E f p N O M iC IN D IC A T O R S

4TH QUARTER 1982

Prepared by Federal Reserve Bank of St. Louis
Released: March 15, 1983

DATA DESCRIPTION

Selected economic data for the Central Mississippi Valley (CMV) are generally
provided for five states and eight metropolitan areas which are entirely or partially
within the Eighth Federal Reserve District. In addition, Federal Reserve member bank
data are provided for three smaller SMSAs (Standard Metropolitan Statistical Areas) and
for all seven states and nonmetropolitan areas within the Eighth District portion o f these
states. Also, the metropolitan summary o f population includes 13 SMSAs in the CMV.
Metropolitan areas refer to the 1973 SMSA definitions, except where noted, and states in
some cases refer only to the Eighth District portion o f the state. The latest data for
some series are preliminary and will be revised as final figures are received.
Income and Trade Indicators
Personal income data are from the U.S. Department o f Commerce.
agricultural data are from the U.S. Department o f Agriculture.

All

Employment Indicators
Employment data are from the respective state Employment Security O ffices
and the United States Department o f Labor. Data for Memphis include only Shelby and
Tipton counties in Tennessee and Crittenden County in Arkansas. Total employment,
unemployment, and labor force are based on household (place-of-residence) data. Payroll
employment data, which include manufacturing, nonmanufacturing, and hours and earnings
in manufacturing, are based on establishment (place-of-work) data.

Production and Price Indicators
Consumer price indices are from the U.S. Department o f Labor. The series
Value o f Construction Contracts Let are from Dodge Construction Potentials,
McGraw-Hill Information Systems Company. Housing permits are from the U.S.
Department o f Commerce.
Financial Indicators
Total loan and deposit data for states, metropolitan areas, and nonmetropolitan
areas are only from member banks in the Eighth District. Such data are not strictly
comparable over time due to withdrawals and additions o f member banks (see average
number o f member banks, page 35). In addition, beginning January 1981, member banks
with deposits o f under $15 million (approximately 90 in the Eighth District) report deposit
figures quarterly rather than weekly. Savings and loan data are obtained from the
various Federal Home Loan Banks. These data for the Fort Smith metropolitan area
include only those counties in the State o f Arkansas, and for St. Louis include only
St. Louis City and St. Louis County in Missouri, and Clinton, Madison, Monroe, and
St. Clair counties in Illinois.

SUMMARY OF CENTRAL MISSISSIPPI VALLEY ACTIVITY
The national recession, which began in July 1981, continues to plague econom ic
activity in most o f the Central Mississippi Valley (CMV) states and cities. Payroll
employment in the CMV, which has been depressed since the onset o f the recession,
however, began to show some signs o f recovery in part o f the region from the third to
the fourth quarter.
During the most recent quarter, payroll employment fell at a 1.7 percent
annual rate in the CMV states and a 1.8 percent rate in the CMV cities, compared with
a 2.9 percent rate o f decline for the United States. For the entire recession period, the
decline in payroll employment has been at about the same rate for the CMV states and
cities as for the nation.
The table below shows slight employment gains during the fourth quarter in
Arkansas, Kentucky and Mississippi. Among CMV cities, even larger gains were posted
in Fort Smith, Little Rock and Springfield. The employment gains that did materialize
in the fourth quarter were in the nonmanufacturing sector. Nonmanufacturing
employment rose slightly in the CMV states and cities and dropped slightly in the
nation. Manufacturing employment, on the other hand, declined at an 8.4 percent rate
in the CMV states and at a 12.7 percent rate in the CMV cities, compared with a 10.6
percent rate o f decline for the nation.
The value o f total building construction increased 3.4 percent in the CMV states
in the year ending fourth quarter 1982, compared with a 13.2 percent gain for the
nation. Residential construction rose sharply while nonresidential construction
remained depressed. As a further optimistic sign, the number o f housing permits issued
in both the CMV region and the nation increased dramatically from last year's levels.
