I have your favor of the 10th, inst, advising
me that the transfer of the banks of this section from the
Dallas to the Kansas City district WS not advisable.
The banks of this section interest d in this matter are very
much disappointed as it is much to their interest and convenience
to be in the Kansas City district,.

hwv- receivmd a number of letters from banks outside of the

counties asked to be transfered wanting us to stay in the
Dallas district, their principle argument being " State Pride."
You will of course agree with me when I say that " sentiment
cannot be considered in a business proposition ",
I trust you will reconsider your present decission.
Should the check col1ecti'Dn system be madecompulsory, so that
all checks on member banks be cleared through the Fedreal "eserve
Banks of their districts, it will m'ke it very hard on us as it
will be practically impossible for us to clear through lianas.
We are heartily in sympathy with the Federal Reserve Bank system and want to work in it but sentiment and everything else
of that nature needs to be laid aside when it comes to considering the best interests of the banks concerned.

TO THE. FEDERAL RESERVE BOARD:
In the matter of the suggested transfer of certain banks
in the Texas panhandle from Federal Reserve district Number 11
to district Number 10, I submit herewith replies that have been,4
received from nine of the ten member banks in that section. Four
of the banks express a desire to be transferred.
remain with the Dallas district.

Five wish to

One bank has not replied.

The wishes of the four banks desiring to be affiliated with
the Federal Reserve Bank of Kansas City could be met by a transfer
of four counties, forming approximately a square in the extreme
northeastern part of the pantandle;

but, in view of the small

interests involved and for the reason that the banks do not appear
to be greatly inconvenienced by being obliged to carry reserve
accounts in Dallas, I recommend that no action be taken by the
Board.
State pride in Texas has developed to an unusual degree.
Foreign corporations doinp- business in Texas have been compelled
to become domesticated by securing charters under the laws of
Texas, and all movements to divide the State politically into
three or more states, have been overwhelmed by public opinion.
The transfer to another district of even a single county in Texas
would cause resentment throughout the State and would, in my opinion,
arouse sentiment against the Federal Reserve System which could

not be offset by the convenience that might accrue to the particular bank or banks transferred.

Dear Sir:have your letter of the 27th, inst, and note

We consider it to be to our material interest to

be placed in the Kansas City Federal Reserve Bank district in
place of Dallas.

Banks located on the Santa Fe rail road from

Pampa in Gray County Texas have no direct communication by rail
with Dallas.

Mail leaving Canadian at 3-25 P. M. reaches

Kansas City 1:0, the next morning at 7-50, practically twelve
hours.

_ail leaving here for Dallas cannot possibly reach

there for consideration until the second day.
A very large percentage of the business of this section of the
country is done through Kansas City and our principal balances
are kept there in order to meet eastern demands.
It is simply impossible for us to join

the clearing system

through the Dal]as Federal A serve Bank.

A large majority

of the checks on this bank sent us for collection or payment
by the banks in the state of Texas bear out of state endorsments,
therefore if these checks were cleared through Dallas we would
continually have to make transfers from Kansas City in order
to keep our reserve deposit intact.
For the same reason it is impractical for us to rediscount with
the Dallas bank on account of our having to transfer this money

inst, wherein you ask if we wouldprefer to be
changeu from the Eleventh Federal Reserve District,
Dallas, Texas to some other one, we wish to say
that we would like very much to be transferred to
the Tenth District, Kansas City for the following
reasons:
Te can transact business here up until
2 o'clock P.M. and forward to Kansas City and the
following morning, that business is taken up and handled
immediately. Our train service has been just about like
this for the past ten years.
By sending to Dallas, our transactions
leave here at 9 P.M. and do not reach Dallas until the
second day following. For example, we forwarded business
to Dallas larch 27th end received returns to-day, March
31st.
Further, Kansas City is our naturdU outlet.
All our business goes that way, cattle and hogs go to
Kansas City and our people have always dealt with Kansas
City ilerchants on account of the quick service and satisfactory settlements.
Our business relations with the Federal Reserve Bank of Dallas have been most satisfactory and pleasant and we are very sure that we get the quickest service
they can render, but railroad connections are unfavorable.
In going to Dall3s several changes are necessary. In going
to Kansas City no changes in railroad traffic as we are
on the main line of the 1—T & S. F southwest.

Dear Sir:
In answering yours of the 27th inst., will say
that the location of our membership in the Eleventh District
at Dallas is highly satisfactory and, in fact, we feel that
we would be at a slight disadvantage if we wwre in any other
District. We cite below a few of the advantages and disad—
vantages that we would be subjected to, if changed:
In the transaction of our business, it becomes
necessary to ship quite a large amount of currency by in-,
sured registered mail within the course of a year, the rte
to Dallas on insurance of currency is .150 per M, while the
rate to Kansas City is twenty cel:ts, thereby making a difference of .050. per M.
The paper that we have to offer for rediscount
is made up solely of cattle—paper and me feel that the Board
of Directots of the 11th District, which is made up of men
rho are thoroughly conversant with conditions in this terri—
tory, are better qualified to judge our offerings than a
Board residing outside of the State.
The Eleventh District Bank has been able to meet
all expenses and pay a dividend, even tho' their accomodations
in the way of shipping currency and parring items have been
very liberal, which is very much of an asset in their favor,
With reference to mail facilities, will say
that we can mail remittances, and other matter, from this
point on afternoon train, same reaching Dallas the next morn—
ing, equal mail service in opposite direction being available.

With reference to keeping balances in Kansas City,
will say, it is also necessary for us to keep balances in
New York, Chicago, Kansas City, and Ft. Worth all of which
accounts we deem necessary and would continue to maintain
the balances with these points, regardless of where Sur
Reserve Membership might be.
In closing, will say, that we are In Texas, with
Texas and for Texas first, last and all the time and would
so like to remain.

Gentlemen:Our geographical location practically prohibits
our doing business through the Federal Reserve Bank of Dallas
Texas, the district in which we are located.
Practically all our business is done in or through Kansas City
0.

Our mail f-cilities are twenty four to forty eight hours
quicker with Kansas City than it is with :Dallas.

Our princi-

pal checking point is Kansas City, which necessarily demands
that we carry our balances there.
All our cattle and hog shipments go east
If you will notice we are located in the extreme north eastern
part of the Panhandle of Texas, entirely out of touch with
Dallas.
Could some arrangement be made so we could be put in the Kansas
City district, it would be of material assistance to us and
would not detract in the least from the efficiency
Dallas Federal Reserve Bank.
