Sometime ago I had the extreme pleasure of utilizing
the services of your staff and Bank to dispose of my hotel.
I wish at this time to extend my appreciation for the
courtesies shown me by Mr. Hemingway, Mr. Smear, Mr. Roe,
and Mr. Crouch, who are connected with your staff. They
were more than anxious to help me in every way possible in
this transaction.
As you undoubtedly know, I had little time to dispose
of my property. Naturally, any customers interested in
buying the property were not too anxious for a quick deal
knowing delay would cost me money. This is why I am anx­
ious to thank the Bank and the staff again and again for

into a lease on the 17th day of April, 1942, between Toyo
Yamamoto, landlord of Troutdale, Oregon and Walter L. and
Floy S. Morgan, tenant of Troutdale, Oregon* At that time
there was some indebtedness to the former owner of lamamoto
and we are happy to advise you now that we have obtained a
warranty deed from the former owner of said property which
has been recorded in Multnomah County on July 7, 1942.
This information is furnished you for your files.

Midori and I are together in the dormitory for women.
Her bed is right across the aisle from mine.
I'll look after
her so don't worry too much, Mrs, Baker,
She seems to like it
here but I think she's just a little bit homesick.
The food is pretty good and there's plenty of it.
The only thing is that we can't get any milk.
We tried to get
some today, but they told us that it's only for babies and
invalids.
It's really too bad that Midori had to come here.
I
thought surely she would be exempted.
I guess in case of war,
the Army won't take any chances.
Anyway I am glad that she
will be with me.

My husband is serving in the
S. Army at Fort McClellan
Alabama so I'm here all by myself.
I'm waiting for my mother to
join me here.
I'm terribly lonesome and I miss my husband very
much.
I probably won't be able to see him for the duration of
the war.
You know, M r s • Baker, I think Midori ought to have
some more blankets.
There's no heat in the building and it
gets awfully cold at night.
I got her one quilt which I bor­
rowed from Mrs. Hotori. Would you have Mr, Baker bring her a
couple of more blankets? I
I would like to ask a favor of you. Please get me
two soap dishes or soap boxes.
One is for me and the other one
is for one of the girls here.
I will pay you for them when you
bring them with blankets for Midori.
She also wants another
pillow and more clothes hangers.

The lights will be turned out in a few minutes so
I'll hurry and finish this.
Everything is just fine so don't
worry.

Dear Mr* Ifohrt
Reference is made to your letter dated July 29, 191*3, on
the above subjects.
The matter pertaining to the sale of property by HiehikawaTasui to Raymond at. Downing and the sale of property by Fasuo Tasui,
acting by and through Bay I. Yasui, his attorney-in-fait, and S. Yasui,
wife of % Y&sui, to Ronald J^yskell las been taken up with the San
Francisco office of the Alien Property Custodian and the following
information is submitted.
Ihe Axien Property Custodian has taken no action nor is any
action contemplated that would interfere with or preclude the accomp­
lishment ol the sax© of the a bove mentioned properties according to
the terms and agreements as set out in your letter of July 29, 19U5,
so long as these transactions are made aooordinr to the license pro­
visions of the United States Treasury Department.
According, to information in this office license Ho. SF23313
was issued to High!kawa-Yasui April 2, 1 & 2 , expiring May 1, 1 & 2 , which
in effect authorised over a period of thirty days transactions incidental
to the sale, lease, assignment or the complete and orderly liquidation
ol its farm at Hood River, Oregon, and another Treasury license, Ho.
SF21931, dated march 30, 1 & 2 , expiring June 1 5 , 191*2, was issued to
Kiyokawa-Yasui wnioh in effect authorised the taking of all necessary
steps in connection with the complete liquidation, etc. It is noted
that the agreement covering the sale of property to Raymond Downing
was dated ifty 9, 19U2. It is suggested that before this sale is
finally consianrated that an inquiry be made for the purpose of obtain­
ing assurance that all provisions cf the proper Treasury license have
been met.
Regarding the sale of property by M. Yasui to Ronald Fyskell,
as rei. erred to, the following information on Treasury license might not
be complete but it is submitted with the thought that it might be of
come assistance to you. Information at >»nd indicates that Ray T. Yasui,

** attorney-in-fact for Ifasuo Tasui, rendered a TF3E-1 affidavit on
the twenty acre farm known as Yaeui Bros. So. 1 in Food Fiver Countv,
Oregon, on February 23» 1 ^ 2 , and that on the same date a TFE-1 appli­
cation was made by him for a Treasury license to continue a normal
business operation of this farm.
Pursuant to this application the
Treasury Department issued license Ko. SF21325 on Meroh 21, \yi„2
effective over a period of thirty days, which in effect authorised
disbursements from a blocked account in an amount of f 1 ,5 0 0 . for the
normal conduct of business, or to take all necessary steps in connection
with the complete liquidation thereof.
There is no information in this
of1 ic© indicating that a renewal of this license was made and since the
sale agreement with Rorald Rvskeil was made on !*ay 11, 1 ^ 2 , after the
expiration of license &F21325, it is also suggested that an inquiry be
made to determine if Treasury license requirements have been mot before
this sale is finally accomplished.

that the necessary instructions will be found therein.

Something told me that I should go to Yakima right away and register
a complaint with the Federal Reserve Bank so we went over there today
as it seemed a good thing to get this attended to before the matter
got stale.
The man in charge is Mr. Roy A. Neilan. He happened to he in Toppenish
today on other business but I contacted him there.
After giving him my version of the story he immediately called his
chief by telephone in Seattle, repeated hthe outstanding facts in
the case over long distance and the following decision was reached:

This testimony of yours would then be forwarded to Mr. Neilan in
Yakima who would then come over to Kennewick and begin his investigation
with Seely and the others involved, and if there was any evidence of
unfairness in the protection of your equity, he would freeze the
whole thing, which is exactly what we want' him to do.
Now Elmer, this is what I said to Mr. Heilan, that according to my
understanding this land had been purchased under contract by your
'father a number of years ago, that the purchase price was about
$1600, that the contract had been paid down to about $800, and that
you therefore had an equity in the place of about $800 which together
with the unpaid balance was approximately the present value of the land.

this district you were approached by Mr.Seely who asked if you would
sell him the 20 acre place on which you were living.

That you thought you were selling Seely your equity in the 20 acres,
at a price to he mutually agreed upon,hjit instead Seely immediately
and without your permission or consent contacted the Trustee of the
Northern Pacific Land Company, said Trustee having authority to issue
a deed to the 20 acres, hut who was evidently persuaded hy Seely
to he unfaithful to the trust agreement‘you had with him, and he
issued Seely a deed to the 20 acres without permission or consent
from you, thus depriving you of your equity in the land and that
a notice was then issued upon you that the 20 acres had been sold
to Seely and that he was now the legal owner of the place.
whereupon seely notified you he would not buy your crops hut would
permit you to remain in possession of the place until such time as
you might he evacuated, and allow you or your agent the same privilege
to remain on the place to care for and harvest the crops up to
November 1st. of this year.
I went on to relate how afterwards, on the evening of the day when it
was necessary for you to en-train, Seely had notified your agent
John N.Davies of Kennewick, Washington that no occupancy of the house
or yard would he permitted without the payment of $15 per month r e n t ,
that irrigation charges for balance of the year would he $120 and that
he also wanted $25 additional to cover some hack taxes on the land.
I claimed it was necessary for the proper care and harvesting of the
crops that I live on the place and that these demands on the part of
Seely were unfair and did not protect your ownership of the crops.
I said you wished to have the v/hole unscrupulous deal set aside hy
order of the Federal Reserve Bank in whom is invested authority of
the United 'States Government and that proper protection he given to
your just equity or else that you he allowed to pay up the balance you
were owing to the Northern Pacific Land Company and a deed to the
20 acres issued to you.
Be sure Elmer, to give this man who will call on you the name and
address of the Trustee who gave the deed to Seely, and let me know; also
who this w a s .
I believe you had better let this man know that you are able and ready
to pay up the balance that was due the Northern Pacific Land Company,
if permitted to do so.
Please write and let me know immediately what you have done in
connection with this case.
