NOMINATIONS FOR CLASS A DIRECTOR
SPECIAL ELECTION

To the M e m b e r Banks in the
Eleventh Federal Reserve District:

In a c co rd a n ce with the provisions of Section 4 of the Federal Reserve Act and my circular d a t e d July 21,
1964, in reg a rd to the special election of a Class A Director of this Bank to succeed Mr. Roy Riddel, d e c e a se d ,
an d to serve during the unexpired portion of his term of office ending December 31, 1966, there a r e listed in this
circular the nam e of the c a n d id a te nominated for such directorship and the names of the banks which nominated
him.
There is sent herewith to each bank in Group 1 a ballot for use in voting for a Class A Director. An envelope
bearing on its face the certificate in regard to the vote a n d a colored envelope marked “ Ballot— Directors’
Election,” in which the ballot is to b e sealed, a re also enclosed.
The ballot and certificate on the envelope must b e executed by an officer who has been authorized to cast
the vote. A list of the desig nated officers, revised to date, forms a part of this circular. In ord er that the balloting
may b e secret, the nam e of the bank and of the voting officer should not be written on the ballot but only on the
certificate envelope. If the official signature of the officer casting the ballot has not been filed with this Federal
Reserve Bank, such official signature should be filed before the polls close.
Please follow carefully the instructions which a r e printed on the ballot a n d on the envelopes.
The following p rocedure is required:
(1) The ballot should be m arked.
(2) It should then be placed in the colored envelope m arked “ Ballot — Directors’ Election” an d the
envelope sealed.
(3) Then after the certificate on the certificate envelope is executed, the colored sealed envelope
should be placed w ithin the certificate envelope an d th at envelope sealed.
(4) The sealed certificate envelope containing the sealed ballot envelope should then be returned to
m e in the enclosed self-addressed envelope.

Under the law, the ballot must be returned so as to reach me within 15 days afte r its receipt. The polls will
open on August 31, 1964, an d close a t 2 p.m. on S eptem ber 15, 1964. At that time the ballot box will be
o pene d a t this Bank, the sealed envelopes containing the ballots will be o p en e d , the votes counted, a n d the results
of the election announced. The c a n d id a te is invited to be present or represented on that occasion.
W h ile the banks in Groups 2 an d 3 w ill not vote in this election, this circular is sent to them, w ithout
forms, for their inform ation. Group 2 consists of member banks with combined capital a n d surplus of $ 4 0 0 ,0 0 0

an d over, but under $ 2 ,0 0 0 ,0 0 0 , a n d Group 3 consists of member banks with combined capital a n d surplus of
under $ 4 0 0 ,0 0 0 .

Mr. Kyger was born in Mason, Texas, on November
24, 1905. He a tten d e d Mason High School, was g r a d ­
uated from The University of Texas with a B.B.A, deg re e,
and received his L.L.B, d e g r e e from the South Texas
School of Law. He has also d on e g r a d u a te work at the
Stonier G ra d u a te School of Banking at Rutgers Univer­
sity. While at The University of Texas, he was elected
to Beta G am m a Sigma, a business fraternity, a n d to
Sigma lota Epsilon, an honorary m a nage m ent fraternity.

organization continuously since that time. He was elected
to the board of directors of that bank in Janu ary 1947,
Executive Vice President in January 1955, President on
July 1, 1958, a n d Chairman of the Board on December
17, 1963. Mr. Kyger has been the chief executive officer
of The First National Bank of Fort Worth since July 1961.
