THE DATA

of data for the last Wednesday of the preceding month,
the Wednesday on or preceding the 15th of the current
month, and the last Wednesday of the current month.
Data are collected by this Bank and the Board of
Governors of the Federal Reserve System. The Fort
Smith SMSA data cover only those counties within the
Eighth Federal Reserve District.

Selected economic data are provided for five
states, seven Standard and one Nonstandard Metropoli­
tan Statistical Areas which are entirely or partially
within the Eighth Federal Reserve District. Also
included are check payment series for ten other
Eighth District cities.
Data are presented in both unadjusted and
seasonally adjusted index form. Index numbers are
on a 1971=100 base. The latest data in most series
are preliminary and are revised as the final figures
are received.

Check payments are debits to demand deposit ac­
counts, except interbank and U.S. Government accounts.
The data are based on a sample of commercial banks in
each area adjusted to reflect total debits of all banks
in the area and the number of trading days in the
month. Data are collected by this Bank and the Board
of Governors of the Federal Reserve System.

Manpower Utilization
Basic employment data are from the respective
State Employment Security Office and the United
States Department of Labor. All manpower data for
metropolitan areas are based on the redefinition of
SMSA areas announced in late April 1973, except for
Memphis which is a Nonstandard Metropolitan Statisti­
cal Area. Memphis data include Shelby and Tipton
Counties in Tennessee and Crittenden County, Arkansas,
but exclude De Soto County, Mississippi.

All banking data remain on the Standard Metro­
politan Statistical Area definitions prior to the
April 1973 announcement.
Income
State personal income figures are annual rates
of monthly figures published by Business Week. United
States data are from the Department of Commerce.

Total employment and unemployment series are
household (place-of-residence) data; payroll employ­
ment, nonmanufacturing and manufacturing employment
are establishment (place-of-work) data.

Farm cash receipts are annual rates of monthly
figures published by the United States Department of
Agriculture.

Banking Activity

Total loan and total deposit data are for
Federal Reserve member banks only and are averages

SUMMARY OF CENTRAL MISSISSIPPI VALLEY ECONOMIC ACTIVITY
the first to the second quarter, compared with a 2.4
percent rate of increase in manufacturing employment. In
the CMV cities both manufacturing and nonmanufacturing
employment declined in the second quarter, but the drop
in nonmanufacturing employment was at a 3.2 percent rate,
compared with an 0.8 percent rate of decline in manu­
facturing employment.

Economic activity in the Central Mississippi
Valley (CMV) continues to increase as indicated by
recent unemployment, personal income, and check payments
data. Comparisons of second quarter employment levels
with year-ago levels indicate, however, that the CMV
recovery of employment has been less vigorous than that
of the United States. Also, payroll employment on a
seasonally adjusted basis declined from the first to the
second quarter in several CMV areas.

Second quarter movements in unemployment rates
were generally favorable in most CMV cities and states,
despite the adverse employment figures (after seasonal
adjustment) in some areas. The summary measure for the
unemployment rate in the CMV states dropped from 6.4
percent in the first quarter of 1976 to 6.1 percent
in the second quarter, while in the CMV cities this
measure dropped from 7.1 percent to 6.6 percent. Both
CMV summary rates were below the U.S. unemployment rate
of 7.4 percent in the second quarter.

Payroll employment on a seasonally adjusted
basis declined in the second quarter for CMV cities
and states, after registering gains in the three
previous quarters. The summary measure of payroll
employment in CMV cities declined at a 2.6 percent
annual rate from the first to the second quarter, while
for the CMV states this measure declined at a 1.8
percent rate. Payroll employment for the nation in­
creased at a 2.9 percent rate in the second quarter.
Since the beginning of the recovery one year ago,
payroll employment in both the CMV cities and states
has increased about 1.5 percent, compared with a 3.4
percent increase for the United States.

Other measures of CMV economic performance,
such as personal income and check payments, indicate
continued upward movement. Check payments have risen
sharply in the first two quarters of the year, increasing
at a 15.5 percent rate, compared with an 8 percent rate in
the previous four quarters. Personal income in CMV states
made substantial gains in the first quarter and has in­
creased 14.2 percent since the first quarter of last year.
In comparison, the gain for the United States was 10.7
percent.

The second quarter declines in payroll
employment are largely attributable to less than
seasonal increases in nonmanufacturing jobs. In the
CMV states seasonally adjusted nonmanufacturing
employment declined at a 3.1 percent annual rate from
