CONDITION OF FEDERAL RESERVE BANKS.
Aggregate increases of about US millions in earning assets and a corresponding
increase in combined deposit and note liabilities arc indicated in the Federal Re­
serve Board*s weekly bank statement issued as at close of business on December 12,
1919.

As against./reduction of 1^»9 millions in war paper on hand the banks report in­
creases of *4-6<2 millions in other bills discounted, of 27*3 millions in acceptances
purchased in open market, and liquidation of 10»6 millions of Treasury certificates
hold largely for the accommodation of non-member banks.

Of tho total war paper hold

by tho Chicago and Dallas banks I5.9 millions represent paper discounted for other
Federal Reserve banks, while total acceptance holdings of these two and five other
Reserve banks include II3 .U millions, as against 12^.3 millions the week before, of
bills purchased from other Reserve banks.
Government deposits show a gain of *+9*7 millions, while members* reserve de­
posits declined 12*6 millions for the week. Other deposits, including foreign govcranent credits, went up 9 .U millions, tho "float" carried by the banks increased
about 22 millions, while tho amount due fraa foreign banks decreased about 0,5 mil­
lion. As a result net deposits work out at 2U .5 millions more than the week before.
Federal Reserve notes in circulation show a further increase of 26.1 millions, while
Federal Reserve bank note circulation increased about 1 million.
Gold roserves show a gain for tho week of 9 millions, of which about S millions

represents a not addition to tho amount hold with foreign agencies, following tho
final adjustment of this account. Aggregate cash reserves, incrcasod 6.3 millions,
while tho banks' reserve ratio, as the result of the increase in deposit and note
liabilities noted, shows a decline from U6.^ to ^6 per cent.

CONDITION OF MEMBER BANKS.
Largo transactions in Treasury cortificatos resulting in a moderate incrcaso in
certificate holdings,but a considerably larger increa.se of the Government deposit
account and a substantial reduction in other demand deposits, is indicated in the
Federal Reserve Board1s weekly statement of condition on Docoaber 5 of 795 member
banks in leading cities,
Treasury cortificatos on hand show an increase of ^5*5 millions, the largor
amount of frosh investments being offsot to a considerable extent through purchases
on
ty the Government prior to maturity of certificates falling duo December 15 and/ la­
ter dates and apparently also through salos to customers of tax certificates.
Victory no to holdings of reporting banks show a docrea.se of 9*6 millions, as against
millions
an increase of 3«Vin United States bonds.
Total loans and investments, exclusive of amounts of bills rediscounted with the
Federal Reserve banks, declined 8.5 millions, a reduction of this item by about 93
millions for tho member banks in New York City being largely offset through in­
creases at banks in other cities i

Talcing account of changes in tho amount of ac­

commodation at the Federal Reserve banks, the net loan burden, as moasured by tho
difference between tho amount of loans and investments of the reporting banks as
indicated in tho statement and thoir bills payable with tho F. R. banks, shows an
increase for tho week of llU.3 millions.

Loans secured by Government obligations

(so-called war paper), exclusive of paper rediscounted with F« R. banks, declined
2 5 »8 millions, while loans socured by stocks and bonds declined lU»9 millions, and

32*9 millions in New York City.
Total borrowings of reporting banks from the F. R. banks as of December 5 were
made up of 985*1 millions of bills payable and 739*6 millions of paper rediscounted.
Of the bills payable, all bat U.9 millions- were secured by U. S. war obligations and
war paper,

while of tho rediscounts, 320*2 millions was war paper and Ul9«!+ mil­

lions commercial paper proper.

Government deposits of all reporting banks in­

creased about 232 millions, while other demand deposits (not) declined 13^*5 mil­
lions, and time deposits - about 18 millions.

Reserve balances, as the result of

the considerable reduction in the borrowings from F. R. banks, show a decline of
g.S millions, while cash in vault wont up 11.4- millions.
