Lins has been appointed Manager a t large of the bank and will sign in that capacity and not as Manager of the Government Deposit Department which has been converted into a division of the Certificates of Indebtedness Department. Jay E . Crane has been appointed Assistant Secretary of the bank and will sign in that capacity. The facsimile signatures of Mr. Lins and M r . Crane will be found in Circular No. 251, above referred t o . Edward H . Hart has been appointed general counsel and will sign correspondence on behalf of the bank ^M^T Carl Snyder has been appointed Manager of the Statistics Department of the bank and will sign correspondence on its behalf CLL^^T The authority of Vincent A. Harvey to sign per procuration has been cancelled. Thomas Bruder has been appointed a holder of procuration and will sign in that capacity. M r . Bruder will sign H . C.
