To ALL BANKS, TRUST COMPANIES, SAVINGS BANKS, BANKERS, INVESTMENT DEALERS AND
PRINCIPAL CORPORATIONS IN THE SECOND FEDERAL RESERVE DISTRICT,
DEAR SIRS :

The subscriptions received in response to the formal offering of the Secretary of the
Treasury to Treasury Certificates of Indebtedness, Series C 1920, dated September 2, 1919, and
payable February 2, 1920, were formally closed at the close of business Wednesday, September
3, 1919, upon telegraphic advice from the Treasury Department. Subscriptions, therefore, to
Series C 1920 received after that time cannot be accepted.
The official offering of this issue was contained in our Circular No. 197 dated August
25, 1919.
