There were 578 mutual savings banks in operation in the United States on M 31» concentrated largely in the N England states, ay ew N York and Pennsylvania, with aggregate deposits of $9,801,000,000. Statistics ere not avail able as to the number of nonmember banks that had resumed normal banking ope^tions on or before March 1 5 . Preliminary compilations made from data reoorted by the Federal reserve agents, however, show that on April 12, the '‘ 4 first dato for which such, data are substantially complete, there were 7*392 nonmember banks, other than mutual savings, operating without restrictions and 2,959 n°t in operation or operating under restrictions, compared with 8 *0 U3 and 2,2^5, respectively, on May 3^• There was, therefore, a net in crease of 6 5 1 during the period ipril 12 to May 3 - in the number of nonmem 1 ber banks operating on an unrestricted basis. The 7,392 nonmember banks, other than mutual savings banks, -which on April 12 were operating; on an unrestricted basis, had total deposits (on the latest available call date) of *5,020,000,000, while the 8,0^3 nonmember banks that were operating on an unrestricted basis on May 31 had total deposit of $5*1F 56»000,000. X think that this is necessary for the reason th a we cannot fully depend on the Comptroller** t of^pe. as on occasion the Coaaptroller^ information as to the licensing of a member bank is not definite* due to the fact that the Comptroller^ office is not always as promptly aware of the fulfillment of prescribed conditions as is the Federal reserve bark, which issues the license to the member bank under authority and on behalf of the Secretary of the Treasury. I would much p refer, however, to have each federal reserve bank wire currently every change in the status of banks in it s d is tr ic t, to be followed once a month with a li s t which would include a ll such bank changes reported to the Board. I don*t b elieve that th is would be a formidable task for each reserve bank, in fact it would add very l i t t l e to the work they already do either for the Board, for their own purposes, or for other reserve banks . Stevens-McDougal - Chicago Wood-Martin - St. Louis Bailey-Geery - Minneapolis MeClure-Kami It on - Kansas City Walsh-McKinney - Dallas Newtan-C8,lkins - San Francisco Board feels that every reasonable purpose would be served and a great deal of work an&|fexpense avoided if the Federal reserve banks discontinued wiring other Federal reserve banks names of member and nonmember banks in their respective districts which h&jre been licensed to.reopen and discontinued wiring Board names of nonmeniber banks reopened and, instead, each Federal reserve bank ■ tirould print and mail not later, than Thursday, March 16th a list, arranged alpha betically by States and Cities, of all member banks in its district licensed to reopen on Monday, Tuesday and Wednesday and of all nonmember banking institutions licensed to reopen on such days so far as information with regard to them has been received from the respective state banking departments. It is suggested that each such list be prepared on paper of approximately same size and in same general i form as Board’s par list, indicating head office or branch zone, and that it contain a statement that it is a list of all banks which,according to advices received, have reopened but that it does not take the place of the par list. State bank members should be designated by an asterisk. The Federal Reserve Board should be furnished one hundred copies of such list and each other Federal reserve bank with a sufficient number of copies to mail a copy to each of its member banks. Such lists should be forwarded to Board and other reserve banks by air mail if this will expedite delivery. Member Banks of the Federal Reserve System located in each of the twelve Federal Reserve Bank cities whose applications to reopen have been approved should be licensed to reopen on Monday morning March 13, 1933. 2. Member Banks of the Federal Reserve System located in any city having an active recognized Clearing House Association, whose applications to reopen have been approved should be licensed to reopen on Tuesday morning March 14, 1933. 3. All other Member Banks of the Federal Reserve System whose applications to reopen have been approved shall be licensed to reopen on Wednesday morning March 15, 1933. 4. Care must be taken in the case of banks having branches, that the branches are not permitted to open except in places and at times designated above.
