PROCEDURES IN THE EVENT OF A DISRUPTION
OF N RM L U. S. POSTAL SERVICES

In the event of a work stoppage, mail se rv ic e to and from
t h i s Bank's o f f i c e s in D al la s , El Paso, Houston, and San Antonio may
be suspended depending on the magnitude of the s t r i k e . I f such a
suspension occu rs, c e r t a i n arrangements may be i n s t i t u t e d by t h i s
Bank and i t s o f f i c e s to help l es sen the problems cre at ed by the
absence of mail s e r v i c e . To a s s i s t banks, the following gu id el in es
are submitted:
Col lection Matters and Other Correspondence
Bank mail addressed to Dallas banks received by t h i s Bank will
be a v a i l a b l e f o r pickup a t our Incoming Mail window, Mailing Depart­
ment, t h i r d f l o o r . Branches will have s i m i l a r arrangements f o r mail
addressed to banks in the branch c i t i e s . Mail f o r a l l o th er banks in
t h i s D i s t r i c t will be included with the cash l e t t e r d el iv er ed by c o u r i e r
s e r v i c e . Banks using processing c e n te r s should make arrangements with
them to have such mail forwarded to t h e i r banks. Eleventh D i s t r i c t
banks may include with t h e i r cash l e t t e r s to us mail addressed to us
or o t h e r banks in t h i s D i s t r i c t . W will make every e f f o r t to forward
e
mail. While each o f f i c e of t h i s Bank will e x e r c i s e the same d i l i g e n c e
regarding such shipments with which i t handles i t s own shipments and
will make every e f f o r t to expedite d e l i v e r y , we cannot assume l i a b i l ­
i t y f o r the cont ent s of such shipments nor f o r the timely r e c e i p t
t h e r e o f by the addressees (see statement a t t a c h e d ) . Depositing banks
may be charged the r e l a t e d shipping co s t s f o r the d isp atc h of mail
described above.
W will accept f o r in cl u sio n in our shipments f i r s t - c l a s s
e
mail addressed to banks in o t h e r Federal Reserve D i s t r i c t s . Such
material should be enclosed in i n d i v i d u a l l y addressed, sealed envelopes
t h a t bear the c o r r e c t amount of f i r s t - c l a s s postage. Exception: I f
the U. S. Postal Service announces t h a t i t i s waiving the pr ovisions
of the P r iv a te Express S t a t u t e s , no postage need be a f f i x e d . Each

There may be delays in the presentment of cash items and
noncash items, the re tur n of dishonored items, and the forwarding of
advices of nonpayment of items payable in t h i s D i s t r i c t . W will

continue to give c r e d i t f o r cash items in accordance with our time
schedules from the date of actual r e c e i p t of such items (when received
by ap pl ic ab le clos ing hours) a t the Dallas Head O ffi ce, the El Paso
Branch, Houston Branch, and the San Antonio Branch.
Shipment of Valuables
Under no circumstances should valuables (currency, s e c u r i t i e s ,
or coupons) be included with cash l e t t e r shipments.
Currency and Coin
Any member bank, not on a r e g u l a r l y scheduled armored c a r r i e r
run, experiencing undue hardship because of i t s i n a b i l i t y to receive
currency or coin from t h i s Bank should contact a Cash Department o f f i c e r
a t the Head Office or ap pr opri ate branch. W also reque st t h a t such
e
member banks interchange currency and coin with local banks in order to
minimize shipments to t h i s Bank or the Branches.
S e c u r i t i e s (Including Coupons)
Banks wishing to send s e c u r i t i e s to t h i s Bank for redemption,
r e g i s t r a t i o n , denominational exchange, CPD t r a n s f e r , or c o l l a t e r a l or
other safekeeping t r a n s a c t i o n s should make t h e i r own arrangements to
ensure safe d e l i v e r y . To provide added p r o t e c t i o n , i t i s suggested t h a t
the banks use r e s t r i c t i v e endorsements, where a p p l i c a b l e , as provided
f o r in Treasury Department Ci r cu la r No. 853, revised e f f e c t i v e
April 11, 1973.
Paying agents and issuing agents f or United St at es Savings
Bonds, Series E, and Federal tax d e p o s i t o r i e s t h a t normally send t h e i r
paid bonds, r e g i s t r a t i o n stubs and Federal tax deposits to t h i s Bank
by mail should make t h e i r own arrangements to send them by other means.
I f you wish to submit su b s cr ip tio n s or tenders fo r o f fe r i n g s
of Treasury s e c u r i t i e s , please arrange for t h e i r timely d e l i v e r y . In
the event of a s t r i k e , su b s c r i p t io n s or tenders may be entered by wire,
but will be s u b je ct to w r i t te n confirmation.

Statement of Conditions Under Which
Federal Reserve Banks will Handle
Certain Mail During a Postal I n t e r r u p t i o n

In view of

the extreme emergency condi ti ons which may prevail

in the event postal se rv i c e i s i n t e r r u p t e d , t h i s Bank will handle
c e r t a i n mail as pr ev io us ly described f o r d e l i v e r y by means of c a r r i e r
s e r v i c e s only under the following co nd it i o n s:

All shipments should

comply with r e g u l a t i o n s which would apply i f the shipments were sent
by means of the Postal Service.

Any and a l l packages may be refused

f o r any reason and may be ret urn ed i f refused by any ot her p a r ty .

Reserve Bank sha ll have any r e s p o n s i b i l i t y f o r any valuables or

nonmailable mat ter sent to i t , f o r any f a i l u r e on the p a r t of the
sender to comply with the P ri v a te Express S t a t u t e s or any o t h e r law,
f o r any n e g l e c t , misconduct, mistake, or d e f a u l t of any ot her person,
f o r procuring insurance on any shipment, or fo r any special i n s t r u c t i o n s .
This Bank, and any o t h e r Reserve Bank to which a package may be s e n t ,
sh all have no l i a b i l i t y to any sender or any o th er person in connection
with a shipment handled by i t , including without l i m i t a t i o n l i a b i l i t y
f o r m i sd el i v er y, l o s s , or del ay, except f o r i t s own gross negligence.
The sender sha ll indemnify each Reserve Bank handling a shipment for
any l o ss or expense r e s u l t i n g from such handling except loss r e ­
s u l t i n g from the Reserve Bank's own gross negligence.
