Miss Janet Weston of the Committee's staff has accepted
a position with the Bureau of Agricultural Economics, and while the
Bureau is ready to make the appointment at any time, they have agreed
to permit Miss Weston to remain with our Committee until the end of
September provided this arrangement is agreeable to her.

consented to rennin during August and September provided we can pay
her the same salary she would get at the Bureau, which is 42,600
per year or ;217 per month.

See. la (a) The carrier or party in posseasion of any of the properly hereih desellbed shall be

Gentlemen:

Receipt is acknowledged of your letter of the 26,'
with reference to the expenses incurred in obtaining information on failed banks and the changes in banks by states
in this district.
When I wrote you that we expected only a nominal
cost for obtaining information with respect to failed banks
in Virginia, I felt reasonably certain that the information
could be gotten by correspondence from the various county
seats where the receivers filed their reports. This was attempted without success and it was necessary for Mr. Ritchie,
one of the Virginia State Sank Examiners, to visit almost
every county seat in counties where state bank failures had
occurred. He had to travel from one end of the state to the
other, and, in our opinion, the charge of $507.64 is considerably less than it would have cost us to gather the information which was obtained by Mr. Ritchie.
In the case of South Carolina we found the examiner
had greatly underestimated the cost of obtaining information
needed to fill up the schedules on failed banks, and for this
reason we agreed to give him $750, for the job for which he
originally intended we should pay him $500. Mr. Fant, the
State Bank Examiner, told W. Hoxton and me that it actually
cost the State Department around $1,000, but that the information was worth something to his department and that he would
be satisfied with $750. We did not feel under the circumstances
that we should hold him to his original estimate of $500.

There may be some doubt as to the wisdo.a of questioning the
expenditures made by a Reserve bank on behalf of the Committee's work.
It does seem in the case of Virginia, however, that the payment is unreasonable. Mr. Fry has not been very coperative in the work of the
Committee, but he seems to have been handing out money rather freely
7ithout asking for our sanction in all cases, and in some cases the
results have bet been particularly satisfactory.

;ie received approximately 190 schedules from North Carolina which
varied widely as to the value of the data reported therein. Sixty of these
schedules show nothing as to what disposition was made of the bank after
closing. Of the 67 banks which are now in process of lirluidation the schedules on those which failed prior to 1927 (15 banks) do not report either
claims or payments. Very few of the schedules give any information as to
assessments after suspension and practically none record the assessments
prior to suspension. Generally speaking the North Carolina schedules are far
from satisfactory.
South Carolina
The following 2uotation from Mr. Fry's letter of January 26, 1931,
relative to the South Carolina suspension schedules probably explains the
high expense of their preparation.
"The State Department of South Carolina has gone
to a tremendous expense in order to obtain the information as renorted. The Chief Examiner estimates that
the examiner doing this work travelled about 4,500
miles in order to get the information he has gotten
from receivers of suspended banks."
The 226 schedulrs as submitted are in reasonably satisfactory condition.
Virginia

The 56 suspension schedules from Virginia are in good condition,
but unless unusual difficulties were encountered in preparing them, it would

expenditures on account of work of the Committee on 3ranch,
Group and Chain Banking in the offices of the State Banking
Departments of Colorado, Kansas, rebraska, Oklahoma and yontrig. The total of these payments amounts to 31,682.74, and
since it appears to hnve be n incurred outside the bank itself,
the bnnk is entitled to reimbursement to the amount under the
terms of the Committee's deci5lon lnst December.
The letter from the Kansas City Bank says, "the
statement represents all payments which we expect to be called
upon to make in connection with the data furnished for Kansas,
New alexico, Oklahoma, and Wyoming." The work in Nebraska will
probably not be completed for too or three weeks, however, and
they anticinate that there may be some further work necessary
in Colorado for vhich reimbursement will have to be made.

I have written a letter (signed by Sowed) to the Comptrollers
office asking for the condition reports on two groups of banks. One gro,„
consists of 225 national banks which suspended during 1929 and 1930, and
we requested in each case the last call report prior to failure, Miss
'aeston understands about the kind of tebulations to be made with these
reports and can proceed with the compilations when they come over. The
other group consists of 800 nntional banks which were in existence on
November 15, 1920, but have since suspended. Vie nsked for these 800 banks
the call report of November 15, 1920. The data which we want to take from
these reports when they come over is the same as that shown on pages 36-38
of Volume I of the Comptroller's report for 1920. This material shoolu be
ooapiled by states as well as by size of bank, size of community, etc.
Smead understands the type of analysis which i have in mind here. If
these reports came over in my absence, maybe you can make arrangements to
proceed with the tabulations.
Mr. Fleming is sending us six cories of his study on "Non-banking
Competition in the tate of Ohio.' When they arrive, will you please prepare for Dr. Goldenweiser's signature a letter to each of the ?ederal re.

the first part shall in no event be liable for any accident which may occur through the operation of
elevators or steam heating or lighting apparatus and shall not be liable in any way for any interruption of said service or for any accident or injury occurring in any way in connection with said plants
or service.

will keep in operation in the said building, for the use of tenants, a
apparatus
during
such periods as the same may be necessary between the first day of
steam heating
October and the fifteenth day of May in each year; and will employ a janitor to take charge of
the rooms in said building; also furnish a reasonable amount of electricity, as the said party of the
first part may determine for lighting said rooms, reserving the right, however, in case the said parts.

or agent, uses the electricity in an extravagant or unreasonable manner, of requiring the said part.7.

be repaired within sixty days from time of such injury, then this lease shall cease and determine

rent apportioned to the time of such injury, and shall immediately surrender the leased premises to
the said party hereto of the first part, who shall enter upon and repossess the same. If such injury
can be repaired within sixty days thereafter, the said party hereto of the first part may enter and
repair, and this lease shall not be affected except that the rent shall be apportioned and suspended while
such repairs are being made.
PROVIDED FURTHER: That if the said party of the first part shall have given two months'
written notice to be served by leaving the same on the demised premises previous to the expiration
of said term, or of any subsequent term created under the provisions hereof, of his intention to
change the terms and conditions of this lease, and the said part. 7.. hereto of the second part shall
hold over at the end of the then current term after such notice, the said part.y.. hereto of the second
part shall be considered as a tenant, under the terms, remedies and conditions of this lease, as changed
and modified by said notice, for the further period of one year, and thereafter from year to year,

The attached bill from Mr. Wills for .1.98.95 for .
fifteen days' work seems rather exorbitant in view of the
fact that we employed him last jeptember at a straight salary
of :;150.00 per month. It seems, however, that since that time
Mr. Wills has been shifted from Washington to Connellsville
and makes the latter place his headquarters. When he is
away from Connellsville, therefore, he is allowed transoortation and subsistence.
When I asked Mr. Polger of the Comptroller's office
if he would get someone to prepare these schedules, he suggested that he might get Yr. Wills because of his previous
experience in preparing sched,Iles, but did not speak of the
chance in Mr. Wills status or 'mention the fact that this would
necessitate paying his transportation and subsistence. Since
the wor,,
,- has now been completed, however, there seems to be
nothing for us to do but pay Mr. Wills according to the statement submitted.

the appointment of Mr. Greer to make the Canadian study. A,
have arranged with Mr. Greer, therefore, to begin his duties
next Wonday, ?ebruary 2nd, at a salary of V500 per month.
The appointment wns made for three months with the understanding that his services might be reouired for a longer period.
It is understood with Mr. Greer that he may consider
New York his headquarters while making this investigation and
that when his presence is renuired in Washington, we will pay
for his transportation plus a subsistance allowance of :5.00
per day. On other authorized trips we will pay his actual
expenditures on the submission by him of expense accounts.
Dr. Goldenweiser will presumably confirm to you
this appointment and request you to place Mr. Greer on the
salary list.

the said party hereto of the first part, who shall enter upon and repossess the same. If such injury

repair, and this lease shall not be affected except that the rent shall be apportioned and suspended while
such repairs are being made.
PROVIDED FURTHER: That if the said party of the first part shall have given two months'
written notice to be served by leaving the same on the demised premises previous to the expiration
of said term, or of any subsequent term created under the provisions hereof, of his intention to
change the terms and conditions of this lease, and the said part..r. hereto of the second part shall

We arranged with the Chief Clerk in the Office
of the Comptroller of the State of Florida to have him compile
reports on bank suspensions in Florida at $1.00 per report.

am herewith enclosing bill from Mr. L. T. Galphin, Jr., for
4gpitoo, which we have paid. We felt that Mr. Galphin would
--get more complete information and agreed to allow him the stated
amount for each report, which we thought was reasonable; in fact,
this is much less than it would have been had we had our representative remain in Tallahassee on expense long enough to complete
the reports.

Your letter of yesterday is received regarding
the prorating of the expenses of the two system committees.
I am asking our Accounting Department to prepare early in December a separate statement of the expense of
each committee up to and including November 30.

These statements

will be submitted to you and Mr. Smead respectively, and it can
then be decided whether it will be best to prorate the expense
already accrued this year, or to let it go over. Personally I
have no very strong feeling in the matter one way or the other,
since the amounts will not be very great, but there is probably
something to be said in favor of having the banks absorb the expense in the year in which it was incurred.

the banks this year. I personally feel, however, that it would be better to
have each Federal reserve bank advised of its prorata share of the expenses
for inclusion in their 1930 figures.

Our Accounting Department call my attention to the
fact that we have disbursed up to this time as expenses of the two committees on Bank Reserves and Group, Branch and Chain Banking approximately
$5,600. and $11,800. respectively, and raise the question as to whether
we should prorate this expense among the other Federal Reserve Banks before
December 31 this year, or whether we should let it run until the work of
the committees is finished.
Since this will be an expense to all of the banks,
it seems to me it would be more advisable to distribute it this year than
to carry it over into next year, but before taking any steps in the matter
would like to have your views about it. If it is decided to distribute it
this year, my suggestion would be that we have a statement of the expenses
prepared for submission to the chairmen of the committees early in December,
say including expenses up to November 50, after which the banks could be
advised as to their prorata shares. If for any reason it seems desirable,
however, we have no objection to carrying it over to next year.

Your letter of August 23 is received enclosing copy
of Mr. McClure's letter regarding the bearing of the expense of the preparation of reports covering suspended banks.

I have dictated an acknowl-

edgment to Mr. McClure which would be what I would send him.

It says a

little more than yours in some respects, and less in others, but it is
noncommittal, and I should think in the circumstances would be the best
way of handling the matter since it defers a final decision until there
shall have been a meeting of the committee.
The committee will, of course, need to give consideration to this matter, but my present thought is that by the time
the committee gets around to consider it we shall have heard from all
of the banks as to their views, and will also have some idea of the
total cost and how it divides itself, so that we will be in a better
position to determine whether a reimbursement to all banks which incur
an expense with an assessment against them prorata as to size, will
represent any better treatment of the expense than to let each bank
pay for the expense which may be incurred in its district.

Your letter of August 20 is received advising
that you have requested the Oklahoma Bank Commissioner to proceed with
the work of preparing the reports covering suspended state banks in
Oklahoma.
In the last paragraph of your letter you have asked
whether the several reserve banks would be expected to assume the cost
of this work, or whether the committee would reimburse the banks.

It

had, I think, been the original thought of the committee thayince its
work was being done as an expense of the system as a whole, tempt each
reserve bank would assume such part of the cost as might result from
work to be done in its district; but if this results in placing an unequal burden upon the reserve banks, the committee would no doubt ”ndp,
-trIke te make such an adjustment as would distribute the cost eouitably.
No decision has been reached, however, as to just what would be done,
and since Mr. Goldenweiser and Mr. Smead are both absent from Washington
on vacation at the present time I am afraid I cannot answer your question
positively.

On the afternoon of Thrusday, August 14th, Mr. Rounds
not having called yet in reply to my letter to him of the thirteenth,
I called him to talk about the question of expenses for lookillg up
the records of suspended banks. He agreed that we should go ahead
and authorize these expenditures and othors as well, with the stipulation that we should, if possible, ask the reserve banks to estimate
the cost of the work.
As to the question whether the System as a whole or the
individual bank should bear the expense originating in the different
districts, he was undecided. He felt, however, that if any of the
banks insisted that the expense should be borne by the System, it
would be difficult to refuse to reimburse them. Inasmuch as most
of the banks that have spoken of the matter at all have indicated
indirectly that thsy expected to bear the expense themselves and
inasmuch as no more than an indirect indication has been given on
the other hand by other banks mentioning it that they expected the
System to pay for it, he thought it was best to let the matter ride
for decision ;then it became an issue.

At the request of the Federal Reserve Banks Committee on Group, Chain
and Branch Banking, the Comptroller of the Currency has consented to assemble
certain data in his office for the information of the Committee. It was the
understanding that the salaries of the employees detailed to this work would
be paid by the Conmittee and I have learned this morning that the Comptroller,
on August 7 assigned Er. Thorpe G. Drain, Assistant National Bank hxaminer, at

Two letters opme in this afternoon on the subject of bank
suspensions which I wanted to talk with you about, but inasmuch
as it was so late in the afternoon I thought it would be better
to write you . bout the matter and ask you to call me tomorrow
after you had thought over my letter.
The first letter in cuestion is from Mr. McClure at Kansas
City who encloses a letter from Colimissioner Shull of oklahoma
saying that they have no facilities for making out the onestionnaire on suspensions, but can get it done for us at a cost of
.t2.50 a suspension. Since there have been about 276 in oklahome, this would amount to 4690.00.

two other states. The indications are that the work will be done
without charge in Illinois, Iowa, Florida and Georgia, whioh I mention among others because they have a heavy record of suspensions.
There is nothing, however, so tar to indicate that we may not be
asked to pay ear the work in North Dakota, South Dakota, Nebraska,
Missouri, etc. We have simply their acknowledgment of the forms
for those states with no indication yet as to the commissioners'
attitudes.
In the letters from the St. 7,ouis and the Dallas banks, however, there are indications that difficulty is anticipated which
may cost something. In Minnesota, as you may have heard, we are
blocked by the comAssioner's absolute inability, according to his

directly affected or by the system as a whole. The letters from some
of the reserve banks indicate that they expect to pay the expense
themselves, but Chicago writes of it as being "met by the system.“

PRESS PROOFS: An extra charge will be made for press proofs. Unless customer is present when form is made
ready on the press, so that no press time is lost, press standing awaiting O. K. of customer will be charged for
at current rates for time so consumed.
POSTAL CARDS AND STAMPED ENVELOPES: Being a cash expenditure, customers are expected to furnish
these with their order. If they are not furnished an extra charge of 10 per cent for additional services for securing will be made on the amount required to purchase them.
QUANTITIES DELIVERED: Owing to manufacturing fluctuations, a variation of 10 per cent either in excess or

Your letter of April 30\just reached me this
morning.
We will make arrangements to have Mr. Riddle's
salary check sent to him on the fifteenth and last day of each
month. I would suggest that his bills for transportation and subbe submitted
sistence and also for the per diem allowance of
semi-monthly
or
monthly
as
may
suit
his
convenience,
to you either
and upon your approval we will also arrang- to pay those bills.
This I think will be preferable to our attempting to anticipate
the amount of the subsistence or other expenses.
You have not mentioned in your letter just what
the arrangement with Mr. Riddle was. My recollection of it is thRt
we were to pay him a salary at the rate of a2,000. per annum, plus
traveling expenses and also plus a special subsistence allowance
of
per day in lieu of other expenses for such time as he might
spend in Washington. Since I am dependent for this information entirely upon my memory I would be glad if you would confirm it before
I issue instructions for the drawing of checks.
We shall be very glad to pay the expenses as
covereS by his statement of April 301 which includes per diem to
that date, and I am enclosing check herewith to Mr. Riddle's order
to cover this item.

At. Riddle will go on the Committee payrill beginning
tomorrow, May first. I suppose you can maks arrangements to have his salary check sent to him twice a
month, together with the 16 per day subsistence for such
days as he spends in Washington. You remember that we
*greed to give him that amount.
I an also sending you a statement of his expenses
for the three trips he made to Washington on March 5-6,
March 11-12, and on 4arch 30. It would save considerable trouble if you could pay his his per diem for the
period prior to May first (as well as subsequently), because that would avoid making out any cumbersome expense
vouchers and also avoid the question about where his
headquarters are, Which is a technical matter in Government interpretation. If this is entirely *grumble to
you. I shall appreciate it, if not, we can arrange to put
the vouchers through here.

Dear governor Harrison:
Reference is made to the Board's telegram of
April 24, advising that because of the close relutionahip
of its committee on group, chain, and branch banking to
the banks' committee on member bank reserves, the Federal
Reserve Board had voted, subject to the approval of the
Federal reserve banks, to change the former from a Board
to a bank commOtee.
Replies have now been received from all of the
reserve banks approving the change, and, accordingly, the
Board has voted to make the transfer effective Vay 1, 1930.
It is understood that the status of the dommittee will be
the same as that of the bank eommittes on member bank reserves; also, that arrangements have been made with your
bank to pay the expenses of the oommittee under a procedure
similar to that followed in connection with the committee
on reserves, and to bill each of the other Federal reserve
banks accerdin„; to its pro rata share. The name of Mr.
J. H. Riddle, who is serving as secretary of the committee
on group, chain, and branch banking with salary at the rate
of $1,000 per mouths is therefore being removed from the
Board's rolls as of this date, and his salary, beginning
May 1, 1930, Should be paid by your bank in the same mp;::;er
as that of nr. ilinfield Riefler who is serving as secrctary
of the eommittee on reserves.

In accordance with your request, I have examined the proposed
lease of Room 607 in the Otis Building for the use of the Committee on
Bank Reserves and I have the following comments:
It is noted that the parties to this lease are the Albemarle
Investment Company and the Committee on Bank Reserves. Neither the Federal Reserve Board nor the Government of the United States is mentioned
or involved. The Committee on Bank Reserves has no legal existence and
in my opinion the individual or individuals who sign the lease on its
behalf will be the only ones bound thereby. If this is satisfactory to
you, however, I know of no particular objection to it.
The term of the lease is said to be for one year commencing
March 10, 1930 and terminating February 28, 1931. This is ambiguous
in that a period of ten days less than the year is not accounted for.
Nevertheless it is agreed that $540 rent in monthly installments of
$45 is to be paid. It would seam to be to be advisable to clear up the
point as to the payment of rent for this ten-day interval, in case this
has not already been done. I note also that the rent is payable in advance.
I doubt that the language now appearing in the lease is sufficient to authorize either party upon giving notice to terminate the

accident or damages caused by handling of electric lights or wires. .And thus the lessor party of
the first part shall in no event be liable for any accident which may occur through the operation of
elevators or steam heating or lighting apparatus and shall not be liable in any way for any interruption of said service or for any accident or injury occurring in any way in connection with said plants
or service.
The said party hereto of the first part hereby agrees to and with the said part.SOO hereto of the
second part, as follows:
First. That...IOW_ will keep in operation in the said building, for the use of tenants, a
steam heating apparatus during such periods as the same may be necessary between the first day of
October and the fifteenth day of May in each year; and .will employ a janitor to take charge of
the rooms in said building; also furnish a reasonable amount of electricity, as the said party of the
first part may determine for lighting said rooms, reserving the right, however, in case the said partIle
hereto of the second part, in the judgment of the said party hereto of the first part, his attorney
or agent, uses the electricity in an extravagant or unreasonable manner, of requiring the said partly*
of the second part to put in meters and pay for the amount used, or in default thereof, the supply
to be cut off. In consideration of the fact that no extra charge is made for light, excepting as aforesaid, or for heat, the said party of the first part shall not be liable for any failure to supply the same
not due to gross negligence on his part.
And it is agreed by and between the parties hereto, that if during the term of this lease the
building is so injured by fire or other casualty, not caused by the negligence of the said part litli hereto
of the second part, that the demised premises are rendered totally unfit for occupancy, and can not
be repaired within sixty days from time of such injury, then this lease shall cease and determine
from date of such injury. In such case the said part AIR hereto of the second part shall pay the
rent apportioned to the time of such injury, and shall immediately surrender the leased premises to
the said party hereto of the first part, who shall enter upon and repossess the same. If such injury
can be repaired within sixty days thereafter, the said party hereto of the first part may enter and
repair, and this lease shall not be affected except that the rent shall be apportioned and suspended while
such repairs are being made.
PROVIDED FURTHER: That if the said party of the first part shall have given two months'
written notice to be served by leaving the same on the demised premises previous to the expiration
of said term, or of any subsequent term created under the provisions hereof, of his intention to
change the terms and conditions of this lease, and the said par44". hereto of the second part shall
