying and low-paying
occupations.  When comparing average annual pay levels between industries
and/or states, these factors should be taken into consideration.  Annual
pay data only approximate annual earnings because an individual may not be
employed by the same employer all year or may work for more than one

employer.  Year to year changes in average annual pay can result from a
change in the proportion of employment in low and high wage jobs as well as
from changes in the level of average annual pay.
     Data in table 4 are presented for the private sector and separately
for government.  Average annual pay for employment in the private sector is
presented by industry division as defined in the 1987 Standard Industrial
Classification Manual.  Government data include Federal, state, local, and
international establishments.
     A few covered employers provided insufficient information on the
nature of their business to assign a specific SIC classification and
therefore could not be classified by industry division.  The wages for
these nonclassifiable establishments, along with data for the agricultural
division, are not shown separately, but are included in the averages for
state and national totals.
 
Additional statistics and other information
     BLS issues two other regular reports which provide data from state UI
and UCFE programs.  A news release on average annual pay for the nation's
metropolitan areas is scheduled to be issued in September.  Also published
by this program is the comprehensive bulletin, Employment and Wages, which
features information by detailed industry on establishments, employment,
and wages for the nation and all states.  The report, due to be issued in
