Notice is hereby given of the changes indicated below in the list of persons authorized to
sign in behalf of the Federal Reserve Bank of New York as contained in our Circular No. 3171,
dated January 3, 1947, as supplemented by our Circular No. 3187, dated February 21, 1947.

The assignment of R o y E. W e n d e l l as Manager, Government Check Department, has been
terminated. Mr. Wendell continues as Manager, Cash Department. A facsimile of Mr. Wen­
dell’s signature appears on page 6 of Circular No. 3171.
G e o r g e J. D o l l , Assistant Cashier of the Buffalo Branch, has been transferred to the
head office; and he has been appointed an officer of this bank with the title of Acting Manager,
and assigned as Acting Manager, Collection Department. A facsimile of Mr. D oll’s signature
appears on page 17 of Circular No. 3171. Mr. Doll continues as Assistant Cashier of the
Buffalo Branch.
H a r r y F. C o m e r e o r d has authority to sign per procuration correspondence relating to the
routine operations of the Credit Department, and also has authority to sign per procuration
Registration Certificates regarding the filing of registration statements pursuant to Regulation
W of the Board of Governors of the Federal Reserve System.

and 11 of Circular No. 3171 has been terminated.
C h a r l e s P r i c h e r now has authority to sign per procuration correspondence, advices,
receipts and tickets, and checks drawn on this bank, relating to the routine operations of
the Foreign Department; and also has authority to sign per procuration documents relating
to the importation, exportation and transportation of property in connection with the routine

3171. Mr. Martin continues to have the authority to sign per procuration, only in connec­
tion with the business of the Buffalo Branch, checks drawn by this bank as fiscal agent
of the Reconstruction Finance Corporation on the Treasurer of the United States pursuant to
instructions received by the bank from the Reconstruction Finance Corporation, as indicated
on page 18 of Circular No. 3171.
