TRANSFER OF EVACUEE REAL PROPERTY, OR INTEREST THEREIN.

The following memorandum, dated March Of, 1/42, 'was
received from the Western Defense Command and Fourth Army, signed
by Karl R. Bendetsen, Colonel G. S. C., Assistant Chief of Staff,
Civil Affairs Division:

Reports to the FBI on substitute farmers

The Commanding General has directed me to request that
you instruct your property protection field renrecentatives engaged in the evacuation *program to do the
following:
a.
Where substitute occupants of property formerly
occupied, farmed, owned, rented or operated by
Japanese have been procured by your representatives,
or have been procured as a'result of negotiation initia­
ted by your representative, to furnish a list of such
persons to the nearest FBI office for checking and to
furnish a duplicate list through WCCA channels to this
Division for delivery to the Military Intelligence
Division."
In accordance with the above, Field Representatives are
requested to forward a weekly report as of the close of business
Friday, in triplicate, to the office of the Federal Reserve Bank
of San Francisco, with which they are affiliated.
This report
should include the name of the evacuee, the name of the new owner
or operator and a sufficient description of the property, so that
it might be readily identified.

to other owners for the period ending April 3* 1942*
The Instruction letter does not indicate clearly
that this report should be forwarded to Head Office and if
it is Intended that we should distribute the copies from this
office please wire us and additional copies of the report will
be used to make the distribution*

?e understand that the Farm Security
Administration has been requested to provide
information with respect to property matters
coming to its attention and that, therefore, our
reports should be limited to those matters in
which property transfers have resulted from or
have been related to activities of our own
representatives. Therefore, we question whether
it would be desirable to submit the reports for­
warded with your letter unless these transfers
fall within the classification discussed above.
It is our further understanding that
information of the character discussed in our
Instruction Letter No. 9 should be provided
locally to the F.B.I. One copy of the report
may be forwarded to us for transmittal to the
Military Intelligence Division.

Administration is reporting direct property
transfers which have been handled by it* Ob­
viously the transactions listed in the memorandum
accompanying your letter of April 16 were handled
by the Farm Security Administration and, no doubt,
have been or will be passed on to Military Intel­
ligence by that Agency.
7e believe we should avoid duplicating
such data, hence, do not believe that it will be
necessary for you to continue providing reports
on farm property transfer matters.

3* Number of persons interviewed at each office or contacted
in each community (where one person represents a group,
record as one person, but also indicate number represented)
4. Total of powers of attorney accepted at each office and
each visit during week, giving general description of type
of property covered. Please provide us with such report
for your zone to reach us early each Monday for compilation
of similar report for entire district. Your report should be
of close of business each friday. First report to be received
here Monday March 23, 1942 or as soon thereafter as possible
should cover period from beginning of operation.

Please be advised that for the period June
20, 1942, to June 26, 1942, inclusive, no substitute
farmers have been procured by representatives of the
Evacuee Property Department.
In view of the fact that the Evacuee property
office at 317 S. ft. Sixth Avenue, Portland, Oregon,^
was discontinued as at the close of business June 2o,
1942, and it appears that we will have no further
activity on thxs subject, please inform us il it will
be necessary to continue the rendition of this report.
