F ederal R eserve Ba n k o f D allas DALLAS, TEXAS 75222 ,(l0 C i r c u l a r No. 74-348 D ecember 20, 1974 OFFICIAL ANNOUNCEMENT To All Banks in the Eleventh Federal R e s e r v e District: It is a p l e a s u r e to a n n o u n c e that the Board of D ire c to rs of the Federal R e s e rv e Bank of Dallas has made th e following c h a n g e s in the official staff of the Head Office, effective J a n u a r y 1, 1975: Ralph T . G r e e n , Vice P r e s i d e n t , has been d e s ig n a te d Vice P r e s i d e n t and Senio r Economic A d v i s o r , and will be attached to the office of th e P r e s i d e n t . Mr. G re en was employed by the Bank in 1949 as Financial Economist. In 1956, he was made D ir ecto r of th e T e x a s Commission on Highe r Education, A u s t in , T e x a s , and s e r v e d in th a t capacity until 1962, whe n he became Vice P r e s i d e n t of the F edera l R e s e r v e Bank of Dallas. Mr. G re en re c e iv e d his B .A . and M .S. d e g r e e s from T e x a s A&M U n iv e rs ity and his P h . D . in economics from Duke U niversity. J o s e p h E. B u r n s , Director of R e s e a r c h , ha s been elected to th e official position of Vice P r e s i d e n t , and will a ss u m e g e n e ra l s u p e r v i s i o n of the R es e arch D epart m ent. After s e r v i n g t h r e e y e a r s as an Economist with the Board of G o v e rn o rs of the Fede ra l R e s e r v e Syste m , Mr. B u rn s was employed from 1970-1972 by th e F edera l R e s e r v e Bank of Dallas as Senior Financial Economist. Leaving the Bank in 1972, he r e t u r n e d in mid-1973 as Directo r of R e s e a r c h , the position he c u r re n tly h o ld s . Mr. B u rn s re c e iv e d his B . S . , M .A . , and P h . D . d e g r e e s from th e U n iv e rs ity of O re g o n . T h e Board of D ire c to rs at its meeting on Decembe r 12, 1974, re - e le c t e d all of th e officers of th e Fede ra l R e s e r v e Bank of Dallas and its B ra n c h e s at El Paso, Houston, a nd San Antonio, T e x a s .
