On the 17th of this month Mr. Mee, President
of the Security National Bank, wrote you asking if you would
not secure from the Comptroller's office the number of
banks in southern Oklahoma allotted to the Dallas District,
that keeps accounts in that city.

Believing you had over-

looked the matter he asked me to please write you again concerning same.
We are delighted over the encouraging sentiment
shown by yourself and colleagues in uniting for the purpose
of placing our state in Kansas City District.

We are very much opposed to the division of the
State of Oklahoma which places the southern half of the state
in the territory reporting to the Federal Reserve Regional
Bank at Dallas, Tex., and the northern half in the territory
reporting to the Federal Reserve RegiOnal Bank at Kansas City,
Mo.

We believe that any division of our state of this char-

acter is most harmful to the best interests of the state as a
whole, and would respectfully request that you use your best
endeavors towards the re-districting of this state so that
it may report as a whole to the Kansas City Regional Reserve
Bank.

Most of our business goes north and east, and the

sentiment in Oklahoma iB strongly in favor of reporting to
Kansas City in preference to any city in the south.

proposition is of sufficient importance to demand action of
every banker and business man of Oklahoma.

comrercial interects of Oklahoma is toward the north and
not southward, and that it would be going backward to try
to divett the business froNnatural channels.
In the evert that the present division of Oklahoma
should remain unchanged, inour opinion there would be no
probability of establishing a branch bark in the state, or
would an Oklahoma banker be recognized on the Federal board
Reserve Bank.

Believing that it would be to the best interests
of the state of Oklahora, ale believing that it is the
desire of at least ninty per-cent of the bankers and business
men of Oklahoma to have the ertire State in the Kansas City
regional district, we would request that you use every
consistent effort to have the Federal Reserve Board change
Oklahoma in to the 10th, reserve District.

Dear sir:I regret very much that in establishing the
boundry lines for the Regional Reserve Banks that
Oklahoma was divided into two sections. The bankers
of Oklahoma deem this a great injustice as in nearly
every instance all of their banking connections have
been with Kansas City or St. Louis, largely with
Kansas City.
This is the natural trend of our business and
especially so with this section of the State and we
would much prefer to be in the -ansas City district,
rather than the Dallas district. Another fact with
regard to Hughes County is that the present division
would greatly dis-oraganize Group 4 3, of the Oklahoma
Ban:frers Association of which Hughes County is a member
and the only County in Group 11- 3 that is not included
1)1 tbe -n-Isps City district.
As Chairman of Group A 3, of the Oklahoma Bankers
Association, I wish to protest against this division
and earnestly ask your influence that the State be
ineluaed as a whole in the Kansas City district, or
if the State is to be divided, that the boundry line
follow the South Canadian River so as to include
Hughes County in the Kansas City district that we may
not be seperated from the other Counties of Group 4 3,
and of which as afore-said we are a member.

My dear Mr. Wilson:
It may interest you to know that in a trip
I made yesterday in the southern part of the state, during
which I talked with two bankers at Rush Springs, two bankers
at Duncan, one at Comanche, one at Waurika, one at Terra', also
with two at Addington and one at Chickasha, - that without
exception all were opposed to the division of the State into
two Regional Bank districts, and all expressed a desire and
hope that the State might be again put back into one district.
At Terral and Waurika, both of which places
are within ten miles of the State line, the bankers were
particularly outspoken in the matter and feel that by all means
the State should be put back into one district.
Without exception, all of those whom I have
talked to feel that the division as made is a blow of the most
severe kind to the commercial and business interests of the
State, that it will in time destroy the solidarity of the
State and tend to build up the cities in the neighboring states
at our own expense.
I beieve you will agree in this conclusion,
and I wish to add that I personally feel that this tendency would
grow rather than decrease in the future, unless this great wrong
is righted and the entire State is kept together as it should be.

the manner of changing the rewhich part of Oklahoma is loall to the Kansas City district.

You state in your letter that you think a
good many of the banks in the central part of the state
ask to have themselves attached to the Dallas district.
Upon inquiry I learn that in January a poll was taken
or the banks and that there were only two or possibly
three that favored Dallas, ana since that time return
has been had from 260 banks and out or this number only
nine ravored Dallas, and in several cases they claim,
that personally the ofiicers or these banks favored Kansas City, but because of some ox the large stockholders
living in Texas they were compelled to take that position.
It is certain to leave the State intact; Will
not work injury to anyone in the state and it is reasonably certain that if the State is cut inttwo(that it will
seriously injure some.
Our people are very much in
earnest in this matter and they feel that you are almost
personally in position to have this change made.
I
learned yesterday that a committee or twenty rive or
more will vist Washington and see you in regard to this
matter.

I write to ask that you use your influence
with The Federal Reserve Board to the end ,that they
change the boundary of the K.C.distriet so as to
include all of Oklahoma in that district.
I can conceive of no reason to include this
territory in the Dallas district except to make up
sufficient capitalization for the Dallas bank,and
I believe they would have that without any of
Oklahoma. Our financial connections are almost all
with Oklahoma City,Lansas City and St. Louis.
This natural trend of business will continue as it
is though we remian in the Pallas district,however,
it will be at a disadvantage for we will be forced to
keep sur reserves in Dallas whereas they should be
kept where we will naturally go to borrow money.
I take it that our credit will be curtailed

considerably

by the fact that we are forced to carry our reserves
in a city wiarapoic where we have never,and perhaps,never
will ask for accommodations. Anything you may be able
to de for us along this line will be appreciated by us.

I note in your letter that

"The assignment of banks

in Southern Oklahoma to the Dallas Reserve District is open
to an appeal to the Federal Reserve Board"
We believe that this is a matter of vital interest
to the whole state and
put the entire state

a strong effort should be made to
in the Kansas City District.

We

know that the present assignment will upset our business
relations and will be a serious handicap to this bank.
When the banks of Oklahoma were asked to state their
preference, practically all of them gave Kansas City as their
first choice, and St. Louis as their second.
We believe that the division of the state is little
less than a calamity and if the Federal Reserve Board will
not assign the entire state to Kansas City, it ought to
assign the entire state to the Dallas District.

While that

would not be a satisfactory solution to the matter, I think
that it would be much better than the division.
We trust that you will do everything in your power to
help Oklahoma get a more satisfactory assig

This bank made a vigorous

protest to the Organization Committee

as to being placed the the Dallas District, but the same appeared of no
avail.

7e feel that the success of the new bill largely depends upon the

wisdom of the Orginazation Comittee and of the first directors elected.
Y:e feel that a great mistake has been made by the Organization Comittee
in splitting Oklahoma in two districts, and especially so when placing
any part of Oklahoma in a district with Texas.

The reason have been ad-

vanced and we believe them correct, that the bank at Jallas will be overtaxed before this section of the district will be in want.

We hope even

yet to be placed in a district where the deposits of the bank will be
greater than it will be in the Texas bank and where the territory will not
be demanding funds at the same time in every section.

7e hope that you

will use your best efforts to have Oklahoma placed in the Kansas City
District where we rightfully belong.

writing you relative to the division of Oklahoma into separate Federal reserve districts.
I am sure that your attention has been called
to this matter by a great many others who have
more direct and personal interest than I, however, I feel that the necessity of a reconsideration and the placing of the State of Oklahoma
in one reserve district cannot be too strongly
urged, and I wish to add my request that you
give this matter your unqualified and persistent
attention.
In my humble opinion, no local
governmental question has arisen since statehood which would so vitally affect the commercial development of Oklahoma as this. I do
not deem it necessary to present arguments in
support of these conclusions, for the reason
that I know they have been and will be forcefully
presented by others, but I do wish you to know
that business in general, independent of the
banking interests, is awake to the great injustice
which will be done if the State is not placed in
one district.

Sir:I have written you on one or two former occassions relative to
the location of Federal Reserve Banks.

This bank made

a vigorous

protest against being placed in the Dallas District when that evil
became apparant but nevertheless we were so placed.

success of the new currency bill depends largely on the wisdom displayed
by the Organization Committee and by the boards of directors that
to be elected in opening up these bank's.

been made by the Organization Committee in placing any part of Oklahoma
in the Texas District.

Our business all goes Torteast and we cannot

adjust ourselves to the new conditions without loss.

All of Texas will

call for funds before we need anything and the result will be that the
bank at Dallas will be overtaxed by Texas alone.

Texas in our opinion

should have been placed in a district without St. Louis or Kansas City,
but we are not interested in fighting the battles of the Texas bankers.
7e want relief

and ask that you do all you can to have all of Oklahoma

placed in the Kansas City District.

seem to me that the least you could do now it to try and go out and
rectify and corre!t the wrongs which have been imposed on Oklahoma by
this split•As for myself,I am a native TeRan and will feel perfeciy at
home with my business in Dallas,but the rest of the Oklahoma bankers wont
feel that way,as thee are not possibly over a dozen Oklahoma banks who
carry accounts in Dallas or possibly Texas ,and to split this State in t
this manner certainly has worked a great hardship on all the Oklahoma

We are of the opinion that you have had sufficient
notice that the action of the Organization Committee in
placing the state of Oklahoma in two Regional Districts
has been met with a protest from nearly every bank in both
sections of the state. This letter is for the purpose of
putting our Protest irAwriting, and placing us properly
before our rePresentatives in Congress, and the Federal
Reserve Board.
We protest and object to the fullest extent in this
matter, and will ask you to use your utmost efforts to
correct the existing conditions as created by the Organization Committee.
As you know, Senator, there exists in Oklahoma at
present, an Imaginary dast and west line, which is of no
material benefit to the state. With the action of the
committee, dividing our state north and south about equally,
which makes an absolute division in the greatest meaaure
possible, we feel that our representatives in Congress should
not stop short of anything reasonable to correct this
division.
The prestige of our state must stand upon unity, and
by unity only, can we make the proper showing to the world.
With a division of this character, it being more severe
than the average person will believe, we cannot hope to
make the showing commercially that would be made if the
state belonged to one regional district.
We shall expect to see thOeugh the press of your
earnest and able efforts to cl
,rect this matter. We feel
that we are only asking for what is right, and a right that
we have to ask for, knowing the benefits that would be
derived by us personally to be connected with a district of
which Kansas City is the regional bank point.

chorus of protest against the Southern Oklahoma being

a unit financially. Oklahoma City is at present our
natural financial center, at any rate for the western
part of the State. It would be very inconvenient to
say the least for the southern part of this state to be

years to doing business through Kansas City, and this is
our natural large financial center. The placing of us

Dear Sir:
Replying to your telegram of the 18th inst., will advise
that the overwhelming wish of the banks of the State of Oklahoma
is that the State be kept intact and all be put in the Kansas City
District.
Since the southern part of the state has been designated
as part of the Dallas District, there are certain bankers living
in certain towns who have been promised directorships by the
Dallas bankers; while in other places they have promised to secure
them a branch bank and have urged them to use all their influence with
you and senator Gore, es well as the Congressmen, to hold southern
Oklahoma in the Dallas District.
But even under these conditions,
there are but very few bankers that want to be in the Dallas District
.

Up to Friday evening there were 260 banks that had reported to
the Secretary of the State Bankers Association - 251 wanted to be in
the Kansas City District, end 9 expressed a desire to remain in the
Dallas District.
You must realize that where the owners of banks live
in Dallas or in that vicinity, they are urging their Oklahoma banks
to
stand by Dallas; but they are in such a minority that they will cut but
very little figure.
We certainly expect that you will have influence enough to see
that we are all put in the Kansas City District.
Trusting that you will
be able to put Oklahoma back on the map and not have the State
ruined by
the division as now made by the Organization Committee, we remain,

In the early territorial days of Oklahoma, there
existed much factional division and misunderstanding between
the people of the South and their Northern neighbors.

class had their prejudices against the other with the result
of constant friction.

But time, a new generation and inter-

marriage have produced a bond of union, until today the misunderstandings of early days are fast passing away.
But now comes the Federal Reserve Board, and establishes a "Mason and Dixon " line throuj-c. our state.

I am writini-, to you as protest against
the division of the State of Oklahoma into two
regional districts as was done pursuant to the
adoption of preliminary measures looking to the
enforcement of the recent Banking Act.
This is going to affect all business
men in the State in the fact that it disrupts the
general trend of commercial relations which from
this State is to the North and East.
In the case
of my business the fact that the people who are
paying money to me from thr: Southern part of the
state will necessarily clear their remittances
through 7)allas, is going to cause no little delay
in seucring payments.
I would appreciate a redistricting of
this State so as to include it all in the Kansas City District and I am sure that this is the
feeling of all business men in the State.

this will prove a detriment in the development of
our state, and I earnestly urge you to use your
great influence to see that this state is not divided.
Personally I do not care whether we are
included in the Dallas district or Kansas City,
but strongly protest against the state being divided.
As a life tine Democrat and one too, who
has always supported you, and believing a division
of this state would be detrimental, I feel justified
in making this request.

on the division of Oklahoma on the Federal Reserve Board. I think that this in extremely
unfortunate for our State. it will unqueslionably have a tendency to divide us commercially,
and what we want to pret away from down here is
sectionalism. Muskogee and Oklahoma City are
becoming the two financial centers, but this division will materially decrease their ds8fulness
as such.

I am that the division of our State in the regional
bank matter is a great injustice and will lose us,as
well as other banks in Oklahoma City, a large amount
of business.
We had no idea that the division would
be made, pinning our faith almost entirely in you and
still feel that the kind interest you have always manifested toards the business people of Oklahoma will
again carry us through , end in a way that will prove
satisfactory to all concerned.
At any rate your continued favor end efforts to have Oklahoma included

approved the division, thus
forever preventing this State from
developing any large
financial or commercial centers.
This organization is sending out
one
hundred and twenty five business
men to spend a week touring
the State in behalf of the trad
e interests of Oklahoma City.
We will have a number of good spea
kers, and would like to
know before we start whether
this report is true, or not.
This organization has alwaysfe
lt very proud of the results
of your work and felt assured
that you would do everything poss
ible for the henefit of the Stat
e.
We trust that the report is not
true and
that your influence will be
used for the best interests of
the
State. But the time has come
when we must know where we stand
and where our representatives
stand in this matter. Dallas,
Tex., is doing everything possible
to hold the Oklahoma territor
by assuring certain localiti
es that they can have a branch bank
,
and other localities that they
can have a Director in the parent
bank if they will assist in hold
ing the territory for that city;
while Dallas wholesalers and jobb
ers are assuring those people
that they have everything fixe
d and that Dallas will retain the
south half of Oklahoma.
We trust you will write us fully conc
erning the facts in this matter.
We want to know where you stand.

pleased in this matter, but it does look in my humble

Dear Sir:
Preparatory to presenting to the Federal Reserve Board, soon
after its organization, an urgent and emphatic request to have all of Oklahoma
included in the Kansas City district, this organization has been collecting,
in company with other organizations, a large amount of data which establishes
the claim that none of this state belongs by any right in the district of
which Dallas is the head.
your prominence in connection with the enacting of the new currency
law, and the fact that you are an Oklahoman, bases the general supposition
that you will do all possible to effect the desired change.
In fact, prior
to the announcement of the districting we understood from you direct that you
would protect Oklahoma's interest in this grave matter, and we naturally
assume that you are still anxious to do so.
However, during the many discussions that have taken place, it has been frequently stated by various
parties here that you agreed to the districting as it now exists, and that
you would not lend active support in our efforts to have the lines changed
so as to place the entire State in the Kansas City district.
This is a matter of tremendous importance to our State and City.
Before proceeding farther along the line we are following, we desire to
know whether we can depend on your active support in presenting our request
to the Federal Reserve Board.
We now have letters from 251 banks located
in that part of Oklahoma which has been assigned to the Dallas district, and
242 of these letters protest against this arrangement.
Nine favor Dallas.
Will you do your utmost to see that the Federal Reserve Board acts favorably
on our petition?

-age loans for thepast twelve years, I have established a credit with the local banks here that furnish me clearance
to take up out-standing liens held by other companies. But within
the -oast ten days I have been notified by my local bank on account
of the Federal eserve System placing them in the Dallas Texas district, a city where they have not been doing any business and causing them to divide their account from 1-ansas City, where they have a
credit established, that they would be obliged to cancel the crtdit
that has been extended to me during the past several years.
Now, Senator, if such a law as tills exists that is to put
our local banks up against a proposition like this, so that a local
business man is hampered in cariying on his business, it seems that
there should or could be arrangements made so that the banks of soutkern uklahoma could be placed in the Kansas City district where they
have been doing busiLless for years, and have their credit estaulished.
now, Senator, I hope you will stand oy the banks and
business men of Oklahoma and do everything in your power to see that
the banks in the southern part of uklahama are placea in the Kansas
City district.

all either in one district or the other; for if it remains divided as at present, I believe that the bill
which you have worked so hard to put through will do

Knowing that you have the interests of all o Oklahoma
at heart, I write to ask your assistance in getting
of Southern Oklahoma transferred to the Kansas City Regional Bank District.
Every one in Oklahoma is hurt by having the State divided,
but us poor unfortunates located in the southern portion are more so.
We realize that the Organization Committee had a big task
in front of it to apportion twelve banks among three times that many
applicants and to satisfy them all, but we are not disappointed because we did not get one of them for our town, but we do feel that
we are put to a great disadvantage by being put into the Texas
district.
We have absol ;tely no business whatever with Texas points,
everything going North and East, and Denver would be just as logical a point for a district toAinclude Kansas City, Kansas, as
Dallas is for us, and I mean by us, all of Southwestern Oklahoma.
I believe the ones directl:, interested are better able to
,
know their wants than the committce which had so much to look after,
and in matters of this kind, which are mere details to the 4ganization Committee but liase of vast importance to the banksinvod, I
should not think the committee wyuld take offense at our wanti
to be changed.

We notice by the press reports that the State
of Oklahoma has been divided into two Federal
Rescrve Districts, and as citizens of Oklahoma,
we wish to protest against this or any other
division of this State for these reasons. It
is an injury to our citizens and will injure
business arrangements already establishes,
because such interests are now one and to divide them into two separate districts would
naturally cause conflict among our people and
would tend to bring about unnatural division
in our State, which all of our citizens wish
to avoid.
Tith the exception of s few counties in the
souther!? part of the State our natural business trend is to Kansas City, Lo. We do not
know of a single business concern in this part
of the State who has any business with Dallas
Texas, nor do we know of a single farmer or
business man who has any business transaction
with that city.
We know that you are interested in the upbuilding of our State and beleive that you
will co-operate with the other good citizens
of this State in this matter and by so doing
we beleive that you will be doing our State
a greet service, and will assist in stopping
a sectional strife, which is bound to ensue
if we are put into two separate commercial
districts.

matter of locating regional banks, as the new law provides,
the Districting Committee for the Federal Reserve System
has, as you doubtless know, divided our State, putting the

To the Bank Addressed:—
We have not as yet received from you one of
the signed slips like the enclosed which we mailed you
a week ago and asked to be returned immediately. This
is exceedingly important, and we cannot put too much
stress on the necessity of hearing from every Oklahoma
bank in the Dallas district at once definitely. If you
want to be in the Dallas district, please state that
plainly. If you do not, sign this slip today and mail
to us, unless you already have one in the mail.
We admit that there is only a fighting chance
to get the district changed, but we have good reason to
believe it can be done. Today we have received from
Washington a signed statement by a high government
official whose support means as much to us as that of
any other man, saying he thinks this change can be made
if the banks will all sign the protest.
It is very important to not only send this in
but to wire your congressman and senators, unless you
have already done so. Let them hear from you direct in
protest against the lines as at present formed, if you
feel that way about it. We have received 220 replies
to date, of which 215 have been protest.
Remember we are working day and night on this
proposition in your interest and intend to keep up that
work until we get a decision. So please do your part
by forwarding the slip to us by next mail.

the stockmen to finance their business.

over the manner in which our State has been cut in
two by the Federal Reserve Board in fixing the boundaries of the territories for the various Regional
Banks.
They feel that it will be a great blow to
Oklahoma for the most of their trade relations reach
north, which the clearings of Kansas City and Dallas
will plainly show.
With the drouth and other troubles
Oklahoma has had the past three or rour years we have
had enough disturbance without any more being added,
and I do hope a change can be made, and that Oklahoma can be placed in the Kansas City district.
I am not a banker; de not own any bank
stock, and am interested only for the good of the State
and City.
The Chamber of Commerce, Traffic and other
trade Associations are of one mind, that this can only
work detriment to Oklahoma.
Oklahoma as a whole certainly will appreciate it if this change can be made.

various uources to the division of the State of Oklahoma
has been made by the :Federal Reserve Board assigning the which
northern half to the Kansas City Reicional Bank and the
southern
half to Dallas.
From the standpoint of the jobbers and manufacturers of Oklahoma, L rd in particular to Oklahoma
City,
we wish to state that we believe that, if continued,
such a
division will result disastrously to the trnicing and
business
interests of the state.
Oklahoma City, as you know, contains
many
jobbing houses which a tte -mi't to do business both in the large
northern
and southern portions of the ..tcte, an1 if a division
along
financial lines is to be made which will throw toms
only a few
miles to the south of us in a district which will have
financial relations with the Oklahoma City links will no close
seriously
ret`_'rd the growth and development of the wholesale
institutions
of this City, and cause untold inconvenience to the

business
transactions with institutions at the Capital of the

sub-bank, but
a division of the State through the center . makes
it unlikely that
such a bank will be established in Oklahoma.

connection with Dallas at any part of Oklahoma,

I am in receipt of your favor of the 7th inst. and
note what you say regarding the banks assigned to the Dallas
District and that the matter is open for appeal to the Federal
Reserve Board.
There will be a protest filed by practically every
bank in thAtdistrict.

In the meantime, I think it would be

well for you to go over this matter with the Secretary of the
Treasury and the Comptroller of the Currency.
I think you can get this matter ironed out for us,
and if you do you will redeem yourself in this state.

Mr. McAdoo

stated to one of our people when at Kansas City that you would be
able to take care of Oklahoma in having it placed in a district
without being divided, and we relied upon this statement very largely,
without making any direct representation to the Location Board more
than was made at Kansas City and in a brief filed with Secretary
McAdoo afterwards.
I think your home town of f:iuskogee is hit about as
hard as Oklahoma.

Never in the history of our state have the
business and financial interests been so thoroughly
aroused to a sense of discouragement, and we might
say despair, as since receiving the report of the
Federal Reserve Board dividing our state between two
Regional Bank Districts.
We have suffered many reverses in the past
and felt the depressing effect that comes from drouth,
crop failures, etc., but knowing these were only temporary, never lost our courage; but this last stroke
seems to have "gotten our goat" right. Our very foundation has been divided and we can no longer go on
with the work of building the great and substantial
commonwealth that has always been in our mind, with
the very walls of the structure being pulled apart.
We know that you fully realize this serious
condition without our going into detail, and will
therefore only urge upon you the utmost importance
of your exerting every effort possible to have the
state of Oklahoma placed entirely in the Kansas City
district.
We leave the matter in your hands, knowing
that you will do your best; and hoping for the desired results, beg to remain,

handle her crops.

Under the scheme of dividing the State

The banks in the Cotton producing section of the State will gradually get out of
touch with their former connections in Oklahoma City and Muskogee and will form
new connections in Dallas instead.

This will weaken the two financial centers

of our State when they need to be strengthened year

by year to keep step with

the agricultural and commercial progress of the State.
We hope that you will do all in your power to get the Organization
Committee to put the whole State of Oklahoma in the Kansas City district.

Dear Sir:As you know, two separate and distinct districts
in Oklahoma are created by the Organization Committee of
the Federal Reserve Syste, the one tributary to Li_ssouxi
and the other to Texas.
A careful study of the provisions of the new
currency measure, in connection with the information that
every banker and. business man in Oklahoma has concerning
the channels of business, shows conclusively that the result of this action can be nothine: more than a financial
calamity, to the business interests of the state at large.
To this action of the Committee, in dividing
Oklahoma and placinp: the southern portion of the state in
the Dallas District, we object, and offer in support of our
objection, thc following:First, the principal agricultural yroduct of the
south half of Cklahoma is cotton, and since this part of the
state is joined with Texas, the greatest cotton producing
state in the Union, the district will not be self stpporting
for the reason that every bank in the district will want to
borrow at the same season of the year.
Second, a close study of the map of Oklahoma discloses the fact that the proposed division injects financial
conflict into co, munities naturally allied and inter-dependent and. so diverts the local trend of trade, as to disorganize
established business interests.
Third, the growth of strong financial centers
within the state is essential to its welfare, and tith our
state cut in two there will be no opportunity to develop a
center of sufficient importance to justify a branch bank and
the two reserve cities that we now have, iduskogee and Oklahoma
City will not have sufficient territory left to support them.
Fourth, southwestern Oklahoma has but little business, if any, 'oith Dallas, and the natural trend is to Kansas
City.
Existinp: railroad facilities are cettain to prevent
economical diversion toward the South, for years to come.

do this City a great benefit, and personally, I assure you
that we have no other place to go for such favors as these,

As a citizen of Oklahoma, I am much interested in
seeing that ther6 is no further division, real or imaginary,
within our state border.
We regret to hear it spoken of
frequently as the "East side" and "West side," and now the
members of the Reserve Bank Organization Committee have seen
fit to divide our state into a North and South Oklahoma by
running a line due East and West through the state. Earnestly I protest against this, and ask that you use your best
efforts to see that the state of Oklahoma is undivided, and
that it be in the Kansas City Territory.
Kansas City is our logical financial center -- it
is more acquainted with our needs and actual conditions than
Texas; furthermore 90% of our State Bankers already have accounts there, and it would be nothing short of a calamity to
force them in a strange community.
Oklahoma city, if located on a border line, loses
its financial, as well as commercial prestige.
It takes
from it that location of which we continually boast, the center of financial, political, commercial and social activity
in the state, hence I trust that you will use your best efforts to see that the proposed boundry line of this financial
territory ischanged and the whole state thrown into a district designated as No.10.

Dear Sir:Our City is very much exercised and disappointed
at the action of the Committee selecting the locations for
the Regional Banks.
We feel that the Southern part of our State being thrown into the Dallas District, is going to work a very
great hardship upon the Commercial interests of this City.
We do not feel that when you went before the Committee making the selections, that you intended or expected
that our State would be divided, and I an writing you as a
party man end member of the County Central Committee, Oklahoma
County, asking you to use your best efforts to get our whole
State thrown into the Kansas City Bank District.
I have been in business in this City for 14 years,
and have travelled all over the Southern an Western part of
the State, and know that the largest part of the business
contiguous to this City, comes from the South and Western
if that part of our State is left in the Dallas
sections.
District, it will eventually throw a great deal of our business to Dallas, thereby very materially affecting our
Jobbing business.
We are all looking to you, as being the most
influential member of the Oklahoma delegation in both houses
of Congress, to look after our interests, and trust that
you may be able to get us relief.

Dallas District,
Gentlemen:
Without presuming in the least to dictate in the
matter of the regional reserve bank districts, we feel
that another letter at this time will be welcomed by
you, in view of the many urgent letters and telegrams
we have received.
The writer has much information which it is impossible to convey 2n a letter, but the main point is:
After communicating with senators Owen and Gore, all
Oklahoma's congressmen, and after consulting with bankers in Kansas City personally and canvassing the situation as thoroughly as time has permitted, we are convinced that there is a reasonable chance by ptoper activity to get Oklahoma placed in one regional district.
As for a branch bank, the administration forces
are inclined to adopt the policy of placing branches
only where there are not overnight facilities for handling business. Under that policy and the districts as
now framed, every city in Oklahoma is barred from obtaining a branch.
Our information is that 95g of the Oklahoma banks
that have been placed in the Dallas district are very
mueh opposed to this arrangement. We ask that any bank
that is contented to remain in that district please
write us at once. All others should fill out the enclosed. form AND RETURN TO THE WRITER. (Do not mail it
to Washington.) This is VERY IMPORTANT AND SHOULD HAVE
YOUR IMMEDIATE ATTENTION.

any opportunity you have to secure such an amendment
of the report as will throw our entire state in the
Kansas City district.
Our people are looking to
you for assistance in this matter and there is nothing that will be more appreciated just now than your
efforts along this line.
The political skies are somewhat hau at this time throughout our state. The

the final result would be very much in doubt as to
general results, but with Robertson far in the lead
as between he and Dr. Duke.
Jennings is keeping up his peculiar form
of ca'qpaign and most of the rabble and the unthinking
class of people are being drawn to him, while many of
the machine politicians and especially those who are looking for special favors have flocked to the standard of
Judge Williams.
I have not seen Dr. Duke lately and have never
opportunity to talk with him at lenght, but I feel
had an
that his late entrance into the race will not only mean his
final defeat but may possibly result in the nomination of
either Jennings or Williams: and I regard either nomina'0 the party and wholly untion as very .alsastl-oiis
coltplimentary to the state, and, if the republicans and
progressives should by any means unite on a candidate it
would mean the success of such candidate at the polls.
The candidacy of Judge Hayes has been very
enthusiastically received by the better element of the
people throughout the entire state and if he makes a
victorious campaign, as seems to be now his purpose,
I feel that there will be no question of his ultimate
success, especially if he receives the co-operation and
support of the entire reform element that he should
have.
I sincerely trust that the way will be
open for you to emphatically express yourself as between
he and Senator Gore, and, if needs be come, into the

state and do active work in behalf of Judge Hayes.

a disasterous effect upon the future growth of Oklahoma.
We feel that it will be to the beet interests of the
Stae by our being in the KansFs City district, this bank being
placed in that district we have no cause for complaint for our
personal interests.
What we wish to avoid is the division of the State
commercially and financially, and feel that this division is most
unfortunate for the State.

We believe that the southern part of the

State should be placed with Kansas City, retaining the State intact: We trust that you will make your most strenuous
objections in the southern part of Oklahoma being placed in the
Texas district.

As a business institution in which the success of
the Federal Reserve bank system is of vital interest, we
want to protest against the arrangement to divide up our
State and put it in two districts. We think that this is
going to do the State an almost irreparable damage if the
system becomes a strong and successful one, which it now
looks as though it would.
This cutting of our State in two is going to change
the whole trend of btsiness and will necessitate different
and more direct mail service as well as building some new
roads in order to divert the business to fit in with our
bank business. This plan is going to practically ruin the
two reserve cities which we now have and their likelihood
of getting branch banks there, as they are both on the edge
of the Xansas City district and can hardly go to the first
station south or southwest or southeast without getting
into Dallas territory.
This State is already handicapped to some extent
and ha's been burdened with the east and west side fight,
and this proposed assignment is going to make a north and
south side also.
We hope that you will use your very best endeavors
to have our district changed so as to put us in the Kansas
City district for the whole State.
We feel sure' that if
the Oklahoma delegates will make strenuous objections to
the diotrict as made, that it an be changed to suit the
bankers awl business men of the State, and we await with
interest the outcome of your efforts along that line.

other half to Kansas City district for the Regional banks.
Having the State of Oklahoma at heart, as well as the interests
of your constituents, I am quite sure you will agree with me
that this is about the worst thing that could have happened to

Using the argument of the Organization Committee
when they state that their reason for having established a
Regional Bank at Atlanta, in place of New Orleans, was because
the

trend of all trade was North and East, which is absolutely

true,

I cannot see how they can harmonize their action in

the division of Oklahoma with their Atlanta statement, for they
have done the reverse, and even worse than the other would have
been, for Oklahoma is now, and has always been, a Kansas City
territory, and this is also true with the northern two-thirds
of the State, as well as all of the Southwestern part of the
State.

It is true that Dallas gets some of the business from

the extremely southern portion of this State, but I dare say
that practically all of the dry goods merchants, hardware
merchants, and all of the larger manufacturers of machinery

trade is supplied by northern merchants and manuf
acturers.
This is also true with the Bank correspondents,
hence I can
see no good reason, looking at the matter from all
angles,
for having divided the State of Oklahoma at all.
Muskogee and Oklahoma City have labored hard and
long as Reserve Cities to build up their business,
but just
now when we feel we have accomplished something by these
years of hard work, along comes the Organization Commi
ttee
and,by their division of the State, knocks the props
from
under us, and do not leave us a leg to stand on for
aryument in favor of giving us a Branch bank, for the
argument will be Dut forth that we are on the extreme
southern boundary of the rezion, and that the mail that
leaves any of the towns within the district can just
as
easily go to K_n9as City in one night run, as to come
to
any City within the district in Oklahoma. But if
the line
was

transferred to the Southern line of Oklahoma then

this would not be true, for it would take a porti
on of the
day run with the night, and in some instances
all day and
night, to reach Kansas City, and the same for
the return
mail to the sender.
I hope you will use your influence with the
Regional Reserve Board when appointed and see if
this line
cannot be transferred, taking in the entire State
of
Oklahoma at once, so that at the very beginning of thing
s
our district will be settled.

which goes to Dallas, when the same was made by
the Federal Reserve Committee, nothing short of
a calamity. To change the direction of our
financial relations from Kansas City and 3't. Louis
toward Texas, where practically none of we bankers
do any business,brings about an abnormal condition
if not an impossibility.
In-as-much as you are the man who
made the Reserve System possible and a reality, it
is the opinion of the writer that the Committee
dia not show you the consideration that you deserved
because of your services in connection with the
framing of the Law, and 30 far as the local banks
are concerned, our being placed in the Texas
District is bad indeed. If there is anything
you can do to have the State go in one District
as a whole, preferably Kansas uity, you will be
doing the state another good turn in addition to
the good you have already accomplished in her

One of the biggest events in the New South—far-reaching in its influence, broad and comprehensive in its grasp upon the minds of men—will be the 1914 session of the Southern Commercial Congress next November in Muskogee. This great civic organization stands for
larger knowledge of the natural resources of the South and conveying that knowledge to those
who are willing to co-operate in the rehabilitation of commercial and agricultural life and
thereby build up a greater nation through a Greater South.
At the 1911 session, not only the president, a former president, and a then future president
of the United States, were active participants in the program, but also United States Senators,
Congressmen, Governors, leading financiers of the nation, manufacturers, merchants and leaders in agriculture. The Atlanta meeting was one of the greatest of its kind in the history of
the South and it remains for Muskogee to duplicate it. The South is full of economic problems demanding solution. Swamp lands need draining. Navigable streams are unused, only
waiting to help lower the cost of transportation. Rich soil in certain sections is ready for the
plow, except for the knowledge of proper conservation of moisture. Agriculture needs a tonic
through better Rural Credits. Southern cities should have larger bucket brigades. It is a
great opportunity for Muskogee to do things in the old Muskogee way. Results will depend
largely upon the hearty co-operation and patriotic enthusiasm among home folks. It will open
the door to many strangers and lead the way to not only a greater but a better Muskogee.
It is interesting to know that Muskogee County produced 25,220 bales of cotton in 1913,
an increase of nearly 4,000 bales over 1912. As each bale, including lint and seed, is worth
$70.00, it is worth while to observe that the cotton production of Muskogee County alone equals
$1,765,400, almost up to the two million mark, which can be easily reached this year. Cotton
means cash. Farmers must remember, however, that in order to use this money to the greatest
advantage they must raise other crops sufficient for their own living and the feeding of live
stock.
Speaking of farm products, Los Angeles County, California, takes first rank among the
counties in the United States, rounding the total figures of $14,720,900. Lancaster County;
Pa., comes second with $13,059,600, and McLean County, Ill., third, running $12,811,500. The
fourth is Whitman County. Washington, with $12,540,700. then follows Livingston County,
III., $11,377,300, Iroquois County, Ill., $10,607,800, La Salle County, Ill., $10,222,200. It can be
readily seen from Muskogee County's excellent record in cotton alone, with many tenant farmers, that with better and more scientific farming and greater attention to live stock, alfalfa,
wheat, oats, feterita, broom corn and other substantial production that it is within the range
of possibilities for her to reach at least tenth place among the Counties of the United States.
While a few counties in Oklahoma produce more cotton than Muskogee, they do not have the
capacity for as diversified production as Muskogee County.
An instance of a man looking things square in the face and planning for himself the best
method for success in life is Frank S. Size'', who is a student at the Broken Arrow Agricultural
School, under the excellent leadership of Prof. E. B. Hinshaw. Mr. Sizer is in the dairy department and will soon increase his earning capacity 100% as an expert in dairying. When
ti man finds competition too keen on the lower rounds of the ladder where he is competing with
men of inferior capacity and he knows he has ability to work on a higher scale where competition is less intense, and he is able to qualify in the higher grade of employment, is it not a
bright, sensible thing to lift himself from the lower strata to the higher through preparation?
If all the agricultural schools in Oklahoma are managed by men equal to Professor Hinshaw,
there is an excellent opportunity for many to cultivate their abilities and increase their earning capacity with little expense. Nineteen Oklahoma Counties are represented at the Broken
Arrow institution.

While a stitch in time has saved nine, to swat a fly in April is equal to killing a million in
August. If you are a good citizen you will get busy at once and not permit a fly to feed or
breed on your premises. Restaurants, meat markets, bakeries, grocery stores, confectioneries
and dairies will be more popular with the general public if no flies are in evidence showing
their familiarity with the premises. In Cleveland, Ohio, a youno• lady became the manager of
an anti-fly campaign and at a cost of less than $2,000.00 a year h
Cleveland became "The Flyless City." If you will write Miss Jean Dawson, Professor of Civic Biology at the Cleveland
Normal School, you can learn something that will help you to benefit Muskogee. She will tell
you how she convinced the city officials to pay 10 cents for every 100 flies brought to her and
she began early in the spring of 1911, and by the middle of May she had bought 490,835 flies.
You can do a good thing for humanity and give the doctors a chance to take a vacation during
the hot weathey if you will organize thoroughly in an anti-fly campaign.
One of the most thrifty and successful industrial propositions ever located in Muskogee
with no friction and small expense was the Midland Valley shops. They maintain a pay roll of
about $300,000.00 a year. The three hundred employees mean an increased population to Muskogee of 1,500 people. They came to Muskogee at a time when things were dull. Those who
purchased lots to help raise the bonus received back what they paid and in some cases made
a profit. The shops have never been closed a single day and are larger than when first established. In sizing up the Midland Valley shop proposition when it was under consideration in
the last analysis it all depended upon the men behind the railroad and their record. It is a
pleasure to realize that Muskogee's judgment was correct; that the railroad officials were
straight forward business men and did not attempt to get a bonus without delivering the
goods. After all that is the main problem. Who are the men behind the proposition? Are
they in good faith and will they live up to their agreements? If everybody was on the square
this would be a good world to live in and business deals and city building comparatively easy.
It is hoped the M., 0. & G. shops will soon be completed and also prove to be a substantial asset.
Every community should organize an alfalfa club. A bushel of seed costs $6.50 and will
sow 4 acres. April is a good time to start. Do not undertake too much but prepare the soil
properly, select the best location and watch it grow. If you succeed this year, increase the
acreage as rapidly as possible. The cost is small, the labor and use of land comparatively
nothing, and the results, if successful, will be a step towards easy money.
A good way to help lower the high cost of living is to raise something yourself. Make a
garden. If not a large one, a little one. The education will help you as much as the exercise.
If you maintain a garden, a poultry yard and keep a cow you will soon be independent, and one
thing is sure, you will get the best there is. If you live well you can work better, think more
clearly and be happier. Good common sense is better than frivolity and a spring garden beats
the tango.
THE MARCH LETTER directed attention to the importance of testing all seed before planting. This is so important it bears repeating. We hope farmers will not suffer any discouragement through the lack of proper intelligence and caution at the proper time. The season is
opening fine. Oats is up and promises a good crop. Many believe this will be a good corn year
and have decided to increase the corn acreage, using all available skill and information to help
out in case of emergency. Bear in mind that the silo is a life-saving station for a drouthstricken crop and corn can be used in a silo to great advantage. It is said that feterita will
yield 9 bushels more to the acre than kaffir corn and mature a month earlier and is just as
good for roughage. Keep these facts in mind at the opening of the season. This is the month
when the race starts. Every one should be on his mottle ready to meet any emergency now
unforseen. If you watch the crop progress as you would a horse race you will keep interested. There are many entries and all do not get the prize, but there will be prizes for those
who eagerly and persistently keep their minds on the race. Test—Don't Guess.
The usual pretended election will occur in a few days. There is nothing much to say.
"Until the people exercise judgment and use their brains them is little benefit in talking. It
seems that education must come by absorption and for this reason it is a slow process. Matters are being threshed out in the mill now that should have been in the grist two or three
years ago. In that case it would have been better for all concerned and some people would
have been saved much humiliation. The report of receipts and expenses of the City for the
month of December has just been published under date of March 28th. This is only three
months behind, and not so far behind as the methods of business in the managegrnent of this
big corporation to which we all belong and in which we all hold a little stock. Would a busi-

ness man pay an inspector $125.00 a month who simply collected in $15.60, and would he maintain another one at the same price who produced only $14.15, and also another at $130.00 a
month who made the magnificent showing of $8.00 collected for fees? There are so many
other things just as glaring as these in the published report that it is useless to burden the
minds of people with too much at once.
A general condition of business which would be satisfactory to every line of trade and
every industry as well as to the financial interests of the country is probably an impossible
thing. This is a world of give and take and a'condition which makes money for one interest
sometimes loses money for the other.
Until recently money was scarce enough to make it difficult to finance new operations or
to sell standard stocks and bonds. Those who had money were holding on to it or using it
where it would bring unusual rates of interest for a short period. Now that money has become
somewhat easier, and easier money is largely due to a slackening in business operations, standard stocks and bonds and other investments do not look good to the man with the money because prospects for earning dividends and interest are not so good. The sum of it is that, if
business were more active, money for investment would be scarcer and, while business is somewhat quiet, people do not care to invest because of such quietude.
As stated in our last report, business is still below normal, and it is hardly probable that
it will do better than remain around normal for some time. It may remain at a few points below normal or, temporarily, a few points above, but on the whole, normal or average business
is all that can be reasonably expected for this year. After the adjournment of Congress, a
slight reaction should take place and unless something unusually radical in legislation goes
through at this session, a real improvement, although not a sensational one, may be expected.
In January our exports amounted to 204 million dollars compared with 227 a year ago and
202 millions two years ago. Exports of 206 millions in January, 1908, stood as the previous
high January record. Imports for January amounted to 154 millions compared with 163 last
year and 144 two years ago. The favorable balance of trade for January was 49 million dollars compared with 64 million dollars a year ago, 59 millions two years ago, 69 millions three
years ago and the high record in January, 1908, of 121 millions. Tariff reductions caused a
falling off in custom's receipts for February of 10 million dollars compared with the same
month of the previous year, making a deficit caused by expenditures for the month of 9 million
dollars. Receipts from the income tax are expected to make up the discrepancy.
For the month of February, building permits for principal cities ran about average and
about the same as last year, if New York is left out of consideration. New York showed a
decline for the month of 50%, while gains were shown by Chicago, Philadelphia, Baltimore,
Pittsburg. Detroit, Kansas City, San Francisco, Dallas, Minneapolis, St. Paul, Toledo and Ft.
Worth. Building operations outside of New York City for the year to date are slightly above
last year.
A marked improvement was shown in the btu- mess mortality for February, failures being
only a few over 1,300, while in January there were nearly 1.800. The total liabilities for February failures were 21 million dollars compared with 29 millions in the same month last year,
when there were 1,280 failures. It is hoped and believed that this turn in the business failure
situation will last as the most acute condition in the business world for the past year has been
the increasing number of failures. If this turn for the better indicates that the weak ones
have been pretty well eliminated, it will mean much toward the settling of business conditions
in the months to come.
Although the steel companies are operating at about 75% of capacity on finished products
and about 80% on ingots, it is clear that a reduction in operation must come about unless there
is a sudden spurt of buying. Heavier railroad buying is practically assured for later in the
year and orders for steel rails and for equipment were fairly good for February. A lull is on
at present that will bring about a curtailment of operation during this month unless a considerable volume of the unusually large number of foreign inquiries develop into orders.
Dividend disbursements for March will total 60 million dollars compared with 66 millions
a year ago, while interest will amount to 54 million dollars compared with 47 millions last
year. This makes total dividend and interest disbursements for.March nearly 115 million dollars compared with 113 millions last year. The principal decline in dividends lies with industrial corporations which are disbursing 33 millions in dividends for the month compared
38 millions a year ago. The railroad dividends are practically the same as last year. with

Speaking generally, there is nothing disquieting in the business situation but there is every
reason to expect a halting, and irregular movement for the next few weeks. Something depends on the action of the Interstate Commerce Commission in the matter of freight rate
advances; something on the organization and beginning of operations by the Federal Reserve
Banks, something on Congressional action between now and adjournment; something on the
outcome of the Mexican mix-up; and, more than all these, on crop prospects for the year. We
believe the careful, clear-headed business man will make a fair showino. in volume of business
and a good showing in profits earned during the year. It is quite likelyhthere will be no period
of exceedingly tight money unless it be a temporary one while the crops are coining in. Business has been much worse during the past few weeks than it is at present and it bids fair to be
better before the year closes.

WHEREAS, the New Currency Law provides that each Federal Reserve Bank shall
establish branch banks within the Federal Reserve district in which it is located, to be operated by a Board of Directors, under rules and regulations approved by the Federal Reserve Board, and
WHEREAS, the Organization Committee, composed of the Secretary of Treasury, Secretary of Agriculture and the Comptroller of the Currency, has completed its investigations
of the trade relations and business conditions of the entire United States and has divided
the same into twelve Reverve Districts, locating the northern part of the State of Oklahoma
in District No. 10 and naming Kansas City as the seat of the Federal Reserve Bank of this
district, and
WHEREAS, Tulsa is the logical geographical, railroad, agricultural, financial and commercial center of not only northern Oklahoma, but of the Mid-Continent oil, gas and mineral fields, comprising southeastern Kansas, southwestern Missouri and eastern Oklahoma,
NOW, therefore, recognizing that the financial and commercial interests of the territory named would be best served by the location of a branch bank in the City of Tulsa, it
is hereby resolved, that the Clearing House Association of the City of Tulsa, file its application with the Federal Reserve Bank in Kansas City, as soon as same is organized, for the
location of such a branch.
In order that the Clearing House Association may have all facts and figures necessary
to enable it to properly present Tulsa's claim to the Federal Reserve Bank, for the establishment of such a branch in this City, it is further resolved, that the assistance be requested
of the Commercial Club and.all trade and business organizations, not only of this City, but •
of all of the other cities of the State of Oklahoma, located in the Tenth District and the

yesterday to learn that we had been placed
by the Federal Board in the Dallas District,and
the worst of it we feel that our state
should not have been split by the Federal
Board. Kansas City is the gateway for at
least 90 % of the Oklahoma business, and if we
could not have had hansas City we feel that
St. Louis was next and we do not see how re
could have been placed or attaohed to a place
that inconveniences our business reltions
snymere than Dallas will. We have no sores
spots against Dallas but we do not feel tht it
is the logical place for the Oklahoma business
to flow through. I hear a great dell in the
napers relative to this location and . the
Oklahoma bankers seem very much riled up over
this location; and if this matter should be
brought up again at anytime I trust that you
can see your way clear in pm:testing against
Oklahoma being divided. I think we should

our diaappointment and chagrin on having our 3tate cut in two by the
Organization Committee working under the Federal Reserve Act, and I
feel certain that under the tremendous pressure of business under
your charge that this matter mam over-looked.
The division makes it impossible for this State to build
up at any one point in it a sub-financial center such as usually develops under commercial, agricultural and mineral influences. If the
State were left intact Yuskogee and Oklahoma City are the natural
clearing points for their respective portions of the State, and since
these two towns are already reserve cities and have developed considerably as commercial centers it seems a pity to have them destroyOur bank alone has

draw business from east and west for the simple reason that for
centuries it has been going in the opposite directions.
We are glad that we are in the Kansas City district for
the simple reason that the Dallas district, as outlined, will all
have to borrow money at the same season of the year and will not be
self-supporting, as it should be, by having its trade so fixed that
one part of it will support the other at certain seasons, and viceversa.

however I am frank to say that rather than to have the State
cut in two it would be much better for us to have the entire State
in the Dallas district.
I want to impress upon you with great
earnestness the seriousness of this situation, and urge you to use
every influence that you can command to have the boundary line so
changed that it will lea-re the State in one district.
I have attended every bankers convention that has been held
in this State but one, and I have never yet met a Dallas banker at
one of them, while Kansas City will charter a special train to
attend our group meetings.
I do not believe there are ten bank accounts in Southwestern
Oklahoma carried in Dallas, and practically every bank in that
section either has an account in Oklahoma City or Kansas City, and
in many instances one at both places.
Under this dividbn onefourth of this State, the southwestern section, will have to change
its entire system and place of banking,and while the southeastern
one-fourth does do a good deal of business with Texas banks, they
should, as a matter of State pride, clear their items through
Muskogee banks, and a financial center could just as well be built
up there from Oklahoma Capital as to build one up in another State.
You will remember, Senator, that I banked two years and a
half in Muskogee at a time when that City was just beginning to
take on commercial developments and I speak from experience in these
matters.

Vie were very much surprised and humiliated at the
division of Oklahoma into two regional bank districts.
It
looks to us as if it will ruin both Oklahoma City and Muskogee
if we are not placed in one regional bank district.
It will
have the effect to drive all southern Oklahoma business to
Dallas, end all northern Oklahoma business to Wichita and Kansas
City.
Looking at it from our view point we can see no
reason why Kansas City should vote to give us a branch bank
here when we have no territory to supply.
This will apply
equally as well to 1,:uskogee.
While in Kansas City we did our best to impress the
Locating Committee that under no circumstances did we want the
State divided into two or more regional districts.

has been divided by the rederal I;heserve Boar0 and that they
have used the Republican gerrymandering scheme by using the
Canadian river as a boundary, and it makes Custer County the
extreme Lorth County in the Dallas District.
Llow if we had been a cotton county, with our products
going south we would not have objected, but practically all of
our business is done Eorth and a'ansas City is and has been our
CentrLil point and is our natural trading: point, as our stock and
products are marketed there and our merchants buy their goods at
nsas City, so they are naturally our clearing point.
All the National Banks of this County joined in a
telegram today requesting that this County be transfered to the
Kansas City Listrict and if it is possible to do so, we will all
appreciate your efforts to gets us in the territory we belong.
There is not a bank in this County that carrys a Texas
account as we do not have enough business South to even justify
a small account, so you can readily see the unnatural condition
that would be brought about, were we forced to use the Dallas
Bank for our clearing house and home.

7e hope this is only a

feeler and that the proper readjusting will put us where it is
natural we should go.
