D A TA DESCRIPTION

Selected economic data for the Central Mississippi Valley (C M V ) are generally
provided for five states and eight metropolitan areas which are entirely or partially within
the Eighth Federal Reserve District. In addition, Federal Reserve member bank data are
provided for three smaller SMSAs (Standard Metropolitan Statistical Areas) and for all
seven states and nonmetropolitan areas within the Eighth District portion of these states.
Also, the metropolitan summary of population includes 13 SMSAs in the C M V .
Metropolitan areas refer to the 1973 SMSA definitions, except where noted, and states in
some cases refer only to the Eighth District portion of the state. The latest data for
some series are preliminary and will be revised as final figures are received.

Income and Trade Indicators
Personal income and department store sales data are from the U.S. Department
o f Commerce. In April 1977, numerous revisions were incorporated into the department
store series, including boundary redefinitions for SMSAs. All agricultural data are from
the U.S. Department o f Agriculture.

Employment Indicators
Employment data are from the respective state Employment Security O ffices
and the United States Department of Labor. Data for Memphis include only Shelby and
Tipton counties in Tennessee and Crittenden County in Arkansas. Total employment,
unemployment, and labor force are based on household (place-of-residence) data. Payroll
employment data, which include manufacturing, nonmanufacturing, and hours and earnings
in manufacturing, are based on establishment (place-of-work) data.

Production and Price Indicators
Consumer price indices are from the U.S. Department of Labor. Electric power
consumption data for the Eighth Federal Reserve District are based on reports to this
Bank from various utility and self-generating firms in the District and U.S. data are
obtained from the Board of Governors o f the Federal Reserve System. The series Value
of Construction Contracts Let are from Dodge Construction Potentials, M cGraw-Hill
Information Systems Company. Housing permits are from the U.S. Department of
Commerce.

Financial Indicators
Total loan and deposit data for states, metropolitan areas, and nonmetropolitan
areas are only from member banks in the Eighth District. Such data are averages of the
weekly member bank reports for the month and are not strictly comparable over time due
to withdrawals and additions of member banks (see average number of member banks,
page 35). Savings and loan data are obtained from the various Federal Home Loan Banks.
These data for the Fort Smith metropolitan area include only those counties in the State
of Arkansas, and for St. Louis include only St. Louis City and St. Louis County in Missouri,
and Clinton, Madison, Monroe, and St. Clair counties in Illinois.

SUMMARY OF CENTRAL MISSISSIPPI VALLEY ECONOMIC ACTIVITY

Overall economic activity in the Central Mississippi Valley (CMV), like elsewhere in the
nation, has shown some signs of improvement in recent months. Consumer spending at department
stores and for new homes rebounded significantly over the summer months from severely depressed
spring levels. Industrial activity also showed some gains from July to September, although on a
quarterly basis, third quarter payroll employment averaged significantly below the second quarter
level. Most economic indicators show that the recession was generally more severe in the region than
in the nation. Employment declined further in the region and crop production was more severely
affected by drought conditions this summer, however, higher prices for crops and livestock will tend
to moderate the effect of low crop output on farm income.
Consumer spending rebounded in the summer months, following the sharp dropoff during
the spring. In the larger CMV cities, department store sales were up at a 13.5 percent annual rate in
the three months ending in August from three months earlier. However department store sales
remained only 5 percent above the level of a year earlier, whereas overall consumer prices rose
about 13 percent.
On a monthly basis, some indicators show signs of recovery in manufacturing activity. For
example, in the CMV states, average weekly hours worked in manufacturing rose to 39.3 in
September, up from 38.6 in July. Also, manufacturing employment rose at a 6 percent annual rate
from July to September, about the same rate as in the U.S.; however, no reversal of the downtrend
was noted in the CMV cities . Among the individual SMSA’s, Fort Smith, Little Rock, Pine Bluff, and
Evansville exhibited some increase in manufacturing employment from July to September, whereas
the other CMV cities, including the larger ones, continued to show declines.
Payroll employment in the region, while showing some upturn in the past two months,
continued to decline from the second to the third quarter. During the current recession, the decline
in employment in the region has been more severe than in the nation as a whole. Payroll employment
in the CMV cities has declined for five consecutive quarters and is now 3.5 percent below the peak.
In the CMV states it has declined for only two quarters, but is 3.8 percent below the peak. For
comparison, in the nation as a whole, payroll employment has declined for two quarters and is only
1.1 percent below its peak.
Residential building activity in the CMV cities and states declined sharply in early 1980,
but, aided by the sharp decline in interest rates, made a sizible rebound in the third quarter. Housing
permits issued in the CMV states rose sharply from the second quarter to the third quarter, and in the
third quarter, were only 4 percent below a year earlier. The value of nonresidential building
contracts also increased from the second to the third quarter, rising to within 4 percent of the year
ago level. Construction employment in the CMV states, however, continued to decline from the
second to the third quarter and is now about 15 percent below a year ago.
Crop production in the region was severely affected by hot, dry weather conditions during
the summer months. The corn and soybean crops fell 40 percent from last year, compared with a 17
percent decline in the United States. 1980 cotton production declined about 16 percent in the major
producing states of the region, somewhat less than the 23 percent decline in the nation. The rice and
tobacco crops, on the other hand, rose 10 and 17 percent, respectively, about the same increase as
the nation as a whole. With lower production, crop prices have strengthened. Overall crop prices in
October were 16 percent above a year ago and the prices of corn, soybean, and cotton are up around
25 percent. Livestock prices have also strengthened. These price increases will tend to offset some
of the losses in farm income resulting from lower crop yields in the region.
