To the Newspaper Addressed:

The Board of Governors of the Federal Reserve System has revised
Regulation W, relating to consumer credit, effective May 6, 1942. This
revision is one of the steps th at have been taken in an effort to carry out
th at part of the President’s special message to Congress on April 27, 1942,
as follows:
“To keep the cost of living from spiraling upward we must dis­
courage credit and instalment buying, and encourage the payment of
debts, mortgages, and other obligations, for this promotes savings,
retards excessive buying and adds to the amount available to the
creditors for the purchase of war bonds.”
There is enclosed a copy of a press statement issued by the Board of
Governors of the Federal Reserve System pertaining to the revised regula­
tion. Inasmuch as the revision makes some very fundamental changes in
the regulation and will affect most of your readers, it will be appreciated
if you will give publicity to the subject in your columns.
Your cooperation in this m atter will constitute a distinct public service
and will be greatly appreciated.
