E c o n o m i c activity continued at a slow pace over the s u m m e r
according to recent monthly data. T h e current sluggish pace, which is r e ­
flected in e m p l o y m e n t , industrial production, personal i n c o m e and retail
sales indicators, is a delayed response to the restrictive stabilization
actions taken last year. S o m e signs of recovery have e m e r g e d , for e x a m p l e
in durable goods orders and housing starts, but they have b e e n of neither suf­
ficient strength nor persistence to suggest a strong spending surge in the near
future.
Personal i n c o m e rose at about a 4 per cent annual rate f r o m M a y
to Aug u s t (pages 6 and 7), c o m p a r e d with about an 8 per cent increase in the
previous year, and an 8.5 per cent annual rate f r o m 1965 to 1968. Dollar retail
sales increased less rapidly than c o n s u m e r prices during the s u m m e r as well
as during the past year. Automobile sales also have been sluggish, and r e ­
cently announced price increases and w o r k ¡stoppages suggest little likelihood
of a m a r k e d recovery the r e m a i n d e r of this year.
Industrial production declined at a 3 per cent annual rate f r o m
July 1969 to Au g u s t 1970 (pages 4 and 5), c o m p a r e d with an increase at a
4. 6 per cent trend rate f r o m 1957 to 1968. Output of business equipment
has been particularly w e a k in recent m o n t h s as well as over the past year,
while the output of c o n s u m e r goods has r e m a i n e d relatively steady. Payroll
e m p l o y m e n t declined at a 2.4 per cent annual rate f r o m M a r c h to Aug u s t
(pages 2 and 3), after rising at a 1.7 per cent rate f r o m June 1969 to M a r c h
1970. U n e m p l o y m e n t averaged 4. 9 per cent of the civilian labor force in the
three-month period ending in August, c o m p a r e d with a 4. 5 per cent average
in the first five m o n t h s of the year.
W holesale prices of all c o m m o d i t i e s declined in August, but
the decline w a s caused entirely by a drop in wholesale prices of f a r m products.
Wholesale prices of industrial commodities, w h i c h are subject to m u c h less
volatility than wholesale agricultural prices and c o m p r i s e a considerably
larger share of overall wholesale prices, continued to rise in August. W h o l e ­
sale prices of industrial c o m m o d i t i e s increased at a 1.7 per cent rate f r o m
M a y to Aug u s t (pages 12 and 13), after rising 3.9 per cent in the previous
year, but this apparent slowing has not b een of sufficient duration to signify
a definite trend change.
