FEDERAL RESERVE BANK OF DALLAS Dallas, Texas, September 9, 1941 To All Banking Institutions in the Eleventh Federal Reserve District: On August 20, 1941, we mailed your bank a circular letter in which was quoted a telegram, dated August 18, 1941, from E. H. Foley, Jr., Acting Secretary of the Treasury, suggesting that each bank designate a senior officer to be in charge of for eign funds control problems, and requesting that we be fur nished the name of such officer. Apparently, we have not been advised of the name of the officer of your bank who has thus been designated, and would appreciate receiving this information as soon as convenient, using the enclosed card for that purpose.
