F ederal reserve Bank o f Dallas D ALLAS, T EX A S 75222 Circular No. 67-190 September 22, 19^7 To All Banks in the Eleventh Federal Reserve District: The disruption of transportation and communication in the wake of Hurricane Beulah has prevented the collection of cash and noncash items involving a large number of banks served by the San Antonio Branch, as well as some banks in the Houston Branch territory. Delays in presentment, payment, returns, notices of dishonor, and protest may affect items received by the San Antonio Branch possibly as early as September 15 and by the Houston Branch as early as September 16. The disaster area roughly encompasses that section of the state south of a line from Laredo on the west to a point 30 miles south of San Antonio to Freeport on the Gulf of Mexico. Present indications are that normal banking activities will continue to be disrupted through Monday, September 25, and possibly later with respect to the lower Rio Grande area.
