Preface
To fulfill legislative requirements, the Bureau of Labor
Statistics (BLS) publishes monthly estimates of the labor
force, employment, and unemployment for over 6,000
areas. BLS prescribes the methods by which each State
employment security agency prepares these estimates for
areas within its jurisdiction. Because data of uniform
quality are not available for all jurisdictions, estimating
methods vary. This bulletin outlines the basic methods for
obtaining estimates and provides a table showing the
general method of estimation for each county and city.

Section I. Introduction
component counties from the LMA. For most of these
LMA’s, the “claims/population disaggregation method”
is used. This method allocates employment to subareas
based on the most recent population data published by
the Bureau of the Census. It allocates unemployment to
subareas based on (1) the distribution of UI recipients
among component areas, and (2) the distribution of the
population by age among areas in the most recent decen
nial census. In a few States where current UI claims data
by county of residence are not available, employment and
unemployment relationships from the decennial census
are used—referred to as the “census share procedure.”
After county estimates are obtained, estimates for
component cities are developed. In 10 states,4 the
allocation for many cities is based on the claims/popula
tion disaggregation method. However, in the rest of the
States the allocation for all cities within the State is based
on the census share procedure.
The estimates obtained by the methods outlined above
and described in more detail in the appendixes are the
official BLS estimates produced to fulfill the require
ments of the Public Works and Economic Development
Act of 1965 as amended and the Comprehensive Employ
ment and Training Act of 1973 as amended (CETA).
However, under the 1978 Amendments to CETA, BLS
is also required to provide an additional estimate for each
of the 30 large metropolitan areas for which BLS had,
before 1978, made independent estimates based upon the
CPS annual average for the area—and for all subareas
within these metropolitan areas.5 Affected areas are
footnoted in table 1. The estimating method, except for
the use of the CPS estimate in the production of the LMA
annual average, is exactly the same. These alternative
estimates, which are required for certain fund allocation
programs, supplement the official estimates developed as
part of the Federal-State cooperative program.
All estimates are published each month through the
National Technical Information Service of the U.S.
Department of Commerce in State, County, and Selected
City Employment and Unemployment, and CETA Area
Employment and Unemployment. The supplementary
estimates for CETA are included as an appendix in the
CETA volume.
Each month the Bureau of Labor Statistics (BLS)
publishes estimates of the labor force, employment, and
unemployment for the 50 States, about 200 large labor
market areas (LMA’s), several hundred smaller LMA’s,
3,000 counties, and over 1,000 cities with 25,000 or more
inhabitants.1 Under a Federal-State cooperative pro
gram, BLS defines the concepts, methods, and technical
procedures, and State employment security agencies
produce the estimates.
The estimates for States and large areas are suitable for
economic analysis. For most of the less populous areas,
however, the data are produced only because they are
required under Federal legislation as part of the basis for
allocation of Federal funds.2
Table 1 identifies the methods used to obtain monthly
estimates for each county and city. The table also indi
cates the time period for which each method was used, so
that users may be aware that many estimates do not con
stitute consistent series. The following paragraphs briefly
summarize the different methods; the appendixes provide
additional detail.
Official estimates for the LMA’s of each State are
produced independently by a building block method
which uses a survey of payroll employment and admin
istrative data from the unemployment insurance (UI)
system of the State to estimate employment and
unemployment—referred to as the Ul-based estimating
method. (See appendix A.)
Estimates of employment and unemployment in the
LMA’s, when added together, must equal the estimates
for the State as a whole. For the 10 largest States,3
statewide estimates are obtained directly from the
Current Population Survey (CPS)—a monthly survey of
households conducted nationwide. For the remaining
States, statewide estimates are derived by the Ul-based
estimating method adjusted to the CPS using a 6-month
moving average.
For LMA’s which encompass more than one county,
the next step in the estimating process is to split off the

Commerce.

Section II. Counties and
Cities Listed by Estimating
Method
Estimating methods for each county and city listed in
table 1 are those used to develop the employment and
unemployment estimates for the period shown. Five
categories are identified in the column headings. A date
in any column indicates that the procedure was in effect
for the specified time period. The table reflects pro
cedures in effect for the 1975-79 period.

States are arranged alphabetically, as are counties
within each State. Cities are then listed within the coun
ty of which they are a part. In the few instances where a
city crosses county borders (e.g., Oklahoma City,
Oklahoma), it is listed in the county where the majority
of the population is located. Census divisions in Alaska
are listed as counties.
Some States have “ independent” cities which are not
part of any county (e.g., Philadelphia City, Baltimore
City, and many cities in Virginia). These are listed
alphabetically after the counties. Data for counties in
the five states within the New England Region are ac
tually sums of city estimates, which have been
developed using eith the census-share or claims/popula
tion disaggregation method. The table shows these
county data as having been estimated by the same
method used to produce the city estimates.

be found in Manual fo r Developing Local Area
Unemployment Statistics (Bureau of Labor Statistics,
1979), available upon request from the Assistant Com

The procedures used in 1979 will remain in effect dur
ing 1980, except as noted in Table 1. The first column
indicates whether the Ul-based estimating method is us
ed to obtain employment and unemployment estimates.
The next two columns indicate whether the estimates are
based on claims/population disaggregation. Counties in
multicounty LMA’s are identified using the second col
umn. Cities for which claims/population disaggregation
is used are indicated in the third column. The last two
columns indicate whether the estimate is based on cen
sus shares from an LMA (fourth column) or county
within a multicounty LMA (fifth column).
All cities for which estimates are developed by the
census share procedure are placed in the last column
(census share from county). By referring to the county
in which the city is located, users can determine whether
the county estimate was developed through census

Labor Force, Employment, and
Unemployment Estimates for
States and Labor Market Areas
employment estimates for the current period to obtain
adjusted employment estimates.
Federal-State cooperative program
Labor force, employment, and unemployment esti
mates for States, labor market areas (LMA’s), and other
areas covered under Federal assistance programs are
developed by State employment security agencies under a
Federal-State cooperative program. The local unemploy
ment estimates which are derived from standardized
procedures developed by BLS are the basis for
determining eligibility of an area for benefits under
Federal programs such as the Comprehensive Employ
ment and Training Act, and the Public Works and
Economic Development Act.
A detailed description of the estimating methods may
be found in Manual for Developing Local Area Unem
ployment Statistics (Bureau of Labor Statistics, 1979),
available upon request.
2. Preliminary estimate—unemployment. In the cur
rent month, the estimate of unemployment is an ag
gregate of the estimates for each of three building
block categories: (1) Persons who were previously
employed in industries covered by State unemploy
ment insurance (UI) laws; (2) those previously em
ployed in industries not covered by these laws; and (3)
those who were either entering the labor force for the
first time or reentering after a period of separation.
This is referred to below, as the Ul-based estimate.
An estimate for those previously employed in
covered industries is derived from a count of current
UI claimants, plus estimates of claimants whose
benefits have been exhausted, those persons disquali
fied from receiving benefits for nonmonetary reasons
(because they quit, were discharged for cause, etc., but
would otherwise have been eligible), and persons who
either filed claims late, or did not file.
Estimating methods
Monthly labor force, employment, and unemployment
estimates for 10 large States (New York, California,
Illinois, Ohio, New Jersey, Pennsylvania, Michigan,
Texas, Massachusetts, and Florida) and two areas (Los
Angeles-Long Beach metropolitan area and New York
City) are sufficiently reliable to be used directly from the
Current Population Survey (CPS). For CPS concepts,
see “Explanatory Notes, Household Data,” in Employ
ment and Earnings.
Monthly employment and unemployment estimates in
the remaining 40 States, the District of Columbia, and
labor market areas are prepared in several stages:
The estimate of those previously employed in industries
not covered by UI is derived by applying to the
employment estimate for each noncovered industry or
class of worker subgroup in the State, the ratio of covered
unemployment to covered employment, weighted by
factors reflecting national historical relationships.
For the third category, new entrants and reentrants
into the labor force, a composite estimate is developed
from equations that relate the total entrants into the labor
force to the experienced unemployed and the experienced
labor force. For each month, the estimate of entrants into
the labor force is a function of: (a) the month of the year;
(b) the level of the experienced unemployed; (c) the level
of the experienced labor force; and (d) proportion of the
working age population that is considered “youth.” The
composite estimate of total entrants is defined as:
1. Preliminary estimate—employment. The total
employment estimate is based primarily on data from
the survey of establishments which produces an esti
mate of payroll employment. This place-of-work es
timate must be adjusted to refer to place of residence as
used in the CPS. Factors for adjusting from place of
work to place of residence have been developed for the
major categories of employment by class of worker
and industry on the basis of employment relationships
which existed at the time of the 1970 Decennial
Census. These factors are applied to the payroll

the direct CPS area.
5. Benchmark correction procedures. Once each year
monthly estimates prepared by State employment
security agencies using Ul-based estimating proce
dures are adjusted, or benchmarked, by BLS to the
annual average CPS estimates for the 40 States for
which monthly CPS estimates are not available. This
adjustment is necessary because the State-prepared
estimates are not as reliable as the CPS annual
averages due to differences in State UI laws, the
structural limitations of the Ul-based estimating
method, and errors in the UI data.
The benchmarked estimates are produced in three
stages. First, the monthly Ul-based estimates are
adjusted by the ratio of the CPS to the Ul-based
annual averages. Second, the difference between the
ratio of annual averages for two consecutive years is
wedged into the monthly estimates in order to
minimize the disturbance to the original series. Finally,
the second-stage estimates are forced into agreement
with CPS annual averages. In the 10 States which use
CPS estimates monthly, no benchmark correction is
required, as the average of the 12 monthly State CPS
estimates will equal the CPS annual averages.
3. Correction factors. Correction factors for employ
ment and unemployment are then applied at the State
level to the Ul-based estimates obtained above for each
of the 40 States and the District of Columbia. These
correction factors are based on the ratio of the CPS to
the Ul-based estimates for the 6-month period ending
in the current month (e.g., a 6-month moving average).
4. Substate adjustment fo r additivity. Independent
estimates of employment and unemployment are
prepared both for the State (obtained directly from the
CPS in the 10 large States or by the Ul-based method
in the remaining States), and labor market areas
(LMA’s) within the State. The total labor force
included in the LMA’s exhausts the geographic
boundaries of the State. A proportional adjustment is
applied to all substate LMA estimates to ensure that
the substate estimates of employment and unemploy
ment add to the independent State totals. In California
and New York, which also have substate areas taken
directly from the CPS, the additivity adjustment for

Market Areas
Once estimates for States and labor market areas
(LMA’s) have been developed, estimates are made for
counties and cities within LMA’s. Two methods may be
used.
subareas are developed from recent population data. It
shows the population data for a hypothetical LMA and
its two component counties for 1975 and 1976 (columns 1
and 2). The figures in parentheses are the proportion each
area was of the LMA during the base period. The 1975
proportions are used to distribute 1977 employment
among the counties; the 1976 proportions are used to
distribute 1978 employment.
1. Claims/ population disaggregation—used for most coun
ties located in multicounty LMA’s;
2. The census share procedure—used for most cities.
Both procedures allocate a portion of the overall
employment and unemployment within the LMAtoeach
local area. A detailed description of the estimating
methods may be found in Manual for Developing Local
Area Unemployment Statistics (Bureau of Labor
Statistics, 1979), available upon request.
Unemployment. Separate procedures are used to
distribute the three main categories of unemployment to
subareas within an LMA. For the first category—the
experienced unemployed—the percent of the total of UI
recipients in the LMA who reside in the subarea is used.
For the second category—entrant unemployment related
to the size of the labor force—the proportion of youth in
the population of the subarea within the LMA during the
most recent decennial census is used. For the third
category—entrant unemployment related to the number
of experienced unemployed—the distribution of the adult
population within the LMA during the most recent
census is used.
Table B-2 illustrates these procedures fora hypotheti
cal LMA consisting of two counties. Columns 1, 2, and 3
provide the necessary Ul-claims and population data.
The Ul-claims data are for the current month and
population estimates are from the most recent decennial
census. The figures in parentheses are the proportion each

Claims/population disaggregation
Employment. Under the claims/population disaggrega
tion method, employment within the LM A is distributed
based on the most recent annual population data
published by the Bureau of the Census for each county
and city. As a result, employment estimates for the county
reflect changes in total employment in the LMA and
changes in the relative distribution of the population
within the counties which make up the LMA.

current estimate of employment in City B1 (28,750 in
column 3) was obtained by applying the 1970 census
proportion (.250 from column (1)) to the current LMA
employment level (115,000 from column (3)). Unemploy
ment for city B1 for the current period (3,200 in column
(4)) is similarly derived by applying the 1970 census
proportion (.400 from column 2) to the current LMA
unemployment level (8,000 in column 4).
