FEDERAL RESERVE BANK
OF DALLAS

Dallas, Texas, August 28, 1940

NOMINATION FOR CLASS B DIRECTOR
SPECIAL ELECTION

To the Member Banks of the
Eleventh Federal Reserve D istrict:

In accordance with the provisions of Section 4 of the Federal Reserve Act and my
circular dated July 25, 1940, in regard to election of a Class B director of this bank to
succeed John D. Middleton, deceased, whose term expires December 31, 1941, there is
given on the reverse side of this circular the name and business affiliations of a candidate
nominated for such directorship, together with a list of the nominating banks.
There is sent herewith to each bank in Group 3 a ballot for use in voting on the
candidate. There is also an envelope bearing on its face the certificate in regard to the
vote; also a colored envelope marked “ Ballot,” in which the ballot is to be sealed.
The ballot and certificate on the envelope must be executed by an officer who has
been authorized to cast the vote. A list of the designated voters was attached to my cir
cular above mentioned. AFTER THE BALLOT HAS BEEN PROPERLY MARKED,
(1) It should be sealed in the colored envelope.
(2) Then the colored sealed envelope should be sealed within the certificate envelope.
(3) The latter, bearing a properly executed certificate, should be returned to me in the
enclosed self-addressed envelope, so as to reach me not later than the closing
of the polls at 2:00 P. M. on September 14, 1940. At that time the ballot box
will be opened, the votes counted and the result of the election announced. The
candidate is invited to be present on that occasion.
While the BANKS IN GROUPS 1 AND 2 WILL NOT VOTE IN THIS ELECTION,
this circular is sent to them without forms for their information.
Respectfully,

Chairman of the Board
