August 2, 1966 J Further Extension of Time for Receipt of Certain Deferred-Credit Cash Items To the Member and Nonmember Clearing Banks of the Second Federal Reserve District: In our Circular No. 5676, dated July 16, 1965, we announced the extension, from 1:30 p.m. to 8 p.m. on Mondays through Fridays (if not public holidays), of our closing time for the receipt of specially prepared computer-processed cash letters containing deferred-credit cash items drawn on or payable at four groups of Second District banking offices listed on the schedules accompany ing that circular. Favorable experience in the handling of such cash letters and improvements in our checkprocessing capabilities and in our motor carrier service for transportation of cash items to drawee banks make it possible for us to extend further the time under this arrangement and to include cash items drawn on or payable at additional Second District banks. Accordingly, effective September 6, 1966, the arrangement set forth in Circular No. 5676 w ill terminate, and the closing times for the receipt at our Head Office of cash items drawn on or pay able at the Second District banking offices shown on the accompanying eight schedules (comprising offices with high check volume within the range of our motor-carrier delivery services), w ill be extended as indicated below, provided the items received are (1) fully qualified in both the transit number and amount fields for high-speed processing, and (2) sorted by the depositing banks by means of computer equipment into a separate deposit for each group of banks shown on the accompanying eight schedules. Mondays through Fridays (if not public holidays) 9 p.m. Saturdays (if not otherwise public holidays) 10 a.m. Paragraph 6(a) of our Operating Circular No. 5, Revised effective October 31, 1960, provides for a 10 a.m. closing time on Saturdays (if not otherwise public holidays) for all Second District deferred-credit items of $500 and over deposited in separate cash letters. However, banks that participate in the special deposit arrangement for computer-processed items should include in their deposits under such arrangement all items, regardless of amount, drawn on or payable at banks included in the special deposit arrangement, and not include any such items in any of their Satur day deposits of items of $500 and over. The special closing times indicated above may subsequently be made earlier or later or dis continued entirely, depending upon experience and the volume of items received by us under the arrangement, and the list of drawee banks may be changed from time to time. Notice of such changes will be given to sending banks that participate in the arrangement. A bank wishing to participate in this arrangement need not necessarily prepare special deposits for all eight groups of banks. However, we urge you to consider the fullest practicable participation in this deposit arrangement. We believe the expansion of this arrangement will expedite presentment of substantially more Second District deferred-credit cash items, with more prompt return of unpaid items and earlier availability of credit to depositing banks. Member and nonmember clearing banks not already taking advantage of this program that wish to do so, and banks desiring additional information on the program, should communicate with George C.
