to hold up purchases of $700* in filing cabinets.

In Deoember of each year an inventory will be taken in order that
the direotors may know the present valuation of our equipment, which valu­
ation is also necessary in the event of fire loss*
Our great expansion in the Transit Department and the necessary
equipment for Helena Branch caused heavy expenditures during the year.
Replacement# of machinery, especially typewriters, is being made, and re­
pair work on machinery is now oosting about $3,600. yearly*

All the Fsderal Beserve Banks have experienced great diffi­
culty in. keeping their maturity records up to the minute through pressure
of woifco Also *hen the periodical proof of Unearned Discount” account
was made, frequent adjustments between the "Barned" and "Unearned" accounts,
were necessary*
As a remedy, ne hare installed a system of oontrol which averages
the discount earnings daily and enables us to unow at once if the daily
entries into the earnings have been correctly made by the. Discount Depart*
raent.

In addition, the method adopted admits our drawing attention of Dis­

count Department at onoe to errors in maturities*
It is also our intention to have our audit of the Discount De­
partment Include the passing on of paper as to eligibility*

During 1920, this department had a tremendous growth indicat­
ing the increased willingness of member banks througiout the country to
use the federal leserve service.

This part of a bank's servioe is rarely

appreciated, but we have been assured that oar department is a superior

one* With the idea of further improvement, we are installing several
EUiott-Fisher machines ifcioh will enable each operator to turn out an
average of 200 collection letters per day*
During December an average of 523 country collection letters
were, sent and 398 city collections were handled daily*

Shis is a (greater

number than was handled in the federal Reserve Batiks of Cleveland or
Chicago and was accomplished wife a smaller forceo

Since the opening of this bank the constant increase in the vol­
ume of oar work has trade necessary the use of any space available and with
no special thought .;iven to the inter-relation of departments*

in that departmento By moving the transit Department, we have been able
to place all the main operating units on tne second floor with the excep­
tion of the Cash and Collections.,

this undesirable condition has been increasing, instead of
diminishing, in practically every department of the bank except Fiscal
Agency*

In order to keep up the efficiency of the staff* we have found

it necessary to use extra people in the transit Department working from
6 P. K* until midnigit; the Discount Department force has been divided,

the second division working under charge of an officer from 6 P* 13° until
12*

Flans now being worked out for fee Cash, Coupon and Collection

Departments will bring about greater efficiency by the present force and
abolish overtimeo
Bvery person now being employed, is given to understand the
position is temporary exoept insofar as they replace our present employees
Who do not cone up to standard under our merit plan*

It has bNB decided to aaloi effective at onoe the grading of
eaploysos on a merit plan thereby each department will establish a maxInna, average and minimum percentage for the various qualifications re*
quired in that particular department and the employees will be rated on
pointso By taxis plan we will be able to deal justly with all, remove
those not up to standard and key up the staff to a higher level of ef­
ficiency.

Is are now receiving daily department reports as to volume

of work, etCo and are satisfied that with the merit plan in operation,
we nay expect an increase of 25 per cent in the amount of work done in
some departmentso

Preparation of accounting methods is now being made, also
effort to overoome as far as possible, sons of the difficulties we
must faoe due to the distance of the branch from head offioe*
Branch transactions with other districts and Washington
must be relayed through Minneapolis as the all outside wire plan would
mean considerable increase of expenseo

the branch to wire us daily balance report, for which we are preparing

far as possible and those employees being sent from this office have

the vault in rear of Bpnd Department and strengthened the sxqpports of
the vault preparatory to the handling of coin*

The necessary equipment

has been ordered and in a few days we will be giving this District the
sane service afforded by any sub-treasury.
By re-arranging our cages and floor space, we are able to assume
these additional operations without rental increase*
The handling of coin, as well as currency, will be assumed as
a banking function, any supply of coin or currency on hand being treated
as reserveo

It is quite possible the {federal Reserve Banks will greatly

improve on the stib-treasury methods and sons of the banks are now con*
sidering the wrapping of coin as an additional service to their members*

fhis bank has been authorised by the Treasury Department to re­
deem all kinds of United States notes, make denominational exchanges, al­
so ooin for certificates and vice versa* ffle are authorised to cancel all
kinds of notes and nay in addition cat in half all notes except national
bank notes and ifederal Reserve Bank notes*
for nearly two months, we have been aooepting from all oar members,
currency in any oondition, the only restriction being that each package
wast contain 100 bills of like denomination*

In another week we will have

installed 15 speoial sorting tables, and then will be prepared to handle
promptly and without night work, all currency deposits» The larger T*in
City banks have also expressed their willingness to request all their
member bank customers to deal direct with us in currency shipments*

show the actual circulation of all the banks as indicated in the last pub­
lished, reports of 1919 and 1920o While oar issue of notes was practically
tip saas for 1919 and 1920, we retorned to Washington for destraotien nearly
$5,000,000* more of oar notes in 1920 than In the previous year0 On the
contrary other Federal Reserve Banks retorned approximately #7o500o000* less

Total cost of notes during 1920 was $115,878*18 and grand to­
tal of costs sinee opening of bank $410,889*96* * Included in 1920 cost is
$6,278o67 for depreciation on printing equipment from opening of system
until June 80, 19209 and a further charge of $11*276*33 covering depreci­
ation on equipment until June 80* 1928*
