A m a j o r c o n s i d e r a t i o n in the a r e a w a g e s u r v e y p r o g r a m is the n e e d to
d e s c r i b e the l e v e l and m o v e m e n t o f w a g e s in a v a r i e t y o f l a b o r m a r k e t s , through
the a n a l y s i s o f (1) the l e v e l and d is trib u t io n of w a g e s b y occupation, and (2) the
m o v e m e n t o f w a g e s by o c c u p a tio n a l c a t e g o r y and s k i l l l e v e l .

cluded, but c o s t - o f - l i v i n g a l l o w a n c e s and i n c e n t i v e e a r n in g s a r e i n ­
cluded. W h e r e w e e k l y hours a r e r e p o r t e d , as f o r o f f i c e c l e r i c a l o c c u ­
p a tio n s , r e f e r e n c e is to the stan da rd w o r k w e e k (r ou n d e d to the n e a r e s t

T h e s e s u r v e y s a r e condu cted on a s a m p le b a s i s . T h e s a m ­
p lin g p r o c e d u r e s i n v o l v e d e t a i l e d s t r a t i f i c a t i o n o f a ll e s t a b lis h m e n ts
w ith in the s c o p e o f an in d iv id u a l a r e a s u r v e y b y in d u s tr y and nu m b e r
o f e m p l o y e e s . F r o m this s t r a t i f i e d u n i v e r s e a p r o b a b i l i t y s a m p le is
s e l e c t e d , w ith eac h e s ta b l i s h m e n t havin g a p r e d e t e r m i n e d chance of
s e l e c t i o n . T o obtain o p tim u m a c c u r a c y at m in i m u m c o s t, a g r e a t e r
p r o p o r t i o n o f l a r g e than s m a l l e s t a b l i s h m e n t s is s e l e c t e d . W hen data
a r e c o m b in e d , each e s ta b l i s h m e n t is w e i g h t e d a c c o r d i n g to its p r o b a ­
b i l i t y o f s e l e c t i o n , so that un bia sed e s t i m a t e s a r e g e n e r a t e d . F o r e x ­
a m p l e , i f one out o f f o u r e s ta b l i s h m e n ts is s e l e c t e d , it is g i v e n a
w e i g h t o f f o u r to r e p r e s e n t i t s e l f plus t h r e e o t h e rs . A n a l te r n a t e o f the
s a m e o r i g i n a l p r o b a b i l i t y is cho se n in the s a m e i n d u s t r y - s i z e c l a s s i f i ­
catio n i f data a r e not a v a i l a b l e f o r the o r i g i n a l s a m p le m e m b e r .
If
no suitable substitute is a v a i l a b l e , ad d ition al w e ig h t is a s s i g n e d to a
s a m p le m e m b e r that is s i m i l a r to the m i s s i n g unit.

T h e s e s u r v e y s m e a s u r e the l e v e l o f o c c u p a tio n a l e a r n i n g s in
an a r e a at a p a r t i c u l a r t i m e . C o m p a r i s o n s o f i n d iv id u a l oc c u p atio n al
a v e r a g e s o v e r t i m e m a y not r e f l e c t e x p e c t e d w a g e chan ges. T h e a v e r ­

e v e n though m o s t e s t a b l i s h m e n t s in an a r e a i n c r e a s e w a g e s dur ing
the y e a r . T r e n d s in e a r n i n g s o f o c c u p a tio n a l g r o u p s , shown in ta b le 2,
a r e b e t t e r i n d i c a t o r s o f w a g e t r e n d s than in d i v i d u a l jo b s w ith in the
g ro u p s.

of the Employment Standards Administration of the U .S. Department of Labor.
