Your attention is called to the description of the new postal money order, and particularly to the fact that such money orders will not be finally paid if they bear the endorsement of a foreign bank. S. T h e D e p a r t m e n t has designed a n e w postal m o n e y order for issu ance by U. S. military post offices overseas. T h e n e w m o n e y order will be s a l m o n colored, a n d will bear a p a y m e n t restric tion as follows: N o t e - - N o t payable through banks outside the United States of A m e r i c a , other than through U. S. Military banking facilities. T h e n e w m o n e y order will not be placed in use prior to Jan u a r y 15, 1970. T h e P o s t m a s t e r G e n e r a l will refuse final p a y m e n t o n the described m o n e y orders bearing foreign b a n k endors e m e n t s , and the a m o u n t s of such m o n e y orders will be c ha r g e d b a c k to U . S. c o m m e r c i a l banks through w h i c h they w e r e presented for pay m e n t . Notice of p r o p o s e d rule m a k i n g with respect to the foregoing is unnecessary, since the issuance a n d p a y m e n t of the subject m o n e y orders involves the public property a n d contracts, as well as mili tary and foreign affairs functions, of the United States.
