The United States Boys' Working Reserve was formed in 1917 by the United States Department of Labor. Its purpose was to meet the labor shortage in American industries caused by World War I, particularly the farming industry, by assigning boys between the age of 16 and the draft age of 21 to work for a predetermined wage.
