S P E C IA L ELECTION

To the Member Banks of the
Eleventh Federal Reserve District:
In accordance with the provisions of Section 4 of the Federal Reserve Act and my circular dated August 15,
1939, in regard to election of a Class B director of this bank to succeed H. C. Wiess, resigned, whose term expires
December 31, 1940, there is given on the reverse side of this circular the name and business affiliations of a candi­
date nominated for such directorship, together with a list of the nominating banks.
There is sent herewith to each bank in Group 1 a ballot for use in voting on the candidate. There is also an en­
velope bearing on its face the certificate in regard to the vote; also a colored envelope marked “ Ballot,” in which the
ballot is to be sealed.
The ballot and certificate on the envelope must be executed by an officer who has been authorized to cast the
vote. A list of the designated voters was attached to my circular above mentioned. In order that the ballot may be
secret, the name of the bank and of the voting officer should not be written on the ballot, but only on the certificate
envelope. AFTER THE BALLOT HAS BEEN PROPERLY MARKED, please observe the following instructions:
(1) It should be placed in the colored envelope marked “ Ballot” and the envelope sealed.
(2) Then after the certificate on the certificate envelope is executed, the colored sealed envelope should be
placed within and the certificate envelope sealed.
(3) Then this certificate envelope containing the sealed ballot envelope should be returned to me in the enclosed
self-addressed envelope.
Under the law the ballot must be returned so as to reach me within 15 days after its receipt. The polls will open
on September 18 and close at 3:00 P. M. on October 3, 1939. At that time the ballot box will be opened in the board
room of this bank. All of the sealed colored envelopes containing the ballots will first be removed and segregated
from the certificate envelopes before any of the colored envelopes are opened, thus insuring the secrecy of the ballot.
Then the colored envelopes will be opened, the votes counted and the results of the election announced. The candi­
date is invited to be present or represented on this occasion.
While the BANKS IN GROUPS 2 AND 3 WILL NOT VOTE IN THIS ELECTION, this circular is sent to them
without forms for their information.

J. M. West was born in Waynesboro, Mississippi, and
moved with his parents to Trinity County, Texas, in 1880,
receiving his early education in the public schools of that
county. In 1906 he moved to Houston, Texas, where he has
been engaged for the past thirty-three years in various
lines of business.
Mr. West is Chairman of the Board of Directors of the
West Production Company of Houston, and occupies sim­
ilar positions with the West Securities Company and with
the South Texas Lumber Company of the same city. He is
President of the West Cattle Company and is a member of
the Boards of Trustees of the Texas Technological College,
Lubbock, Texas, and the Southwestern University, George­
town, Texas, respectively.
