TO ALL BANKS, BANKERS AND OTHERS CONCERNED:
In calendar year 1969, from January to July, the Treasury's Bureau o f A ccounts w ill
is s u e about 30 million ch e c k s preprinted on the back in a format different from that on
regular c h e c k s . Below the sp a ce for the p a y e e 's endorsement there w ill be a line
d esign a ted for the payee to insert his address in his own handwriting. Altogether about
600 m illion Treasury ch e c k s w ill be iss u e d during that year, but the others w ill not
carry the address lin e . A specim en o f the s p e c ia l format is shown b e lo w .
This is an experiment. By it the Treasury hopes to find out whether the addition
by the payees o f their a d d resses in their own handwriting w ill afford them and those
who ca sh their ch e c k s (merchants, banks and others) greater protection against forgeries
The ch e c k s to be used in the six-m onth test are th ose iss u e d for veterans com p en sa ­
tion and p e n s io n s , the one c la s s of payments coverin g a sin gle program with an appro­
priate volume for the test; the use o f this c la s s o f payments has no s p e c ia l s ig n ifica n ce
otherw ise.
The p a y e e 's insertion o f his address on th ese ch e c k s is not a mandatory condition
for their payment upon presentment to the Treasurer of the United States. In short, the
em ission o f the address w ill not, o f i t s e lf , c a u s e dishonor o f a c h e c k . N e v e rth e le ss ,
n q urgently request the cooperation o f the p a y e e s , and those who ca sh their c h e c k s ,
: o a ssu re that a d d ress es are written in.
O therw ise, the test w ill not produce meaningful
-esu lts.
