( 1 ) Reference is made to the provisions of Section 130.3 of the Regulations of April 10,
1940, as amended on June 14, 1941, issued under Executive Order N o . 8389, as amended,
relating to applications f o r licenses.
( 2 ) The provisions of such regulations are hereby waived in the following respects:
( a ) Applications f o r licenses shall henceforth be filed in duplicate instead of
triplicate.

( b ) Applications executed by persons within the United States need not be executed under oath.
